Public Realm

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

·         In the absence of litter bins at the car park at Heald Green Village Hall, rubbish was being dumped and this needed to be monitored until the new bins were installed.

·         The grass verge on Queens Drive, Cheadle Hulme needed maintaining.

·         A Member enquired who had responsibility for clearing playing fields of rubbish left by spectators after fooball matches.

·         The unsafe fencing on Daisy Bank Lane, Heald Green in the vicinity of a nearby stream needed to be investigated.

·         Graffiti on footpaths in Heald Green and Gatley which had been put there by a company should be removed.

·         The pedestrian refuge at the junction of Turves Road and Wilmslow Road needed maintaining.

·         Work was scheduled to cut back the trees and bushes obstructing the pavement on a section of St. Ann’s Road, Heald Green,

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) regarding a proposal to resurface part of the carriageway on Drayton Avenue, Heald Green.

 

RESOLVED – That approval be given to resurfacing the carriageway on Drayton Drive, Heald Green, from Mendip Close to New Hall Avenue, at an approximate cost of £16,500 to be funded from the Area Committee’s Delegated Budget (Heald Green Ward allocation).

Minutes:

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) providing an update on the issues regarding the residential development at The Demmings (now named Wentworth Gardens), Cheadle.

 

The report set out the current situation with regard to:-

 

·         Planning conditions that were required to be adhered to;

·         The restoration of the adjacent bridleway to its previous condition;

·         Re-instatement of the grass verge on Oakmere Drive;

·         Repairs on Old Wool Lane to ensure that the road was brought up to an acceptable and sustainable standard; and

·         A review of trees and landscaping.

 

Applications seeking to discharge relevant planning conditions had been submitted to the Council prior to the commencement of the development. It was confirmed that all pre-commencement conditions had been agreed by the Council.

 

RESOLVED – That the report be noted.

Dedication of bridleway on a section of footpath 40 Cheadle and Gatley, over land owned by the Council, on Scholes Playing Field, Gatley pdf icon PDF 80 KB

The Area Committee are requested to consider whether to dedicate a bridleway on a section of footpath 40 Cheadle and Gatley over land owned by the Council, on Scholes Playing Field, as shown marked A – B on plan attached at Appendix 1.

The Area Committee are recommended to dedicate a bridleway over the route between points A-B on the plan attached at Appendix 1.

A representative of the Democratic Services Manager submitted a joint report of the Corporate Director for Place Management and Regeneration and Deputy Chief Executive (copies of which had been circulated) regarding a proposal to dedicate a bridleway on a section of Footpath 40, Cheadle and Gatley over land owned by the Council.

 

The funding for the access improvement project in Gatley was from Transport for Greater Manchester as part of the Cycle City Ambitions Grant. The access improvement project would guarantee the implementation of a 20mph zone between Beech Avenue to Gatley Station. A significant obstacle in linking the use by horse riders and cyclists between Foxland Road and Hawthorn Road would be removed through the dedication to a bridleway, and there would be additional benefits to pupils attending Kingsway School by bicycle and as an additional cycle route to Gatley Station.

 

RESOLVED – That approval be given to dedicate a bridleway over the route between points A-B on the plan attached as Appendix 1 to the report and as detailed in paragraph 3.1 of the report.

The seeks the Area Committee’s comments regarding the proposed Cycle links to Gatley Railway Station following the successful bid for funding from the Department for Transport (DfT), via the Cycle City Ambition Grant (CCAG).

 

The Area Committee is requested to comment on the report and recommend the Executive Councillor (Communities and Sustainability) approves the proposals shown on drawing 0251/005 REV B, the cycle link between Springfield Road and Beech Avenue through William Scholes Playing Fields (see drawing 0251/008), the cycle links between the proposed Toucan Crossing and Brentwood Drive (subject to consultation with affected residents and Ward Councillors) and the Traffic Regulation Orders detailed in the report.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) seeking the Area Committee’s comments regarding the proposed cycle links to Gatley Railway Station following the successful bid for funding from the Department for Transport via the Cycle City Ambition Grant to provide cycle safety improvements on/off the highway within the Borough.

 

It was also proposed to introduce a 20mph speed limit within the residential areas on both sides of Gatley Road.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) setting out proposals to improve the levels of safety and reduce the potential risk for road traffic incidents in the vicinity of the puffin crossing on Councillor Lane.

 

The main aim of the scheme was to improve visibility of the puffin crossing for both pedestrians and road users, together with improving pedestrian crossing facilities across the service road. The proposals also included formalising the parking arrangements including alterations to the waiting restrictions on the south side of the service road near the junction with Councillor Lane.

 

RESOLVED – That the Executive Councillor (Communities and Sustainability) be recommended to approve the proposals set out in the report and the proposed No Waiting At Any Time/No Loading 8.00am – 6.00pm Traffic Regulation Order detailed in paragraph 6.2 of the report.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) requesting the Area Committee to nominate Councillors to lay wreaths at Remembrance Day Services at Cheadle, Gatley and Heald Green War Memorials on 9 November 2014.

 

RESOLVED - That the following Councillors be appointed to lay wreaths on behalf of the Council at the Remembrance Day Services at Cheadle, Gatley and Heald Green War Memorials at Remembrance Day Services on Sunday, 9 November 2014.
