Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

Three public questions were submitted as follows:-

 

·         The first question related to deposits of infill at Woodhouse Farm, Reddish Vale causing damage to the surface of the unadopted public highway.

 

·         The second question related to the consultation undertaken by the Council on the Mayor’s Cycling and Walking Challenge Fund – Offerton to Stockport and how it could be improved in the future to improve access to the consultation for residents, improve community engagement and ensure that the consultation included all the residents and businesses affected by the proposals.

 

·         The third question related to the petition submitted to the last meeting of the Area Committee requesting that the proposed relocation of the bus stop adjacent to 31 Banks Lane, Offerton did not take place and whether it had been considered in the decision making process.

 

RESOLVED – That written responses be sent to the questioners.

Public Realm

To consider a report of the Corporate Director for Place Management and Regeneration

 

The report builds on the recent Scrutiny review into the health and prosperity of the borough’s District Centres and is seeking early views from Members to shape a future programme of work that will feed into the Council’s Local Plan and future delivery of regeneration and investment.

 

The report also proposes a number of proposals that could be implemented quickly whilst further engagement takes place over the coming months.

 

The Area Committee is recommended to comment on and note the report.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) detailing a number of proposals arising from a recent scrutiny review into the health and prosperity of the borough’s District Centres. It sought early views from Members to shape a future programme of work that would feed into the Council’s Local Plan and future regeneration and investment.

The following comments were made/issues raised: -

 

·         The need for dedicated staff capacity in the district centres was essential in making the proposals in the report work.

·         There was a lot of work which needed to be carried out to increase footfall in Castle Street, Edgeley and there was a need to harness community groups to help attract people to the shops and facilities.

Councillor Dickie Davies submitted the following petitions :-

 

Safety crossing at Bridgehall Primary School

 

The petition requested a safety crossing outside Bridgehall Primary School and moving the layby section where cars parked outside the community centre on Siddington Avenue as cars could not pass in both directions.

 

This petition had been signed by 145 residents

 

The condition of the pavements and green along Adswood Road, Culver Road and the intersecting green; and the shops at the bottom of Adswood Road.

 

The petition highlighted discarded rubbish (bin bags on the green and at the bus stop, discarded cans, bottle cartons etc) and requested that littering be addressed in local schools as one of the means of trying to combat the problem.

 

This petition has been signed by 27 residents.

 

RESOLVED – That the petitions be referred to the Corporate Director for Place Management and Regeneration for investigation.

To encourage businesses to occupy vacant premises in Stockport town centre a new interest free loan scheme is to be introduced that will contribute towards the financial costs of physical improvements to the property. The scheme will be delivered in partnership with Totally Stockport (Stockport’s Business Improvement District) and to ensure viability and sustainability the scheme will also provide applicants with access to a business support team who will offer a range of advice in addition to financial support.

 

The Area Committee is recommended to note and comment on the introduction of an interest free loan scheme for the Town Centre.

The Area Committee are requested to consider the contents of the report, noting the results of the consultation exercise carried out for the Offerton to Stockport MCF proposals and to recommend the approval of the proposed measures and associated traffic regulation orders.

 

The Area Committee is requested to comment on this report and recommend that the Cabinet Member  for Economy & Regeneration gives approval to the proposals and associated traffic regulation orders as detailed in Appendix D of the report, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) detailing various Mayor’s Cycling and Walking Challenge Fund proposals for Offerton to Stockport.

 

With regard to proposal A – Offerton Lane Crossing, the Area Committee supported Option 2 providing for a shared toucan crossing and shared footways/cycleways to both sides of Offerton Lane and not Option 1 as recommended in the report which would require Salcombe Road to become one-way.

 

With regard to proposal H – Hempshaw Lane Puffin Crossing, the representative of the Corporate Director agreed to look at additional options to reduce the speed of traffic on Hempshaw Lane.

 

RESOLVED – (1) That approval be given to proposals B,D,E,G & H (as detailed in the report) and the legal advertising of the associated package of Traffic Regulation Orders (as detailed in Appendix D of the report), insofar as they relate to the Local Distributor and Local Access Roads within their purview, and subject to the receipt of no objections within twenty one days of the advertisement date, the subsequent making of the Orders.

 

(2) That the Cabinet Member for Economy and Regeneration be recommended to give approval to proposals A2, F & G (as detailed in the report) and to the legal advertising of the associated package of Traffic Regulation Orders (as detailed in Appendix D of the report), insofar as they relate to Strategic Highways and District Distributor Roads, and subject to no objections within twenty one days of the advertisement date, the subsequent making of the orders.

 

(3) That the Cabinet Member for Economy and Regeneration be recommended to defer consideration of proposal C (Dialstone Lane Crossing) for further study and consultation before any amended proposals are brought before the Area Committee.

 

9.

Mayor's Cycling and Walking Challenge Fund - Heaton Norris Park Bridge pdf icon PDF 350 KB

This report gives details of the results of the consultation exercise carried out for the Heaton Norris Park Bridge proposals to replace the current Hatton Street footbridge over the M60 and associated links to Heaton Norris, Heaton Moor and Heaton Chapel including a pocket Park on Belmont Street, 20mph zones, a crossing on the A6, works at Manchester Road and in Manchester Road Park. 

 

The Area Committee is requested to recommend the Cabinet Member (Economy and Regeneration) approve the proposed measures and associated traffic regulation orders.

The following comment was made/issue raised: -

 

·         It was noted that the proposals for the scheme were very positive for the area including the pocket park and for the residents living in the neighbourhood.

·         The support of the Friends of Heaton Norris Park and I Love Heaton Norris had been helpful in the process.

 

RESOLVED – That the Cabinet Member for Economy and Regeneration be recommended to give approval to the proposed measures for improved connections to the proposed new Heaton Norris Park Bridge (as detailed in Section 3 of the report) and:-

 

(i)            give the necessary approvals to permit the submission of a planning application for a new cycling and walking bridge over the M60 and A560 (Great Egerton Street) and the associated ramps and steps.

 

(ii)              give approval to the legal advertising of the associated package of Traffic Regulation Orders (as detailed in Appendix D of the report), and subject to the receipt of no objections within twenty one days of the advertisement date, the subsequent making of the Orders.

 

10.

Mayor’s Cycling and Walking Challenge Fund – Lower Bredbury to Brinnington – Multi User Path pdf icon PDF 194 KB

To consider a report of the corporate Director for Place Management and Regeneration

 

The report details the results of a consultation on the Mayor’s Challenge Fund (MCF) proposal for the creation and upgrading of foot and cycle routes between Lower Bredbury and Brinnington including the creation of a bridleway.

 

The Area Committee is recommended to:-

 

(1)  Consider the contents of the report, noting the results of the recent consultation exercise carried out with residents and businesses in the Brinnington and Bredbury areas.

 

(2)  Authorise the Council to enter into a dedication agreement with private landowners to create a public right of way (bridleway) to enable adoption by the Council and to authorise/approve the Council to designate a public right of way (bridleway) across council land as detailed in appendix C of this report.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing the results of a consultation on the Mayor’s Challenge Fund (MCF) proposal for the creation and upgrading of foot and cycle routes between Lower Bredbury and Brinnington including the creation of a Bridleway.

 

A public consultation held during October 2019 had shown that the vast majority (82%) of respondents were supportive of the scheme.

 

RESOLVED – (1) That the results of the recent consultation exercise carried out with residents and businesses in the Brinnington and Bredbury areas in relation to the proposal to enhance the walking and cycling link between Lower Bredbury and Brinnington be noted.

 

(2) That approval be given to the designation of a permissive path (as detailed in Appendix B of the report) and authorisation be given for the Council to enter into a dedication agreement with private landowners to create a public right of way (bridleway) to enable adoption by the Council and to authorise  and approve the Council to designate a public right of way (bridleway) across Council land as detailed in Appendix C of the report.

The report sets out the results of a consultation on the Mayoral Challenge Fund (MCF) proposals listed below for improvements to:-

 

·         controlled pedestrian and cycle crossing on Bird Hall Road at Grosvenor Road;

·         a controlled pedestrian and cycle crossing on Councillor Lane at Calderbrook Drive

·         a controlled pedestrian and cycle crossing on Councillor Lane at Tarvin Road;

·         a controlled pedestrian and cycle crossing on Cheadle Road at Buckingham Road

The Area Committee is asked to comment on this report and recommend that the Cabinet Member for Economy and Regeneration approves the implementation of Proposals A, B & C in the report (Councillor Lane / Tarvin Road, Councillor Lane /Calderbrook Drive and Bird Hall Road schemes) and the statutory legal advertising of the traffic regulation orders contained in Appendix C and, subject to no objections being received within twenty one days from the advertisement date, the Order can be made.

 

It is also recommended that the Cabinet Member for Economy and Regeneration defers a decision on Proposal D (Cheadle Road Parallel signal crossing) until a study is undertaken and further recommendations are brought forward.

(2) That the Cabinet Member for Economy and Regeneration be recommended to not approve Proposal D (Cheadle Road Parallel signal crossing) until a further study and consultation is undertaken before any revised proposals are brought to the Area Committee.

 

12.

Proposed A6 and Heaton Lane Junction Changes and Heaton Lane Busway – Consultation Report pdf icon PDF 194 KB

The report presents findings of the consultation on the proposed changes to the A6 / Heaton Lane Junction and introduction of a Busway with ‘bus gates’ on Heaton Lane. Officer responses to the consultation are also detailed. The Council seeks approval from members to implement amended proposals.

 

The Area Committee is requested to recommend that the Cabinet Member for Economy and Regeneration approves the implementation of the updated proposals in accordance with scheme’s proposals contained in Appendix F and approves the statutory legal advertising of the associated Traffic Regulation Orders detailed within Appendix G and that, subject to no objections being received within twenty one days, the Orders be made.

The report sets out an application from Michael Mulhearn Amusements to hold family funfairs on three separate occasions - Friday to Sunday 13th-15th March 2020, 12th-14th June 2020 and 21st-23rd August 2020.

 

The Area Committee is recommended to approve the application, subject to all appropriate paperwork and licences being obtained and submitted to the Council at least one week prior to the event taking place.

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) setting out an application from Stockport Carnival Committee to utilise Woodbank Memorial Park on 18 July 2020.
