A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding.

 

The Chair advised that parking problems on Vaudrey Drive and Madison Avenue, Cheadle Hulme were being examined as a matter of urgency by Traffic Officers.

The Area Committee was advised that a coffee morning in support of Macmillan Cancer Support was being held at Abney Court, Cheadle on 29 September 2018 and a community litter pick was being held in Heald Green on 6 October 2018, commencing at 10.00am at Café Unity on Finney Lane.

Paul Clarke (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

  • The need to keep a check on litter in the vicinity of Cheadle College following the commencement of the new college term was highlighted.
  • Incidents of fly tipping in the Cheadle and Gatley Ward were reported.
  • A faulty street light on Wilmslow Road, Cheadle needed reporting.

Adrian Fisher (Head of Planning Strategy, Cheshire East Council) attended the meeting and made a presentation providing an overview of the consultation process on the proposed Handforth Garden Village Supplementary Planning Document (SPD) including the site allocation, the proposed form of the SPD along with an overview of the master plan concept for the site.

 

The following comments were made/issues raised:-

 

  • How much emphasis Cheshire East Council was putting on the provision of public transport in the area was raised. The provision of public transport had to been seen in the context of the current congestion of traffic on the A34, and in particular at the junction of the A34/Gatley Road/Wilmslow Road. The impact of traffic flows resulting from a development of this size on the A34 would be significant.
  • The scale of the development was at the margin of what was required to constitute a garden village and concern was expressed that it would fail to generate the level of usage of public transport required to facilitate the provision of, for example, new bus services.
  • Discussions were ongoing with Officers about appropriate transportation mitigation measures for the A34, prior to the submission of the planning application. Members requested clarity on the highways mitigation measures that would be introduced on A34 as a result of this development in the light of the fact that the majority of the traffic from the site would travel into and through the Stockport area.
  • The increased transport would exacerbate the air quality problems along the A34 corridor.
  • It was stated that Cheshire East Council was seeking to apply a policy that 30% of the units on the site would be affordable.

To consider a report of the Corporate Director for Place Management and Regeneration

 

The report sets out the findings of a consultation exercise and seeks approval for the implementation of highway/footpath proposals and the associated Traffic Regulation Orders for schemes at:-

 

·         .A560 Stockport Road/M60 Junction 2 ‘Roscoes’ Roundabout;

·         A560 Stockport Road (Roscoes Roundabout to Edgeley Road);

·         Abney Hall Park Path and Path Links to Manchester Road;

·         A560 Stockport Road/High Street/Manchester Road Junction.

 

The Area Committee is requested to recommend the Cabinet Member for Communities and Housing to approve the measures contained within the report/developed drawings contained in Appendix E and the legal advertising of the following Traffic Regulation Orders and the sections of footpath with permissive cycling rights to be dedicated, subject to no objections being received within twenty one days from the advertisement date the Orders and dedication of footpaths with permissive cycling rights contained in Appendix I can be made.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) setting out the findings of a consultation exercise and seeking approval to the implementation of highway footpath proposals and the associated Traffic Regulation Orders for schemes at the:-

 

  • A560 Stockport Road/M60 Junction 2 ‘Roscoe’s’ Roundabout;
  • A560 Stockport Road (‘Roscoe’s Roundabout to Edgeley Road).
  • Abney Hall Park Path and Path Links to Manchester Road;
  • A560 Stockport Road/High Street/Manchester Road Junction.

 

It was reported that the Council had been granted funding from the Department for Transport to provide a package of measures on the A560 corridor to provide congestion relief, enhance access to employment, improve bus reliability, safety and facilitate active travel.

 

The following comments were made/issues raised:-

 

  • The set of proposals were very ambitious and difficult for members of the public to visualise in their entirety. 
  • With regard to those proposals that affected Abney Hall Park, it was important that all the information relating to the ecological survey, quality of the landscape, trees and wetland was made available to members of the public on the Council’s website and in local libraries.
  • The improvements to the access and landscape quality within Abney Hall Park were welcomed.
  • With regard to Scheme 2 (Roscoe’s Roundabout to Edgeley Road), the traffic modelling did not take account of motorists turning right into Tesco Express as they travelled along Edgeley Road from the direction of Roscoe’s roundabout. This caused delays in the right hand lane of the traffic on the road.

 

RESOLVED – (1) That the Cabinet Member for Communities and Housing be recommended to approve the measures contained within the report/developed drawings contained in Appendix E and the statutory legal advertising of the Traffic Regulation Orders contained in Appendix 1 and the sections of footpath with permissive cycling rights to be dedicated and subject to no objections being received within twenty one days from the advertisement date, the Orders and dedication of footpaths with permissive cycling rights contained in Appendix 1 be made.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to provide Members of the Area Committee with the final details of the proposals that affect Abney Hall Park relating to the ecological survey, quality of the landscape, trees and wetland and that this also be placed on the Council’s website and in local libraries.

To consider a report of the Corporate Director for Place Management and Regeneration

 

 The report sets out the findings of the feasibility study to investigate proposals to install traffic calming features in the form of ‘give way’ priority chicanes to slow down traffic along Highgrove Road, Gatley, which runs in a north west/south east direction between A560 Gatley Road and Broadway.

 

The Area Committee is requested to approve that half the scheme be funded from the Area Committee’s Delegated Budget (Cheadle and Gatley Ward allocation) and recommends that the Cabinet Member (Communities and Housing) approves funds for half of the scheme to be funded from the Highways and Transportation Capital Programme.

RESOLVED – That approval be given to half of the traffic calming scheme for Highgrove Road, Cheadle being funded from the Area Committee’s Delegated Budget (Cheadle and Gatley Ward allocation) at an approximate cost of £14,250 and the Cabinet Member for Communities and Housing be requested to fund the other half of the scheme from the Highways and Transportation Capital Programme.

Councillor Meller reported on fly tipping in Abney Hall Park, Cheadle and it was confirmed that there had been three incidents in the last couple of weeks which had been reported and the rubbish would be removed.
