The Chair advised the meeting that a briefing for all Councillors on the issue of Traveller Incursions would be held in September and would discuss the courses of action open to the Council.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Paul Clarke (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

  • A Councillor reiterated his previous request for a schedule to be compiled of footpaths where the vegetation regularly became overgrown and needed attending to each year.
  • The surface of the public right of way between Neal Avenue and The Avenue, Heald Green needed looking at.
  • Rubbish had been deposited behind the bus shelter on Ladybridge Road near to Twining Brook Road, Cheadle Hulme and on the track from Ladybridge Road to Tenement Lane.

 

RESOLVED – That Paul Clarke be thanked for his attendance.

A representative of the Gatley Village Partnership attended the meeting to present an application for Ward Flexibility Funding towards the cost of improving the footpath access to Gatley War Memorial and the installation of a commemorative metal bench in the area.

 

RESOLVED – (1) That approval be given to the Ward Flexibility Funding application from Gatley Village Partnership for £1,000 towards improving the cost of improving the footpath access to Gatley War Memorial and the installation of a commemorative bench, to be funded from the Cheadle and Gatley Ward allocation.

 

(2) That the Ward Councillors advise the Democratic Services Manager when the appropriate time would be for the funding to be released.

The report sets out the results of an investigation into traffic issues in the vicinity of the Gatley Road/Wensley Road junction, as it has been reported that on occasions parked vehicles are said to be causing an obstruction, together with reduced highway visibility, creating a hazard.

 

The Area Committee is requested to recommend the Cabinet Member for Communities and Housing to approve the statutory legal advertising of the Traffic Regulation Order detailed in the report and, subject to no objections being received within twenty one days from the advertisement date, the Order can be made.

RESOLVED – That the Cabinet Member for Communities and Housing be recommended to approve the statutory legal advertising of the following Traffic Regulation Order, at an approximate cost of £860 to be funded from the Cabinett Member’s budget, and, subject to no objections being received within the statutory period from the advertisement date, the Order be made:-

Roadworks in Cheadle Hulme

(NOTE: The Chair was of the opinion that this item, although not included on the agenda for the meeting, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 as the planned roadworks in Cheadle Hulme had  either started or were about to start).

 

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor Paul Porgess.

 

Councillor Porgess reported on the planned roadworks in Cheadle Hulme and in particular on Ladybridge Road and Cheadle Road. The scheme on Ladybridge Road (toucan crossing linking both sides of the Ladybrook Valley) had started on site on 6 August 2018 and was scheduled to take eight weeks to complete. There would be the need to have temporary two way signals when the Council was removing the existing refuge and installing a new bridge parapet. At other times it was envisaged that work could be undertaken safely whilst accommodating two way traffic.

 

The other scheme was on Cheadle Road, Cheadle Hulme outside Cheadle College. A Section 278 Agreement was required associated with the development of the new nursery, primary and secondary school. The Council was currently waiting for the Section 278 Agreement to be signed by the developer which would trigger payment for the scheme. It was hoped that the agreement would be signed in time for the school summer holidays, but this had not been the case. Until this had been signed and the Council had received the funding then the works could not be started.

 

The construction programme for the works was for thirty three works which would include times when utility company plant was being diverted. During this time congestion was expected as the Council had to install temporary traffic signals to enable the works to be constructed safely.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to provide to the Area Committee a detailed timetable for the works on Cheadle Road, Cheadle Hulme.
