Part A: MTFP Summer Review pdf icon PDF 538 KB

To consider a report of the Borough Treasurer

This report outlines the outcomes of the Summer Review of the Council’s Medium Term Financial Plan (MTFP). The approved forecast savings requirement for 2019/20 to 2022/23 presented to the Budget Council meeting on 26 February 2019 remains robust. However, given the current complexity, volatility and uncertainty of the Local Government financial framework that underpins the MTFP, a Summer Review to retest the main assumptions, both resources and expenditure, is considered prudent. This report details the outcome of this review highlighting where adjustments can be made to these assumptions in order to present the most accurate forecast of the Council’s saving requirement over the medium term period.

The Cabinet approved the report and recommendations at the extraordinary meeting held on 3 September 2019.

The Scrutiny Committee is invited to note the report.

Part B: MTFP Cabinet Response: Our Medium Term Strategy and budget choices for 2020/21 pdf icon PDF 321 KB

To consider a report of the Leader of the Council, Cabinet Member for Resources, Commissioning & Governance and Cabinet Member for Citizen Focus & Engagement

The Summer Review of the Medium Term Financial Plan highlights the continued uncertainty, complexity and volatility facing local government funding - presenting significant challenges for local citizens and their local public services. The Cabinet is currently in the second year of its Medium Term Strategy and work has been underway to further understand the budget choices available to the Council. The Cabinet is progressing the implementation of the first phase of its medium term strategy – taking forward the proposals developed over the course of 2019/20 and agreed at Cabinet in February this year. As such this report includes:

(A) Proposals already agreed in 2019/20 that are being phased or have been further developed;

(B) Draft proposals forming this years (2020/21) programme for change;

The Cabinet is keen to seek views from Scrutiny on these plans.  There will be further opportunity to discuss the proposals and reflect on consultation feedback where relevant, at the Committee’s meeting in November, ahead of Cabinet decision making on 17 December. In order to enable broad engagement on Cabinet’s plans, Scrutiny Committees are receiving the full report and suite of appendices relevant to their remit.

The Scrutiny Committee is invited to comment on the report and the proposals presented within the report relevant to the remit of this committee. This report is accompanied by a guiding note (appendix 1) to advise which proposals are relevant to their committee.

Mayoral Development Corporation Investment Facility pdf icon PDF 142 KB

To consider a joint report of the Borough Treasurer and the Corporate Director for Place Management & Regeneration

The Council has set out an ambitious long-term vision for the future of Stockport’s Town Centre West that has led to the creation of Greater Manchester’s first Mayoral Development Corporation (MDC) to bring together the Council, Homes England, Greater Manchester Combined Authority, and the Greater Manchester Mayor and lead delivery by working in partnership with private sector landowners and developers.

This report sets out an overall strategic approach to supporting delivery through the MDC in the context of the Council’s existing blended approach in the Investment & Development Account across retail, leisure, office, hotel, light industrial, and residential sectors.  It also proposes the creation by the Council of an investment facility including loan, equity and grant mechanisms to support the MDC which will enable it to access funding, subject to appropriate Council scrutiny and approval processes, to kick start development activity in Town Centre West.

The Scrutiny Committee is invited to note and comment on the proposal to create an investment facility in support of the Stockport Mayoral Development Corporation and the regeneration of Town Centre West.
