Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Karen Barnes, Public Realm Inspector attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Central Stockport Area Committee. A written summary was also provided of the work carried out by the Public Realm Service and Public Protection Enforcement Officers in the Central Stockport area (copies of which had been circulated).

 

RESOLVED – That Karen Barnes be thanked for her attendance.

Two petitions were submitted.

 

The first petition related to a request for the introduction of a Residents Parking Scheme outside 53 to 63 Stockport Road, Cheadle Heath.

 

The second petition related to a request for the introduction of a Residents Parking Scheme on Shaw Road South, Cale Green.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to investigate the introduction of Residents Parking Schemes at the above locations and report back to a future meeting of this Area Committee.

Open Forum - Armed Forces Veterans Breakfast Club

Pete Millns from the Armed Forces Veterans Breakfast Club will attend the meeting to explain how the Armed Forces Veterans Breakfast Club works and the work it does in the community.

Pete Millns from the Armed Forces Veterans Breakfast Club attended the meeting to explain how the Armed Forces Veterans Breakfast Club worked and the work it did in the community. He explained that the club had been operating for approximately two years and took place on the first Saturday of each month at The Eddy Nears Picnic Café and the average attendance was fifty veterans and family members.

 

He further reported that the Armed Forces Covenant had just been reviewed and welcomed the support provided by the Council to the large veteran community in Stockport.

 

RESOLVED – (1) That Mr Millns be thanked for his attendance.

 

(2) That the Chair be requested to circulate information in relation to the Stockport Veterans Breakfast Club to the Chairs of the other Area Committees.

The Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcement activity within the area represented by the Central Stockport Area Committee.

Review of Outcomes Tour

(NOTE The Chair was of the opinion that this item should be considered as a matter of urgency in accordance with section 100B (4)(b) of the Local Government Act 1972 to enable the Area Committee to nominate recently completed development sites to be included on the Review of Outcomes Tour.)

 

The Democratic Services Manager reported that the Review of Outcomes Tour would take place on Wednesday 11 October 2017 and requested the Area Committee to nominate recently completed development sites to be included on the list of sites to be visited.

 

RESOLVED – (1) That the Corporate Director for Place Management & Regeneration be requested to consider one or more of the following sites for inclusion on the Review of Outcomes Tour:

 

·         The Redrock development

·         The Holiday Inn Express and new office development at Stockport Exchange

·         The housing development at Lapwing Lane, Brinnington.

·         The modular development at the Cross Keys site, Adswood Road, Cheadle Hulme

·         The housing development at Bulkeley Street, Edgeley

·         Cornerstone – the new Stockport Homes’ offices

·         The housing development adjacent to the police station in Cheadle Heath.

 

(2) That Councillors Richard Coaton, Dickie Davies and Charlie Stewart be nominated to attend the Review of Outcomes Tour.

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report alerts Councillors and the public to the consultation on the Local Plan Issues Paper which has recently commenced, provides information about consultation events and background to the Local Plan.

 

The Area Committee are invited to consider and comment on the report.

The Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) informing councillors and members of the public that consultation on the Local Plan Issues Paper had commenced, provided information about consultation events and provided some background to the Local Plan.

 

It was reported that the event for this Area Committee would take place at St Mary’s in the Marketplace on Monday 4 September 2017.

 

RESOLVED – That the report be noted and members of the public be encouraged to attend the Area Workshops and other consultation events.

To consider a report of the Corporate Director for Place Management and Regeneration

 

The report seeks the comments of the Area Committee regarding the Moving and Waiting/Loading Traffic Regulation Orders associated with the Town Centre Access Plan (TCAP) Schemes 104, 105 & 701 on Hempshaw Lane between St Marys Way and Higher Hillgate and in the vicinity of the A6, Wellington Road South / Longshut Lane junction.

 

The Area Committee is requested to recommend the Cabinet Member for Communities and Housing to approve the statutory legal advertising of the Traffic Regulation Orders contained in Appendices A and B of the report and, subject to no objections being received within twenty one days from the advertisement date, the Order can be made.

The Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) seeking the comments of the Area Committee regarding the Moving and Waiting/Loading Traffic Regulation Orders associated with the Town Centre Access Plan (TCAP) Schemes 104, 105 & 701 on Hempshaw Lane between St Marys Way and Higher Hillgate and in the vicinity of the A6, Wellington Road South / Longshut Lane junction. The costs associated with making the proposed moving traffic regulation orders would be met from funding received for the Town Centre Access Plan.

 

Members questioned why Christie Street was not included within the proposals and expressed concern regarding pedestrian safety in relation to the shared cycleway.

 

RESOVED – That consideration of the report be deferred pending the ward councillors discussing the proposed scheme with the Corporate Director for Place Management and Regeneration.

Blackberry Lane, Brinnington - Proposed Traffic Regulation Orders pdf icon PDF 102 KB

To consider a report of the Corporate Director for Place Management and Regeneration

 

In order for the access to the new housing development off Blackberry Lane, Brinnington to work safely (to allow drivers to see approaching vehicles and allow larger vehicles to turn into and out of the site), the report proposes to introduce Traffic Regulation Orders to prevent vehicles parking in dangerous positions.

 

The Area Committee is requested to approve the statutory legal advertising of the Traffic Regulation Orders on Blackberry Lane, Brinnington, as detailed in the report, and, subject to no objections being received within the statutory period, the Orders can be made.

The Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) proposing to introduce Traffic Regulation Orders to prevent vehicles parking in dangerous positions in order for the access to the new housing development off Blackberry Lane, Brinnington to work safely (to allow drivers to see approaching vehicles and allow larger vehicles to turn into and out of the site).

 

RESOLVED – (1) The Area Committee was minded to approve the following Traffic Regulation Orders at an approximate cost of £1,150 to be funded from the development’s Section 278 agreement:-:

 

Revoke existing road cushion

 

Blackberry Lane, Brinnington, from a point 85.5 metres from the easterly kerb line of Lapwing Lane.

 

Revoke Disabled Badge Holders Only bay

 

Blackberry Lane, Brinnington, south side from a point 69 metres from the easterly kerb line of Lapwing Lane for a distance of 3.5 metres in an easterly direction.

 

Proposed No Waiting at Any Time

 

Blackberry Lane, Brinnington, south side from a point 57.5 metres from the easterly kerb line of Lapwing Lane for a distance of 36 metres in an easterly direction.

 

Blackberry Lane, Brinnington, north side from a point 57.5 metres from the projected easterly kerb line of Lapwing Lane for a distance of 38 metres in an easterly direction.

 

Cadet Street, Brinnington, both sides (entry and exit) from the northerly kerb line of Blackberry Lane for a distance of 8 metres in a northerly direction.

Proposed 2 No. 75mm Speed Cushions

 

Blackberry Lane, Brinnington, from a point 96.5 metres from the easterly kerb line of Lapwing Lane.

 

(2) That approval be given to the statutory legal advertising of the Traffic Regulation Orders and, subject to no objection being received within twenty one days from the advertisement date, the Orders be made.

 

(3) That the Corporate Director for Place Management and Regeneration be requested to clarify the inclusion of “Cadet Street” within the proposal as it was the Area Committee’s understanding that this new Street had not yet been named.

The report sets out the result of an investigation into difficulties caused by parked vehicles at the junction of Lowndes Lane and Bampton Close, Offerton and seeks approval to implement a Traffic Regulation Order on Lowndes Lane at its junction with Bampton Close.

 

The Area Committee is requested to approve the statutory legal advertising of the No Waiting At Any Time Traffic Regulation Order on Lowndes Lane, Offerton and, subject to no objections being received within the statutory period, the Order can be made.

The report sets out an application from The Bridgeway Church for a ‘Light in the Dark’ bonfire and firework event in Heaton Norris Park on Sunday 5 November 2017 from 5.30pm to 9.30pm.

 

The Area Committee is recommended to approve the application on the condition that all appropriate paperwork and licences are submitted.

The Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) regarding an application from The Bridgeway Church for a ‘Light in the Dark’ bonfire and firework event in Heaton Norris Park on Sunday 5 November 2017 from 5.30pm to 9.30pm.

 

RESOLVED – (1) That the application be approved subject to all appropriate paperwork and licences being submitted to the Council at least one week prior to the event taking place and this being confirmed to the ward councillors.

 

(2) That the Corporate Director for Place Management and Regeneration be informed that this Area Committee would wish to see a standard condition in relation to applications for the use of parks being granted “subject to all appropriate paperwork and licences being submitted to the Council at least one week prior to the event taking place and this being confirmed to the ward councillors.”

The report sets out an application by Stockport Harriers and AC to use Woodbank Memorial Park as part of the Stockport 10 event on 3 December 201.
