The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on ward flexibility funding. The report also includes the current position on the ward delegated budgets.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding.

 

Members expressed concern at the length of time it was taking for certain schemes to progress, for example Francis Street/Stockport Road, Cheadle and Councillor Lane Service Road.

 

RESOLVED – That the report be noted.

The Chair reported that All Hallows Church in Cheadle was collecting for the Wellspring’s Rucksack Project throughout November. It was open from 10.00am -11.30pm on Fridays and Sundays from 11.15am-11.45am for people to drop items off.

 

The Chair also reported on the Remembrance Day Services which were taking place in the Cheadle area on 10 November 2019 and that on 23 November 2019 there would be a crafts and consultation event at Ladybridge Park Residents Club from 12.30pm-2.30pm to promote the current consultation on bus reform.

To report the receipt of a petition from fourteen residents of Greenvale Drive/Greenvale Court, Cheadle requesting a residents’ permit parking scheme.

A representative of the Deputy Chief Executive reported that a petition had been received from fourteen residents of Greenvale Drive/Greenvale Court, Cheadle requesting a residents’ permit parking scheme.

 

It was reported that the policy for residents’ permit parking schemes was currently being reviewed and no additional schemes were currently being investigated.

 

RESOLVED– That the petition be referred to the Corporate Director for Place Management and Regeneration for investigation once the revised policy had been agreed.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

A report was submitted on current issues in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

Members raised the issue of fly tipping on Old Wool Lane and in Abney Park.

To consider an application from Walk Ride the Cheadles to help promote the group and get public liability insurance and equipment for the identified Play Streets.

A representative of Walk Ride The Cheadles attended the meeting to present an application for Ward Flexibility Funding to help promote the group and get public liability insurance and equipment for the identified Play Streets.

 

RESOLVED – That the application be supported in principle and consideration be given to whether the public liability insurance could be funded by the Council and whether the overall scheme could be funded from the Brookfield Park Shiers Family Trust.

The report sets out the findings of a consultation exercise for the Road Safety around Schools scheme around Cheadle Primary School and seeks approval for the introduction of Traffic Regulation Orders, associated signage and dropped kerbs.

 

The Area Committee is requested to approve the No Loading at Any Time Traffic Regulation Order detailed in the report and, subject to no objections being received within the statutory period, the Order can be made.

The report Members of the financial standing of Brookfield Park Shiers Family Trust as at 30 September 2019, indicates the amount of money available for distribution to organisations and provides commentary on the relevant performance of investment funds.

 

The Area Committee is requested to:-

 

·         Note the contents of the report;

·         Decide upon the policy that they wish to adopt in respect of the distribution of the Trust; and

·         Advise as to the investment policy that they wish to follow.

A representative of the Borough Treasurer submitted a report (copies of which had been circulated) setting out the financial standing of the Brookfield Park Shiers Family Trust as at 30 September 2019, indicating the amount of money available for distribution to organisations and providing commentary on the relevant performance of investment funds.

 

RESOLVED – (1) That the contents of the report be noted.

 

(2) That the Area Committee reaffirms its previous decision to allocate £50,000 from the Trust to support voluntary groups for children and young people, young carers, addressing loneliness amongst children and young people, and supporting sports groups for people of all ages.

 

(3) That with regard to the investment policy, the Area Committee reaffirms that the dividends paid in the investment fund be re-invested in the fund two or three times a year, as appropriate.

 

(4) That the possibility of someone working on the Trust’s behalf in a community capacity / community development role, on a part time basis, be investigated, to be funded by the Trust and that authority be delegated to the Brookfield Park Shiers Family Trust sub-group to consider this further.

 

(5) That any possible linkages between the Trust and the Stockport Local Fund be explored, particularly with regard to advertising and publicity, email circulation lists and workshops/roadshows.
