The Minutes (copies of which had been circulated) of the meeting held on 11 March 2014 were approved as a correct record and signed by the Chair.

To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding.

 

A Member raised the issue outlined in the report regarding the petition from residents of Ladybridge Rise, Cheadle Hulme requesting residents’ permit parking and requested Officers to investigate alternative measures as the criteria had not been met for permit parking.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to investigate the parking problems on Ladybridge Rise, Cheadle Hulme and establish what alternative measures may be possible as the criteria for residents’ permit parking had not been met.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

·         An update was requested on the work to repair a depression in the road outside Bolshaw Primary School on Cross Road, Heald Green.

·         An obstruction on the forecourt at the junction of Cheadle Road and Buckingham Road, Cheadle Hulme was highlighted.

·         A Member raised an issue of sewage in the Micker Brook.

 

RESOLVED – That David Wilson be thanked for his attendance.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Cheadle Area Committee area.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Council Solicitor (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Cheadle Area Committee.

 

It was reported that the planning appeal against the refusal of planning permission for the change of use from a ground floor florist/card shop to a hot food takeaway at 256 Finney Lane, Heald Green had been allowed.

 

RESOLVED – That the report be noted.

To report the findings of a consultation exercise and to seek approval for the introduction of a Traffic Regulation Order.

 

The Area Committee is recommended to approve the introduction of a No Waiting At Any Time Traffic Regulation Order on St. Ann’s Road North and Oakdale Drive, Heald Green.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) in connection with an increase in the number of parked vehicles on St. Ann’s Road North, Heald Green, either side of the entrance and exit to St. Ann’s Hospice, hindering motorists exiting the car park.

 

RESOLVED – That approval be given to the introduction of the following No Waiting At any Time Traffic Regulation Order on St Ann’s Road North and Oakdale Drive, Head Green at an approximate cost of £600 to be funded from the Area Committee’s Highway Maintenance and Traffic Delegated Budget (Heald Green Ward allocation):-

St Ann’s Road North, Heald Green -  east side, from a point 15 metres south of the southerly kerb line of the exit road of St Ann’s Hospice to a point 15 metres north of the northerly kerb line of the entrance road of St Ann’s Hospice.

 

St Ann’s Road North, Heald Green - west side, from a point 15 metres south of the southerly kerb line of Oakdale Drive (southerly junction) to a point 15 metres north of the northerly kerb line of Oakdale Drive (southerly junction).

 

Oakdale Drive, Heald Green (southerly junction with St Ann’s Road North) - both sides from the westerly kerb line of St Ann’s Road North for a distance of 15 metres in a westerly direction.

The report considers the findings of a consultation exercise into the existing traffic restrictions on Gladville Drive, Cheadle.

 

The Area Committee is recommended to approve the Traffic Regulation Order detailed in the report.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) regarding a concern from lcal residents that there was not enough on street parking space available on Gladville Drive, Cheadle due to the recent conversion of properties on the central island from commercial to residential properties.

 

RESOLVED – That approval be given to the following Traffic Regulation Order at an approximate cost of £900 to be funded from the Area Committee’s Highway Maintenance and Traffic Management Delegated Budget (Cheadle Hulme North Ward allocation):-

The report advises the Area Committee of an investigation into a proposed School Crossing Patrol upgrade on Outwood Road adjacent to Outwood Road Primary School, Heald Green.

 

The Area Committee is recommended to approve No Waiting at Any Time restrictions, the construction of in-line dropped crossing with tactile paving and red anti-skid texture flex surface strips on Outwood Road, Heald Green.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) in connection with a request from the Council’s Road Safety Team to implement a School Crossing Patrol upgrade on Outwood Road, Heald Green.

 

RESOLVED – That approval be given to the following School Crossing Patrol upgrade on Outwood Road, adjacent to Outwood Road Primary School, Heald Green at an approximate cost of £2,300 to be funded from the Road Safety Budget:-

 

(i)            Proposed No Waiting at Any Time

 

Outwood Road, Heald Green -  south west side, from a point 10 metres north west of the north westerly kerb line of Gloucester Road to a point 15 metres south east of the south easterly kerb line of Gloucester Road.

 

(i)            Proposed construction of in-line dropped crossing with tactile paving

 

(ii)          Proposed red anti-skid texture flex surface strips.

The report details proposals for the use of commuted sums for play provision in the area represented by the Cheadle Area Committee.

 

The Area Committee is recommended to approve the allocation of commuted sums as follows:-

 

·         the use of £2,676.96 accruing from development no. 1121 (DC052347, 11a Ladybridge Road, Cheadle Hulme) towards safer surfacing throughout Maple Park, Cheadle Hulme.

·         the use of £836.55 accruing from development no. 1105 (DC052289, 14 Moseley Road, Cheadle Hulme) towards safer surfacing throughout Maple Park, Cheadle Hulme.

 RESOLVED – (1) That the Executive Councillor (Lifelong Learning and Achievement) be recommended to approve the appointment of Mrs W Richbell-Brown to the Liberal Democrat vacancy at Meadowbank Primary School.

 

(2) That the vacancy at Cheadle Primary School be noted.
