A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding.

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair reported that work would shortly on the construction of a new care home at Abney Court, Manchester Road, Cheadle.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Public Realm Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

 

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

The following comments were made/issues raised:-

 

  • Problems were highlighted with identifying whether or not cars were licensed since the abolition of the requirement for car tax discs to be displayed in vehicles.
  • A Member requested a presentation at a future meeting on litter and environmental issues dealt with in Cheadle and Cheadle Hulme District Centres.

·         The issue of the unsafe fencing on Daisy Bank Lane, Heald Green in the vicinity of a nearby stream had been satisfactorily resolved, although the fencing required treatment with wood preserve.

·         A van was parked regularly on the pavement at the junction of Bryon Drive and Dryden Avenue, Cheadle and needed investigating.

·         Two waste bins on Cheadle Road, Cheadle near to St Andrew’s Church had been vandalised and needed replacing.

 

RESOLVED – That David Wilson be thanked for his attendance

Open Forum - Stockport District Citizens Advice Bureau

Geraldine Flanagan and Rick Jones will attend the meeting and make a presentation to members about Stockport District Citizens Advice Bureau (CAB) and the Stockport Advice and Information for Life project that the CAB is leading on.

 

 

Minutes:

Geraldine Flanagan and Rick Jones attended the meeting and made a presentation to Members about the Stockport District Citizens Advice Bureau (CAB) and the Stockport Advice and Information for Life project that the CAB was leading on.

 

The following comments were made/issues raised:-

 

·         It was important that the CAB maintained face-to-face contact with customers.

·         The Citizens Advice Bureau was working closely with Stockport Homes with regard to where the kiosks would be placed and when they would be available.

·         The demand for face to face meetings with staff from the Citizens Advice Bureau had increased significantly.

·         The work undertaken by the CAB in helping to prevent scams was highlighted.

·         The work undertaken by the CAB  in helping to advise members of the public of the changes in national pension arrangements was discussed.

·         The training offered on the Stockport Advice and Information for Life project was very beneficial.

 

RESOLVED – That Geraldine Flanagan and Rick Jones be thanked for their presentation and for the work which they carried out.

Mrs Janet Tysoe of All Hallows Church – Youth Group attended the meeting to answer questions from the Area Committee in relation to an application for Ward Flexibility Funding seeking funding towards the provision of equipment for the church youth group.


RESOLVED – That the Democratic Services Manager be recommended to make a grant of £452.92  to All Hallows Church – Youth Group towards the cost of the equipment for the church youth group, to be funded from the Cheadle Hulme North Ward budget.

To consider an application from Cheadle Golf Club towards the extension of the Bruntwood Park leisure facility by the provision of Footgolf.

Minutes:

Mr Iain Haig of Cheadle Golf Club attended the meeting to answer questions from the Area Committee in relation to an application for Ward Flexibility Funding seeking funding towards the extension of the Bruntwood Park leisure facility by the provision of Footgolf.


RESOLVED – That the Democratic Services Manager be recommended to make a grant of £650 to Cheadle Golf Club towards the provision of Footgolf, comprised as follows:-

Cheadle and Gatley Ward - £250
Cheadle Hulme North Ward - £200

Heald Green Ward - £200

The report outlines the Enforced Sales Procedure (ESP) and advises of the intention to use the ESP to acquire No 15 Gloucester Road, Heald Green, in order to recover the debt and to bring the property back into beneficial residential use.

 

The Areas Committee is requested to support, in principle, the acquisition of 15 Gloucester Road, Heald Green using the Enforced Sales Procedure or, if necessary, the use of compulsory purchase powers.

To consider a report of the Corporate Director for Place Management and Regeneration

 

The report considers an application from Cheadle Civic Society to hold Makers Markets’ on Cheadle Green on 6 June, 4 July and 1 August 2015.

 

At the meeting of the Area Committee held on 10 March 2015, the Area Committee approved the holding of Makers’ Markets on Cheadle Green on 4 April and 2 May 2015, subject to the production of the appropriate papers and the following:-

 

·         The scale of the event remaining approximately the same.

·         Consideration being given to whether there would be any loss of amenity for residents of Queens Gardens, for example resulting from noise from a band.

·         Consideration being given to putting up temporary fencing around the pond on Cheadle Green.

 

The Area Committee is recommended to approve the application, subject to the production of the appropriate papers and the obtaining of a Temporary Event Notice and Street Collection Permit.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) regarding  an application from Cheadle Civic Society to hold a further three Makers’ Markets on Cheadle Green on 6 June, 4 July and 1 August 2015,

 

RESOLVED – (1) That approval be given to an application from Cheadle Civic Society to hold a further three Makers’ Markets on Cheadle Green on 6 June, 4 July and 1 August 2015, subject to the production of appropriate papers and the obtaining of a Temporary Event Notice and Street Collection Permit.

 

(2) That Cheadle Village Partnership be requested to review the impact of the Makers’ Markets and in particular carry out a survey of local shopkeepers to gauge the effect of the Makers’ Markets on their businesses.

The Chair advised that this would be the last meeting of the Area Committee that Councillor Pam King would be attending as she was not seeking re-election in the forthcoming local elections.

 

RESOLVED – That Councillor Pam King be thanked for her services to the Council and this Area Committee, and offered Members best wishes for the future.
