Community Heroes

The Chair will present certificates to recognise local people who have been nominated by members of the public for their contributions to the community.

The Chair announced that the Council had recently launched a rolling programme of ‘Community Hero’ civic awards to celebrate the achievements of those residents who ‘went the extra mile’ but often went unrecognised.

 

It was reported that there were four recipients of a ‘Community Hero’ award within the second tranche of awards from the Central Stockport area who would be duly recognised at the meeting:-

 

·         Shane Lee had been nominated by Tony Nelson as a community hero in the ‘Sport and Exercise’ category.

 

·         Sandra Henderson had been nominated by Pam Robinson as a community hero in the ‘Volunteering’ category.

 

·         Steve Cliffe had been nominated by Councillor Philip Harding as a community hero in the ‘Promoting Stockport’ category.

 

·         Ann and Peter Rodger (Rev 20 charity shop, 22 St Petersgate) had been nominated by Marian McCall as a community hero in the ‘Borough Heroes’ category.

 

 

The Chair presented an award in the form of a framed certificate signed by the Mayor to each winner along with along with a pass to attend Stockport’s museums and cultural attractions, as a token of appreciation.

Two public questions were submitted.by a member of the public who was not present at the meeting. A representative of the Democratic Services Manager advised that, in accordance with the Code of Practice, written responses would be provided to the questioner.

4.(iv)

Anti-Social Behaviour - Kingsland Road, Cheadle Heath

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor Philip Harding.

 

Councillor Harding reported on various anti-social behaviour problems around Kingsland Road, Cheadle Heath and Officers from Greater Manchester Police reported on the multi-agency partnership working which had taken place in the area to try and combat the problems, including the issue of dispersal orders.

 

Hotspots had been identified under Operation Barometer for CCTV to be installed which had helped in identifying the perpetrators.  It was acknowledged that a lot of work was being carried out by the police, but local residents were unaware of this work. Ward Councillors wished to disseminate this information and had arranged a local community meeting to this effect. In addition, the Police were intending to start producing a newsletter and put more messages on social media.

 

RESOLVED – That the Officers from Greater Manchester Police be thanked for their attendance.

4.(v)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Mark Calderbank, Public Realm Inspector, attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service and Public Protection Enforcement Officers in the Central Stockport area (copies of which had been circulated).

 

The following comments were made/issues raised:-

 

·         Members asked for the Engineers/Transport Officer Update to be completed as it had been omitted from the report.

·         The litter problems on Daresbury Close, Stockport needed investigating.

·         There were continued problems of waste being presented incorrectly in the Edgeley and Cheadle Heath Ward and it was suggested that community protection notices should be issued to persistent offenders. The targeted work which had taken place in the area around Farr Street and Freemantle Street, Edgeley to contact the landlords of the properties to try and encourage their tenants to reduce the amount of waste presented incorrectly in the area had been successful.

·         Reference was made to the Council’s environmental campaign (launched by Keep Britain Tidy) which had been designed to achieve a level of behaviour change, with a borough wide communication campaign to promote positive behaviours and more focused and localised campaigns.

 

RESOLVED – That Mark Calderbank be thanked for his attendance.

Gradwell Street, Edgeley – Residential Parking Scheme

 

To report the receipt of a petition from thirty residents of Gradwell Street, Edgeley requesting that the Council investigates the need for a Residential Parking Scheme on the road.

A representative of the Corporate Director for Place Management and Regeneration submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcement activity within the area represented by the Central Stockport Area Committee. In addition, he reported that:-

 

·         the enforcement appeal against a tree replant notice served due to the felling of a copper beech tree situated in the Cale Green Conservation Area at 33 Heath Road, Davenport had been dismissed, with a requirement to carry out a re-plant within the next planting season. Members asked for information as to when the enforcement appeal had been submitted to the Planning Inspectorate.

·         the enforcement notice served for untidy land at 287 Wellington Road South, Heaviley was progressing. Members asked for details of the timescales setting out the progress of the enforcement notice.

·         the breach of condition notice served for a failure to comply with a condition of the planning permission by not completing the rebuilding of of the gable wall on land at Mac Court, St Thomas Place was now subject to an appeal. Confirmation was awaited from the Planning Inspectorate as to whether the appeal submitted was valid and the formal start date of the appeal.

 

RESOLVED – That the report be noted.

 

7.

Section 215 Notice, Town and Country Planning Act 1990 - Stockport Viaduct

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor Philip Harding.

 

Councillor Harding reported on the condition of Stockport Viaduct, a Grade II Listed and iconic structure, and, in particular, the visual appearance of the structure resulting from the staining of the limestone by rainfall and the graffiti which was on it. He requested that the Council take any action necessary to remedy the situation including serving a notice on Network Rail to repair its inadequate drainage system structure within the next year in order to prevent the discolouration of the viaduct, as previous requests for Network Rail to undertake this had been unsuccessful. The Council had a number of regeneration projects, either completed or in progress, in the town centre and it was unhelpful to its future plans for the viaduct to have a poor visual appearance.

 

RESOLVED – (1) That the Corporate Director for Place Management and Regeneration be recommended take any action necessary to improve the appearance of Stockport Viaduct, including the serving of a notice under Section 215 of the Town and Country Planning Act 1990 requesting Network Rail to repair its inadequate drainage system at the viaduct within the next year in order to prevent the discolouration of the viaduct.

 

(2) That a representative of Network Rail be requested to attend a future meeting of the Area Committee in connection with the issues detailed above.

To consider a presentation from a representative of the Corporate Director for Place Management and Regeneration and the consultants CBRE on Town Centre Living – an examination of the type and design of accommodation that would be considered appropriate in the town centre, and the necessary infrastructure to support that development.

 

The presentation was previously made to the Scrutiny Review Panel – Town Centre Living held on 6 December 2017.

A representative of the Corporate Director for Place Management and Regeneration submitted a presentation (copies of which had been circulated) on Town Centre Living and with particular regard to an examination of the type and design of accommodation that would be considered appropriate in the town centre, and the necessary infrastructure to support that development.

 

The presentation was made by Alistair Chapman from CBRE consultants.

 

The following comments were made/ issues raised:-

 

·         concern was expressed over the amount of high density housing proposed and the problems in providing the right amount of open space and good quality play areas required.

·         the Council had very little control over prior notification planning applications and this was problematic.

·         there would be a problem of providing adequate schools for the children of the increased number of people who would be living in the town centre.

·         the town centre also had to be improved for the residents who already lived there.

 

RESOLVED – That Alistair Chapman be thanked for his attendance and presentation.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out an objection received to the proposed Prohibition of Waiting Traffic Regulation Order on Lowndes Lane and Bampton Close, Offerton.

 

Following the objection received with regard to the proposal, Traffic Services had discussed a way forward with the Ward Spokespersons who had requested an amendment to the proposal to accommodate the needs of residents with regard to on street parking whilst maintaining a degree of visibility for motorists at the cul de sac junction.

 

RESOLVED – That the proposed Traffic Regulation Order at Lowndes Lane and Bampton Close, Offerton be implemented as out below and in accordance with the plan attached to the report, drawing number NM8/4984/02 Rev A:-

The report sets out progress on proposals to expand the Car Club and MoBike bike share schemes in Stockport Town Centre.

 

The Area Committee is recommended to:-

 

·         note the report and endorse the ongoing work to improve sustainable and active travel options in Stockport Town Centre.

·         agree that a further report is presented to the Area Committee later in the year to update on progress with both schemes.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) regarding progress on a number of Council initiatives designed to reduce congestion in Stockport Town Centre and encourage more active and sustainable travel, including the MoBike bike share scheme and expansion of the Car Club.

 

At the meeting held on 3 October 2017 the Cabinet had considered a report  entitled ‘Walking and Cycling Update’ and had resolved that Officers be authorised to further investigate, in partnership with MoBike, the feasibility of extending the Manchester/Salford Pilot scheme into Stockport, and that authority be delegated to the Corporate Director for Place Management and Regeneration, in consultation with the Cabinet Members for Communities & Housing, and Economy & Regeneration, to enter into a Memorandum of Understanding with MoBike should the expansion be found to be feasible

 

The following comments were made/issues raised:-

 

·         The Council had pro-actively engaged with the operators of the MoBike bike share scheme from the outset as it had no control over the operation of MoBikes as they were unregulated. Concern was expressed by Members that the MoBike bike share scheme, and other such similar schemes, were unregulated by the Government.

·         A request was made for the report to the Area Committee later in the year to include a greater analysis of how the MoBike scheme had operated in Manchester and Salford, and how the Council had learnt, and was learning, from those experiences.

·         The report to the Area Committee later in the year should also include reference to the operation of the free bus in Stockport town centre.

·         A Member requested the current usage statistics for the Car Club.

·         An analysis of how the Car Club had helped to reduce congestion was important.

·         Key objectives of both schemes were to make them both inclusive and accessible to people.

 

RESOLVED – (1) That the report and the ongoing work to improve sustainable and active travel options in Stockport Town Centre be noted.

 

(2) That a further report be submitted to a meeting of the Area Committee later in the year to update on progress with both schemes.

The report sets out a request from Stockport County Supporters Co-operative to hold its annual half-marathon on 2 September 2018 with a circular route being run from and back to Stockport County Football Club along the Trans Pennine Trail between Woolpack Bridge through Mersey Vale and on into Manchester.

 

The Area Committee is recommended to grant planning permission, subject to the organiser obtaining appropriate papers, event plans, health and safety documentation, licences and/or insurances.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) setting out a request from Stockport County Supporters Co-operative to hold its annual half-marathon on 2 September 2018 with a circular route being run from and back to Stockport County Football Club along the Trans Pennine Trail between Woolpack Bridge through Mersey Vale and on into Manchester.

 

The application had been approved by the Heatons and Reddish Area Committee at its meeting held on 29 January 2018.

 

RESOLVED – That approval be given to the request from Stockport County Supporters Co-operative to hold its annual half-marathon on 2 September 2018 with a circular route being run from and back to Stockport County Football Club along the Trans Pennine Trail between Woolpack Bridge through Mersey Vale and on into Manchester, subject to the organiser obtaining appropriate papers, event plans, health and safety documentation, licences and/or insurances.

The report sets out an application from the Alzheimer's Society to hold its Stockport Memory Sponsored Walk on 2 September 2018 at Woodbank Memorial Park and Vernon Park.

 

The Area Committee is recommended to approve the application, subject to all appropriate paperwork and licences being obtained and submitted to the Council at least one week prior to the event taking place and this being confirmed to the Ward Councillors.

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor Philip Harding.

 

Councillor Harding reported that he had received a request from the Stockport County Supporters’ Association to re-name the new road which was part of the housing development off Booth Street, Edgeley, Bergara Way, in memory of the late Danny Bergara who was manager of Stockport County Football Club between 1989-1995.

 

RESOLVED  – That the Corporate Director for Place Management and Regeneration be recommended to rename the new road which is part of the housing development off Booth Street, Edgeley, Bergara Way.
