Neighbourhood Policing

Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team.

Sergeant Philip Lowe and PC Steve Watson attended the meeting to report on neighbourhood policing issues within the Central Stockport area. They also reported on recent crime committed in the Central Stockport area.

 

The following comments were made/issues raised:-

 

  • Councillors would be advised when the date for the Emergency Services Day was finalised.
  • There had been a reduction in the number of incidents involving off road bikes. Residents should report incidents involving off road bikes via the Greater Manchester Police website, the live web chat, the 101 telephone line or at the front desk at Cheadle Heath Police Station.

 

RESOLVED – That Sergeant Philip Lowe and PC Steve Watson be thanked for their attendance and the work that they carried out in the Central Stockport area.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Public Realm

The Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Mark Calderbank, Public Realm Inspector, attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee.

 

The following comments were made/issues raised:-

 

  • The community payback team were continuing to attend Green Street car park to finish off the clean up and removal of vegetation, and the work should be completed in about a month’s time.
  • The Council had agreed to fund and install an initial five permanent dog fouling signs per ward at no additional cost to the ward. The location would be decided by the Ward Councillors in consultation with the Public Realm Inspector. If the pilot proved to be effective there would be a further roll-out in the future.
  • The large wooden hoardings which had blown down and blocked the public footway on Kent Road, Cheadle Heath had now been replaced by the landowners on both sides of the road.
  • The reduction in waste presented incorrectly had been significantly reduced in the Central Stockport area in the last reporting period.

 

RESOLVED – That Mark Calderbank be thanked for his attendance and the work he carried out in the Central Stockport area.

The report seek comments regarding the proposed Moving and Waiting / Loading Traffic Regulation Orders associated with the Astley Street /Chestergate highways and bridge project which will link Heaton Lane/Astley Street with Chestergate and the Stockport Interchange development in Stockport Town Centre.

 

The Area Committee is requested to recommend that the Cabinet Member for Communities and Housing approve the statutory legal advertising of the Traffic Regulation Order detailed in the report and, subject to no objections being received within the statutory period, the Order can be made.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) seeking the comments of the Area Committee regarding the introduction of Moving and Waiting/Loading Traffic Regulation Orders associated with the Astley Street/Chestergate highways and bridge project which would link Heaton Lane/Astley Street with Chestergate and the Stockport Interchange development in Stockport Town Centre.

 

Concern was expressed about the number of signs in the town centre area which had been left by contractors and needed to be cleared away.

 

RESOLVED – That the Cabinet Member for Communities and Housing be recommended to approve the statutory legal advertising of the Traffic Regulation Order on Astley Street/ Chestergate, Stockport, as detailed in the report, to be met by funding received for the Stockport Interchange project, and, subject to no objections being received within twenty one days from the advertisement date, the Order be made.

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out the results of an investigation into the difficulties caused by parked vehicles in the vicinity of Vine Grove and Mile End Lane, Stockport.

 

 RESOLVEDE – (1) The Area Committee was minded to approve the following No Waiting at Any Time Traffic Regulation Order on Vine Grove and Mile End Lane, Stockport, at an approximate cost of £640 to be funded from the Area Committee’s Delegated Budget (Manor Ward allocation):-

Both sides from the north westerly kerbline of Mile End Lane for a distance of

10 metres in a north westerly direction.

 

Mile End Lane

 

North West side from a point 10 metres south west of the south westerly kerbline of Vine Grove to a point 10 metres north east of the north easterly kerbline of Vine Grove.

 

(2) That approval be given to the statutory legal advertising of the Traffic Regulation Order and, subject to no objections being received within twenty one days from the advertisement date, the Order be made.

The report sets out an event application to run a series of eight events on Saturdays between 4.00pm and 7.00pm during May (18th and 25th), June (1st, 8th, 16th, 22nd and 29th) and July (6th). Each event will involve one band playing on the bandstand, one food vendor and a face painter.

Retiring Councillors

The Chair advised that this would be the last meeting of the Area Committee that Councillors Richard Coaton, Patrick McAuley and Chris Murphy would be attending as they were not seeking re-election in the forthcoming local elections.

 

RESOLVED – That the retiring councillors be thanked for their services to the Council and this Area Committee, and offered Members best wishes for the future.
