4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Minutes:

A public question was submitted regarding the condition of the former  Adswood  Public House on Adswood Lane West which had fallen into disrepair, was untidy and a visual eyesore. The questioner enquired whether there were any proposals for this site.

 

The Chair advised that there were currently no planning applications for this site. The questioner was advised to put his comments about the condition of the site in writing to the Planning Enforcement team who would investigate the matter.

 

4.(iii)

Public Realm

The Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Minutes:

Tom Hayes, Service Manager from United Utilities, attended the meeting, primarily with regard to a recent road collapse at Reservoir Road, Edgeley. He apologised for the action taken by a member of his staff who had failed to carry out a full investigation into the matter and who had incorrectly assessed that it was not caused by a water leak. This issue had been addressed with the member of staff concerned.

 

Johanna Smith, Public Realm Manager from the Council, attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service and Public Protection Enforcement Officers in the Central Stockport area (copies of which had been circulated).

 

The Area Committee was introduced to the new Public Realm Inspector for the Brinnington and Central Ward, Karen Barnes.

 

The following comments were made/issues raised:-

 

  • A Member enquired what the timescale was for the work to be undertaken under the Community Payback scheme to clear the undergrowth and japanese knotweed in the vicinity of Thomson Street, Stockport.
  • Concern was expressed about fly tipping on Nursery Lane, Cheadle Heath.

 

RESOLVED – (1) That  Tom Hayes from United Utilities and Johanna Smith and Karen Barnes from the Council's Public Realm Service be thanked for their attendance.

 

(2) That the Public Realm Officers be thanked for their work.

Petitions

To receive petitions from members of the public and community groups.

Minutes:

Councillor Chris Murphy presented a petition containing sixteen signatures requesting a Residents Parking Permit Scheme at Love Lane, Heaton Norris.

 

RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration for investigation.

 

4.(v)

Open Forum - Greater Manchester Spatial Framework pdf icon PDF 66 KB

Local residents are being invited to attend their local Area Committees and to learn more about the Greater Manchester Spatial Framework (GMSF) proposals.

 

The GMSF plan seeks to build 19,000 homes in the next two decades across Stockport, as well as bring new jobs and new infrastructure (such as transport links, utility networks, schools and health provision) required to achieve this.

 

 

Minutes:

Emma Curle, Chief Planning Officer, and Richard Wood, Technical Policy and Planning Manager, attended the meeting and made a presentation in respect of the consultation being undertaken by the Greater Manchester Combined Authority on the Greater Manchester Spatial Framework.

 

The Greater Manchester Spatial Framework was a joint development plan document which was being prepared by the ten local authorities in Greater Manchester. It would be a strategic plan which ensured that Greater Manchester protected and enhanced the current infrastructure and had the right land in the right places to deliver the homes and jobs needed up to 2035, along with identifying the new infrastructure required to achieve this. It aimed to ensure that Greater Manchester became as well known for the quality of its environment as for its economic success.

 

If adopted the plan would be the overarching development plan within which Greater Manchester’s ten local planning authorities could identify more detailed sites for jobs and homes in their own area. As such the Greater Manchester Spatial Framework would not cover everything that a Local Plan would cover and individual districts would continue to produce their own Local Plans.

 

The following comments were made/issues raised:-

 

  • The Greater Manchester Spatial Framework would only be recommended for adoption if it was supported by all ten local authorities in Greater Manchester.
  • For the purposes of the proposed allocation of housing within the borough, no detailed work on the infrastructure necessary had been carried out at this stage.
  • It was clarified by Officers that the framework was looking at forming sustainable communities rather than extending suburban areas.
  • The type and density of accommodation would be assessed at a subsequent stage of the process.

4.(vi)

Open Forum - Young People and Off Road Biking

Representatives from Savy will attend the meeting in connection with an initiative which is seeking to tackle anti-social behaviour and motorcycle nuisance around the Brinnington, Reddish and Edgeley and Cheadle Heath areas.

Minutes:

Vicky Bloomfield (Manager) and Kenny Stenton (Youth Work Co-ordinator) from Stockport Action for Voluntary Youth (SAVY) attended the meeting to discuss their on-going youth work in the  Brinnington, Reddish Vale, Edgeley and Cheadle Heath areas, and in particular an initiative to deliver safe motorcross training. Referrals to the motorcross project would be open to all young people in the Central Stockport area who were engaging in illegal/anti-social use of motorbikes.

 

The following comments were made/issues raised:-

 ·       

·         The aim of the motorcross project was to offer a diversionary activity for young people to divert them way from bike related anti-social behaviour and associated criminal behaviour, and teach them how to ride motorcross in a safe and supported  environment. Young people would be taught how to ride, repair and maintain motorcycles, and education would be delivered to the young people in a classroom environment of the consequences of illegal riding and the effect and impact it could have on local communities. Young people would also be taught mechanical skills to safely service, maintain and repair motorbikes,

·         A number of young people were not wearing helmets and endangering their safety.

·         A Member enquired whether it would be possible for SAVY to engage with the parents of the children who caused the anti-social behaviour.

·         Any permanent site for motorcross would have to be in a location where residents were unaffected by it.

 

RESOLVED – (1) That Vicky Bloomfield and  Kenny Stenton be thanked for their attendance.

 

(2) That the Chair of the Children and Young People Scrutiny Committee be requested to invite Stockport Action for Voluntary Youth to attend a future meeting of the Scrutiny Committee to outline their work.

The report seeks the area Committee’s views on poling arrangements within the Central Stockport area for the Greater Manchester mayoral elections on 4 May 2017.

 

The Area Committee’s views are sought on the proposed amendment to the Council’s polling arrangements of the Greater Manchester Mayoral Election on 4 May 2017.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) seeking the Area Committee's views on the polling arrangements within the Brinnington and Central Ward for the Greater Manchester Mayoral Elections on 4 May 2017.

 

Lancashire Hill Community Centre on Penny Lane, Stockport had now been closed due to flood damage. It was proposed to permanently relocate the polling station for Polling District RH in the Brinnington and Central Ward to the Learners Lounge, Stonemill Terrace, Stockport. This had been temporarily used for the Local Elections in May 2016 and had proved to be a satisfactory alternative. The Learners Lounge was in a good central location and easily accessible.

 

RESOLVED – (1) That the Council Meeting be recommended to alter the polling place for Polling District RH in the Brinnington and Central Ward from Lancashire Hill Community Centre, Penny Lane, Stockport to the Learners Lounge, Stonemilll Terrace, Stockport.

 

(2) That, subject to (1) above, the Deputy Chief Executive be requested to advise residents of the change of polling place for Polling District RH and provide appropriate signage at the Lancashire Hill Community Centre on the day of the Greater Manchester Mayoral Elections on 4 May 2017 advising members of the public of the change of polling place.

Proposal to Fence Bowling Greens at Alexandra Park and Heaton Norris Park pdf icon PDF 50 KB

The report sets out a proposal to fence the bowling greens at Alexandra Park and Heaton Norris Park in order to protect them from misuse and ensure they remain recreational facilities at these key greenspaces.

 

The Area Committee is recommended to approve the revised fencing proposals for enclosing the bowling greens at Alexandra Park and Heaton Norris Park.

9.

The report details commuted sums received by the Council from housing developers toward the cost of play provision. The Area Committee’s approval is sought for the allocation of these sums.

 

The report also sets out the criteria that must be used in allocating sums for play provision.

 

The Area Committee is requested to approve the allocation of the commuted sums for play provision detailed in the report.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) requesting the Area Committee to consider the use of commuted sums for play provision in the Central Stockport area and approve the location of the play areas where these sums are to be spent.

 

RESOLVED – That the following allocation of commuted sums for play provision in the Central Stockport area be approved:-

 

·         the use of £9,029.72 from development no. 1209 (DC061622, Bulkeley Street) to Shaw Heath Park.

·         the use of £10,038.60 from development no. 1250 (DC061220, vacant land on corner of Turncroft Lane and Edwin Street) to Woodbank Park.

·         the use of £1,003.92 from development no. 1230 (DC060396, 1 Maple Close, Heaviley) to Great Moor Park.

The report seeks the comments of the Area Committee regarding the introduction of Traffic Regulation Orders required to implement a cycle link between the Town

The Area Committee is requested to recommend that the Executive Councillor (Communities and Housing) approves the statutory advertising of the Traffic Regulation Orders set out in Appendix B of the report and, subject to no objections being received within twenty one days from the advertisement date, the Orders can be made.

The report informs members of the proposal to improve pedestrian and cycle facilities by introducing a ‘TOUCAN’ signalised crossing on Higher Hillgate and shared-use paths on Daisy Street and part of Higher Hillgate. In addition, the report contains a proposal to prohibit the right turn movement from Harrison Street to Higher Hillgate.

 

The Area Committee is requested to recommend the Executive Councillor (Communities and Housing) to approve the legal advertising of the Moving Traffic Regulation Orders and Traffic Regulation Orders contained within the schedules in the report and, subject to no objections being received within the statutory period, the Order can be made.
