To approve as a correct record and sign the minutes of the meeting held on 24 June 2015.

Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 24 June 2015 were approved as a correct record and signed by the Chair.

2.

Exclusion of the Public and the Public Interest Test

To consider whether it is in the public interest to exclude the public during the consideration of agenda items 7, 8 and 9 that are marked "not for publication" by virtue of the paragraph 1 of the Local Government Act 1972 (as amended), as they contain ‘information relating to an individual’.

 

Minutes:

RESOLVED – That the public be excluded from the meeting during consideration of Items 7-9 to prevent the disclosure of information which was not for publication relating to an individual as defined in Category 1 of Schedule 12A of the Local Government Act 1972 (as amended), the disclosure of which would not be in the public interest, would not be fair to the applicants and would breach their Data Protection principles.

Declarations of Interest

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Public Question Time

Members of the public are invited to put questions to the Chair and members of the Committee on any matters within the powers and duties of the Committee, subject to the exclusions set out in the Code of Practice. (Questions must be submitted prior to the commencement of the meeting on the cards provided.  These are available at the meeting).

Report For Members To Consider The Adoption Of A New Provider For Disclosure And Barring Service (DBS) Applications For Taxi And Private Hire Drivers pdf icon PDF 94 KB

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report details a proposal around the adoption of a partnership working arrangement for Disclosure & Barring Service (DBS) applications submitted by taxi and private hire vehicle drivers.

 

The Committee is requested to approve the proposed changes and also to approve the transition to a partnership arrangement with Personnel Checks Limited.

Minutes:

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) which requested that Members consider proposed new processes in relation to DBS applications, Medical Certificates and Driver Licence renewals.

 

Members were asked to decide whether to implement the proposed changes and to determine whether to approve the transition to a partnership arrangement with Personnel Checks Ltd.

 

RESOLVED – (1) That the proposals outlined within the report be approved.

 

(2) That the Corporate Director for Place Management and Regeneration be instructed to liaise with Personnel Checks Limited to implement the required changes to current procedure within the specified timescale.

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report advises members of a licensed hire car driver’s police caution and his failure to notify the licensing authority of the caution.

 

The Committee is requested to consider whether or not the driver is a fit and proper person to continue to hold a hire car driver’s licence.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) which requested the Committee to consider whether or not the driver was a fit and proper person to continue to hold a hire car driver’s licence following a police caution and his failure to notify the licensing authority of the caution.

 

The Committee interviewed the driver in relation to these matters.

 

Resolved – That the application be granted.

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The Committee is requested to consider what action to take, if any, with regard to the information contained within the report.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) requesting the Committee to consider what action to take, if any, following a Licensed Hire Car Operator’s recent conviction.

 

The Committee interviewed a representative of the Licensed Hire Car Operator in relation to these matters.

 

RESOLVED – That no further action be taken, but that a note be placed on the operator’s file detailing the nature of the caution.

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report advisers members of a licensed hire car driver’s police caution.

 

The Committee is requested to consider whether or not the driver is a fit and proper person to continue to hold a hire car driver’s licence.

Minutes:

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) requesting the Committee to consider the suitability of the driver to continue to be licensed as a hire car driver following his conviction for plying for hire and having invalid insurance.

 

The Committee interviewed the driver in relation to these matters.

 

RESOLVED – That in the light of the driver’s conviction for offences of plying for hire and having invalid insurance the driver’s licence be suspended for a one week period.
