The Minutes (copies of which had been circulated) of the meeting held on 10 August 2016 were approved as a correct record and signed by the Chair.

The Corporate Director for Place Management and Regeneration in consultation with the co-chairs approved an event application for the use of Cromwell Road Recreation Ground on 4 September 2016 for a ‘seaside at the park’ event.

A representative of the Democratic Services Manager reported that the Corporate Director for Place Management and Regeneration in consultation with the co-chairs had approved an event application for the use of Cromwell Road Recreation Ground on 4 September 2016 for a ‘seaside at the park’ event.

To receive any announcements from the Chair about local community events or issues.

The Chair reported that Inspector Tony Stiles (Greater Manchester Police) was now responsible for Marple, High Lane, Bredbury and Romiley. Under the new Local Policing restructure his dedicated Local Policing Team would focus on protecting vulnerable people, reducing crime and reducing anti-social behavior. Information from the public was vital to successful policing and she urged anyone who had any information that may assist in investigations to contact the team on 0161 856 9773, Non-Emergency Line, 101 or anonymously on Crimestoppers 0800 555 111.

The Chair drew attention to the launch of a petition to save the Bredbury and Marple Mail delivery offices.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting. You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

No public questions were submitted.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) providing an update on current issues in relation to highway and environmental quality issues within the area represented by Marple Area Committee.

RESOLVED – That the report be noted.

Medium Term Financial Plan Update

The report outlines the key considerations arising for the Council’s Medium Term Financial Plan and encourages the Area Committee and members of the public to comment on the key principles outlined within it.

Medium Term Financial Plan

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) outlining the key considerations for the Council’s Medium Term Financial Plan and providing the opportunity for Councillors and members of the public to comment. A more detailed report would be submitted to the November Area Committee meeting.

Councillors expressed disappointment that a representative of the Executive or an officer had not attended the meeting to present the report and participate in the debate. A number of members of the public shared the views expressed by Councillors and added that in future any reports submitted should be written in plain English and where possible should not exceed more than two pages of information.

RESOLVED – That the report be noted and the concerns of the Area Committee and comments from the public be passed to the Deputy Chief Executive and members of the Executive.

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

A representative of the Democratic Services Manager submitted applications (copies of which had been circulated) as follows:-

a)    Marple Neighbourhood Forum

Requesting funding to help in the setting up of the Forum.

RESOLVED – That the Democratic Services Manager be requested to make a grant of £500.00 to the Marple Neighbourhood Forum to assist in the setting up of the Forum (to be divided equally between the two wards)

b)    Friends of Brabyns Park

Requesting funding towards the purchase of gardening equipment and a storage facility.

RESOLVED – That the Democratic Services Manager be requested to make a grant of £1,000 towards the purchase of gardening equipment and a storage facility.

To consider a report of the Corporate Director for Place Management and Regeneration.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Marple Area Committee area.

The Area Committee is recommended to note the report.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) summarising recent appeal decisions, listing current planning appeals and dates for local enquiries and informal hearings and progress on authorised enforcement action.

RESOLVED – That the report be noted.

To consider a report of the Corporate Director for Place Management and Regeneration.

The report outlines a proposal for the making of a Modification Order under section 53(2) of the Wildlife and Countryside Act 1981 to upgrade parts of footpath 211 Marple and footpath 11 Marple to bridleway and add two unrecorded routes, around the disused quarry on Ludworth Moor to the definitive map and statement as bridleways.

The Area Committee are requested to determine if they wish to make the order.

The report outlines objections received to a proposed Traffic Regulation Order in High Lane.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to consider objections to the introduction of a 20mph Speed Limit Zone and 7.5t weight restriction and revocation order in High Lane, Stockport.

The report outlines the findings of an investigation into the need for the introduction of a Traffic Regulation Order (TRO) for Permit Holders Only Parking.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to consider the introduction of a traffic regulation order on Church Street, Marple.

RESOLVED - That approval be given to the statutory legal advertisement of following scheme and, subject to no objections being received within 21 days of the advertisement date, the subsequent making of the Order for the following to be funded from the Parking Revenue Budget at an approximate cost of £1350.00

The report requests the Area Committee to appoint Councillors to lay wreaths on behalf of the Council at Remembrance Day Services at Compstall, High Lane, Marple and Mellor War Memorials on Sunday 13 November 2016.

The Area Committee are requested to nominate Councillors to lay wreaths at the Remembrance Day Services indicated.

A representative of the Democratic Services Manager submitted a response from the Leader of the Council and the Executive Councillor for Communities and Housing (copies of which had been circulated) to the Communities and Local Government Committee Inquiry into Public Parks.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.
