Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 17 March 2016 were approved as a correct record and signed by the Chair.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Area Committee.

The Chair reported that on 18 April 2016, the Head of Property and Estate Management, in consultation with himself, had declined a request from a film company to use the former Booth Street depot site, Edgeley for filming purposes.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Minutes:

Jacky Budd (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service and Public Protection Enforcement Officers in the Central Stockport area (copies of which had been circulated).

 

 The following comments were made/issues raised:-

 

·         Why there had been a general increase in the number of incidents of fly tipping in the Central Stockport area.

·         The Edgeley and Cheadle Heath Ward Councillors reiterated their request for a breakdown of the areas of their Ward where there had been incidents of fly tipping.

 

RESOLVED – (1)That Jacky Budd be thanked for her attendance.

 

(2) That the Edgeley and Cheadle Heath Ward Councillors be provided with details of the areas in their Ward where there had been fly tipping.

The report considers a proposal to repair the footway on Cheltenham Road, Cheadle Heath.

 

The Area Committee is requested to approve the scheme and authorise the Corporate Director for Place Management and Regeneration to order the work.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) regarding a proposal to repair the footway on Cheltenham Road, Cheadle Heath.

 

RESOLVED – That approval be given to the proposal to repair a section of the footway between numbers 81 to 97 Cheltenham Road, Cheadle Heath, by the removal of 30mm depth of surfacing and apply a new surface course at an approximate cost of £1,950 to be funded from the Area Committee’s Delegated Budget (Edgeley and Cheadle Heath Ward allocation).

The report sets out the findings of a consultation exercise and seeks approval to the amendment to the existing Traffic Regulation Order at Percy Street, Stockport.

 

The Area Committee is requested to approve the statutory legal advertising of a Traffic Regulation Order and, subject to no objections being received within the statutory period, the Order can be made.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out the findings of a consultation exercise and seeking approval to the amendment to the existing Traffic Regulation Order at Percy Street, Stockport

 

RESOLVED – (1) The Area Committee was minded to approve the following Traffic Regulation Order on Percy Street, Stockport, as set out below, at an approximate cost of £800 to be funded from the Strategic Budget:-

 

Revoke Existing Traffic Regulation Order

 

Percy Street, Stockport - Pay and Display Monday – Saturday 8.00am – 6.00pm (maximum 3 hours)

 

North western side – from a point 10.5 metres east of the intersection of its kerb line of Tiviot Dale heading in a north easterly direction to a point 38.5 metres north east from the intersection of its kerb line of Tiviot Dale, a total distance of 28 metres.

 

Proposed Traffic Regulation Order – Schedule

 

Percy Street, Stockport  - No Waiting at Any Time

 

North side - from the intersection of its kerb line of Tiviot Dale to a point 10.5 metres in an easterly direction.

 

Western side – from a point 28 metres north east from the intersection of its kerb line of Tiviot Dale to its northern extent, then in an easterly direction around the turning head to the eastern kerb line.

 

South eastern side – from the intersection of its kerb line of Tiviot Dale in a north easterly direction to its northern extent.

The report outlines a request to graze horses on land off Rostrevor Road, Adswood and provides responses to queries raised by Members of the Committee at a previous meeting.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) outlining a request to graze horses on land off Rostrevor Road, Adswood and providing a response to queries raised by Members of the Area Committee at a previous meeting.

 

At the meeting of the Area Committee held on 1 October 2015, Members had agreed that the report be deferred for further information regarding the proposed length of the lease, the number of horses which the proposed grazing licence is for, where the owner of the horses would be living and the horses kept, how horses would be prevented from going into gardens which back onto the land and how this would be enforced.

 

Members of the Area Committee reiterated their concerns and in addition expressed concerns about the condition of the land and its maintenance, and requested that the animal welfare issues be investigated.

 

RESOLVED – That the report be deferred and an Officer be requested to attend the next meeting of the Area Committee on 9 June 2016 to respond to Members’ concerns.

This report sets out the changes to the layout of the former Booth Street Depot in connection with the Council’s Town Centre Access Plan.

(NOTE: The Chair was of the opinion that this item, although not included on the agenda for the meeting, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 to prevent undue delay in the consideration of the matter).

 

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copes of which had been circulated) regarding the implementation of changes to the layout of the former Booth Street Deport in connection with the Council’s Town Centre Access Plan (TCAP).

 

As part of the TCAP there were proposed to be a series of improvements relating to the position of the access point to the site which would move in a westerly direction further from the junction of Booth Street and Mercian Way. In addition it was proposed to reconfigure the footway to remove the ‘dog leg’ thereby straightening its direction to the junction with Booth Street. There was also intended to be an additional section of footway which would connect to a new Toucan crossing at the end of Booth Street.

 

As a result of changes to the footpath route and the additional section linking with the Toucan crossing a small part of the depot site would effectively be lost and changed into a landscaped area.

 

RESOLVED – That the Deputy Chief Executive be advised that the Area Committee supports the proposals.

16.

Newbridge Lane Car Park, Stockport

NOTE: The Chair was of the opinion that this item, although not included on the agenda for the meeting, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 to prevent undue delay in the consideration of the matter).

 

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor Chris Murphy.

 

Councillor Murphy reported that Newbridge Lane car park was increasingly becoming dangerous during the evening time when clubs arranged to race cars in close proximity to children. Councillor Murphy requested that the Council examine whether it would be feasible to close the car park in the evening, say from 7.00pm. He had been in contacted with the proprietors of the Arden Arms public house who had expressed concern if the car park was locked in the evening as some of their customers parked there.

 

The Council also had to consider whether closing the car park in the evening would affect its desire to attract people to come to the town centre in the evening.

 

RESOLVED – That consultation take place in the local area and with local residents regarding a proposal to close Newbridge Lane car park from 7.00pm in the evening.
