Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Inspector Martin Baker (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Bramhall & Cheadle Hulme South Area Committee.

 

The following comments were made/issues raised:-

 

·         Members welcomed Inspector Baker to the local policing team and invited his regular attendance to the Area Committee.

·         It was noted that information provided by Members had been influential in a number of recent arrests.

·         It was commented that, following a number of changes to the leadership of the local police force, the new leadership had placed a strong emphasis on tackling burglary, anti-social behaviour and speeding in the local area.

·         The new focus placed on speeding was welcomed by Members.

·         Members highlighted the importance of visible police patrolling as a deterrent for crime and to encourage engagement with the local community.

·         Following a recent attack on a young girl in Cheadle Hulme South, Members called for greater clarity in communication with the public as to how crimes such as these were being responded to.

RESOLVED – That Inspector Martin Baker be thanked for his attendance.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair on any matters in the powers or duties of the Area Committee, subject to the exclusions set out within the Code of Practice.

 

 Three public questions were submitted as follows:-

 

·         Relating to the planting of trees on Bramley Road, Bramhall and whether a firm date could be provided for this to take place.

 

In response, Members commented that they were awaiting confirmation of a date from the relevant officers and would pass this on to the questioner once received.

 

·         Relating to the introduction of yellow lines to Bramley Road and whether this had simply moved the issues of on-street parking to Adelaide Road.

 

It was noted that the introduction of the TRO (Traffic Regulation Order) had been at the specific request of residents and that Members had noted their concerns that this could move the parking issue at that time. It was commented that a review was scheduled to be undertaken by Traffic Services to assess the impact of the TRO around 6 months after its introduction, and that further solutions could be considered once this had taken place.

 

·         Relating to the reporting of local Council business and whether a Local Democracy Reporter could be invited to attend Council meetings to better report their business to residents who do not have access to the internet.

 

In response, Members noted that they were aware that Local Democracy Reporters regularly viewed the webcasts of Council meetings and were aware of local business, although they could not direct any reporter on what to report to local residents.

To consider an application for Ward Flexibility Funding from the Friends of Highfield Orchard towards the cost of purchasing gardening equipment.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted an application received on behalf of Friends of Highfield Orchard for a grant from the Ward Flexibility Budget towards the cost of purchasing gardening equipment.

 

The following comments were made/issues raised:-

 

·         Ward Members expressed their full support for the applicant organisation, however felt unable to grant the full amount on this occasion due to the limited funding they had remaining in their Ward Flexibility Budget for the remainder of the municipal year.

·         The applicant organisation was encouraged to explore the new Stockport Climate Action Now (CAN) fund as an alternative funding source, although noted that this could only be applied for in relation to a different project.

RESOLVED – That approval be given to an application received from Friends of Highfield Orchard for a grant of £500 from the Ward Flexibility Budget (Cheadle Hulme South ward allocation) towards the cost of purchasing gardening equipment.

To consider an application for Ward Flexibility Funding received from the United Stockport Circuit towards the cost of setting up a Drive-In Carol Service over Christmas.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted an application received on behalf of United Stockport Circuit for a grant from the Ward Flexibility Budget towards the cost of setting up a drive-in carol service over Christmas.

 

RESOLVED – That approval be given to an application received from United Stockport Circuit for a grant of £150 from the Ward Flexibility Budget (£50 from each ward allocation) towards the cost of setting up a drive-in carol service over Christmas.

To consider an application for Ward Flexibility Funding received from the SEN Youth Club towards the cost of establishing a club for children with additional needs so that they can meet, make friends and have fun in a place their parents can also meet.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted an application received on behalf of SEN Youth Club for a grant from the Ward Flexibility Budget towards the cost of setting up a social club for SEN young people and their parents.

 

It was noted that Cheadle Area Committee had considered this item and declined to make a grant from the Ward Flexibility Budget and instead referred the applicant to Brookfield Park Shires Family Trust as a source of funding for voluntary groups serving children and young people.

 

RESOLVED – That the application from SEN Youth Club be declined on this occasion, and the applicant be instead referred to the Brookfield Shires Family Trust fund as an alternative and more appropriate source of funding.

A34 Improvement Plan - Traffic Regulation Order pdf icon PDF 560 KB

To consider a report of the Corporate Director (Place) and Deputy Chief Executive.

 

The report considers a proposal to advertise the Traffic Regulation Order associated with each scheme within the A34 Improvement Plan.

 

The Area Committee is requested to consider the contents of the report and recommend that the Cabinet Member for Economy and Regeneration approves the proposed measures and the legal advertising of the Traffic Regulation Orders contained in Appendix B and, subject to no objections being received within twenty one days from the advertisement date, the Order can be made.

A representative of the Corporate Director (Place) and Deputy Chief Executive submitted a report (copies of which had been circulated) considering a proposal to advertise the Traffic Regulation Order associated with each scheme within the A34 Improvement Plan.

 

The following comments were made/issues raised:-

 

·         Members supported the objective to minimise the impact of the construction, noting the lessons learned from construction at Stanley Green roundabout and the impact that this had on traffic levels.

·         Members questioned why a pedestrian crossing was not planned for the arm of the roundabout leading to Eden Park Road. In response, it was noted that a crossing would be available across the A34 to Wilmslow Road with links from North and South onto Eden Park Road.

·         Members asked who the proposed construction would be advertised to. In response it was noted that the proposals would be advertised on the Council’s website and in the local newspapers, however the consultation process would be limited. Members were invited to provide feedback on which local areas they felt should be consulted.

·         Members questioned why yellow lines were proposed for roads such as Bloomfield Close. In response it was stated that these proposals only applied within 10 yards of junctions and to prevent parking in bike lanes.

·         Members raised concerns in relation to the timing of traffic lights at Stanley Green roundabout when approaching from the West and the potential danger to vehicles stopping in the centre of the roundabout. It was commented that this could be revisited in conjunction with Urban Traffic Control.

 

RESOLVED – That the proposed measures and legal advertising of the Traffic Regulation Orders in Appendix B to the report be referred to the Cabinet Member for Economy and Regeneration with no recommendation.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted a joint report of the Corporate Director for Place Management & Regeneration and the Head of Legal, Democratic Governance and Estate & Asset Management (copies of which had been circulated) reporting on the objections made in relation to the proposed TRO on Hardy Drive, Bramhall and to seek approval for the introduction of the TRO as originally advertised.

 

Members welcomed the proposals following a number of complaints by residents about the use of their roads by HGVs which were having a significant impact on access for residents. Members emphasised the need for a long-term solution for this issue.

 

RESOLVED – That, notwithstanding the objections, the order be made as advertised.

Bramhall Park Road & Linney Road, Bramhall - Timber Posts pdf icon PDF 306 KB

To consider a report of the Corporate Director (Place) and Deputy Chief Executive.

 

The report seeks approval for the supply & installation of 14 No. Timber Posts; 6 No. to be installed on Bramhall Park Road and 8 No. to be installed on Linney Road.  The installation of the timber posts will act as a preventative measure to prevent vehicles from parking on and damaging the grass verges.

 

The Area Committee is requested to approve the supply & installation of 14 No. timber posts on Bramhall Park Road and Linney Road, Bramhall.

A representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) submitted a report (copies of which had been circulated) providing an update on progress since the last meeting on decisions taken by the Area Committee and detailing the current position on area flexibility funding. The report also included the current position on the highway and traffic management delegated budget.

 

It was commented that the traffic regulation order on Hardy Drive should not be funded from the Delegated Budget, as it had been a condition on the development application that the developer would pay for the scheme.
