To approve as a correct record and sign the minutes of the meeting held on 27 July 2016.

Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 27 July 2016 were approved as a correct record and signed by the Chair.

2.

Exclusion of the Public and the Public Interest Test

To consider whether it is in the public interest to exclude the public during the consideration of agenda items 7-14 that are marked "not for publication" by virtue of the paragraph 1 of the Local Government Act 1972 (as amended), as they contain ‘information relating to an individual’

 

Minutes:

RESOLVED – That the public be excluded from the meeting during consideration of Items 7 – 15 to prevent the disclosure of information which was not for publication relating to an individual as defined in Category 1 of Schedule 12A of the Local Government Act 1972 (as amended), the disclosure of which would not be in the public interest, would not be fair to the applicant and would breach their Data Protection principles.

Councillor Chris Murphy                Agenda Item 11 – ‘Case No P1569’ as he was a school governor at the school where the incident took place.  Councillor Murphy took no part in consideration of this Item and Councillor Vine acted as Chair for this Agenda item only.

4.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Minutes:

A representative of the Corporate Director for Place Management and Regeneration reported that the Corporate Director, in consultation with the Chair had taken urgent action to suspend over eighty hire car driver’s licences.  This was due to an issue that had arisen with report management.  Procedures had now been changed to ensure this could not happen again.

 

RESOLVED – That the report be noted.

5.

Public Question Time

Members of the public are invited to put questions to the Chair and members of the Committee on any matters within the powers and duties of the Committee, subject to the exclusions set out in the Code of Practice. (Questions must be submitted prior to the commencement of the meeting on the cards provided.  These are available at the meeting).

PROPOSAL FOR A VARIATION TO EXISTING POLICY GOVERNING ADVERTISING ON PRIVATE HIRE VEHICLES pdf icon PDF 60 KB

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report informs members of a proposed variation to the existing policy covering permitted advertisements on Licensed Hackney Cabs and Private Hire Vehicles.

 

The Committee is requested to consider varying the existing policy to permit the display of operator logos in the rear windows of private hire vehicles, as outlined in the report.

A representative of the Corporate Director for Place Management and

Regeneration submitted a report (copies of which had been circulated) which

advised Members of a proposal to vary the existing agreed policy covering

advertising on hackney cabs and private hire vehicles.

 

The following comments were made/issues raised:

 

·         Members felt that the examples of advertising that they had been shown were excellent, however they considered that it was vital that the advertising was pixilated.

·         Members questioned whether the proposed advertisements could be submitted for prior approval.  In response, Members were advised that this was exactly what happened now, and this would continue. There would be no alcohol or tobacco advertising for example.

 

RESOLVED – That the existing policy be varied to permit the display of operator logos in the rear windows of private hire vehicles, as outlined in the report.  The following conditions should also apply:

 

1. That advertising can only be permitted on the rear windows of private hire vehicles providing that it is not already in place on the doors.

2. The advertising must be pixilated in order that the vision of the driver is not impeded.

3. The advertising is to be restricted to a company logo and one line of text only.

4. The logo is to be of maximum size and logo in line with current restrictions.

RESOLVED – That the decision be deferred pending the next meeting of the Licensing, Environment and Safety Committee.
