To consider the development applications where members of the public have attended the meeting in order to speak or hear the Area Committee’s deliberations.

The following development application will be considered by the Area Committee:-

 

(i)         DC053833 – Woodford Aerodrome, Chester Road, Woodford

 

The demolition of the existing buildings, remediation of land (including mitigation/removal of runways, hardstanding and taxiways) and the regarding of the land to create development platforms for a residential led mixed-use development.

 

The Area Committee is requested to recommend that the Planning & Highways Regulation Committee grant planning permission.

 

(ii)        DC054212 – Woodford Aerodrome, Chester Road, Woodford

 

Formation and construction of two accesses from Chester Road to serve a development of up to 920 dwellings, C2 Extra Care Unit,: commercial floor space (Comprising up to 8,361 sq.m (90,000 sq.ft) of class B1C); a public house (comprising up to 650 sq.m of class A4 floorspace); retail floorspace (comprising up to 5 shop units and some 1,000 sq.m of class A1, A3 & A5 floorspace); A one form entry primary School; and use class D1 floorspace (up to 300 sq.m)

 

The Area Committee is requested to recommend that the Planning & Highways Regulation Committee grant planning permission.

 

(iii)       DC053832 - Woodford Aerodrome, Chester Road, Woodford

 

Hybrid planning application for:-

 

Part A

Outline planning permission (excluding phase 1) for the erection of:

 

·         Up to 775  dwellings;

·         C2 Extra Care Unit

·         Commercial floorspace (comprising up to 8,361sq m [90,000 sq ft] of Class B1c);

·         A public house (comprising some 650sq.m. of Class A4 floorspace);

·         Retail floorspace (comprising up to 5 shop units and some 1000sq.m. of Class A1, A3 & A5 floorspace);

·         A one form entry primary school;

·         Use Class D1 floorspace; and

·         the provision of associated infrastructure (including roads, footpaths, cycleways and open space)

 

ALL MATTERS (ACCESS, APPEARANCE, LANDSCAPING, LAYOUT AND SCALE) ARE RESERVED FOR SUBSEQUENT APPROVAL

 

Part B

Full planning permission for phase 1 (as outlined in green on plan PL1161.D.4000) for:

 

·         The erection of 145 dwellings; and

·         the provision of associated infrastructure (including roads, footpaths, cycleways and open space)

 

The Area Committee is requested to recommend that the Planning & Highways Regulation Committee grant planning permission subject to the applicant entering into a Section 106 agreement.

The Area Committee considered the following three applications in relation to the former Woodford Aerodrome, Chester Road, Woodford.

 

two members of the public spoke against the application, and

 

representatives of the applicant spoke in support of the application.

 

It was then

 

(i)         DC053833 – Woodford Aerodrome, Chester Road, Woodford

 

In respect of plan no 53833 for the demolition of the existing buildings, remediation of land (including mitigation/removal of runways, hardstanding and taxiways) and the regarding of the land to create development platforms for a residential led mixed-use development at Woodford Aerodrome, Chester Road, Woodford,

 

RESOLVED – That the Planning & Highways Regulation Committee be recommended grant planning permission subject to conditions regarding construction management, mitigation for noise and dust, wheel washing, restriction in respect of hours of working including no working on Sundays and Bank Holidays, relevant highway conditions and vehicle routing and all other relevant conditions referred to within the report relevant to this proposal which met the relevant legal tests.

 

(ii)        DC054212 – Woodford Aerodrome, Chester Road, Woodford

 

In respect of plan no 54212 for the formation and construction of two accesses from Chester Road to serve a development of up to 920 dwellings, C2 Extra Care Unit,: commercial floor space (Comprising up to 8,361 sq.m (90,000 sq.ft) of class B1C); a public house (comprising up to 650 sq.m of class A4 floorspace); retail floorspace (comprising up to 5 shop units and some 1,000 sq.m of class A1, A3 & A5 floorspace); A one form entry primary School; and use class D1 floorspace (up to 300 sq.m) at Woodford Aerodrome, Chester Road, Woodford

RESOLVED – (6 for; 1 against) That the Planning & Highways Regulation Committee be recommended grant planning permission subject to consideration being given by the visiting team and that Committee to:

 

·         distribution of green space and whether this exceeds the MEDS designation

·         further consideration and clarification regarding the traffic modelling used to inform the application.

·         further clarification to be provided in respect of the proposed delivery of the school at the 450th unit including consideration of the interim implications for Queensgate School

·         the Area Committees concerns in respect of the  number of dwellings proposed

·         whether the proposed amount of employment land is sufficient.
