Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair reported that further consideration would be given for ways to advertise the Open Forum debates at future meetings of the Area Committees to try and encourage increased public attendance and participation.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting. You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration 9copies of which were circulated) providing an update on current issues in relation to highway and environmental quality issues within the area represented by Marple Area Committee.

 

The following comments were made/issues raised:-

·         The Highway Safety Inspectors were currently carrying out the Marple South quarterly and monthly walked inspections.  Marple North quarterly and monthly inspections were due to start on or around the 15th August.

·         Trial digs were still pending for Benches Lane, Station Rd/Stockport Rd junction, Holly Road, High Lane and Buxton Road, High Lane (outside High Lane Conservative Club).

·         Routine grass cutting on Public Realm owned land was in the process of being completed now that the verges/open spaces had dried out enough to allow mowers to access the land without causing damage.

·         The next weed spraying programme for Marple North and South was due to begin in early September. A programme of work was also being compiled for any sites where Mair’s Tail was growing through the footway.

·         Longhurst Lane, Marple Bridge – Phase 1 of the repairs to highway drainage had now been completed and phase 2 was planned to start later this month.

·         Solutions SK, working on behalf of Stockport Council, would be undertaking footway/carriageway repairs on Stockport Road, Marple, between the junctions with Hibbert Lane and Hollins Lane .  These works would take place on Sunday 14th August 2016 and would require the use of temporary traffic signals, however, these works would be restricted to between 8.00am and 12.00pm only.

·         Contractors working on behalf of Stockport Council were in the process of resurfacing the carriageway on Buxton Road, High Lane, from the junction of Andrew Lane to Carr Brow. These works were scheduled to be completed by the 16th August. Temporary traffic lights were in use between the hours of 9:30am and 3:30pm only.

·         National Grid Gas were using temporary two way signals at Stockport Road  to affect repair the main after a series of overnight works had failed to resolve the issue. The signals were expected to be required between 9:30am and 3:30pm, the expected finish date was 15th August.

·         Contractors working on behalf of United Utilities would be undertaking works to replace a manhole frame and cover on Church Lane, Marple, between the junctions with Willow Grove and Trinity Street. These works were scheduled to take place on Friday 12th August and would require the use of temporary traffic signals between 9:30am and 3:30pm only.

·         Contractors working on behalf of Stockport Council would be undertaking culvert cleansing works and CCTV surveys on Strines Road, Strines, near the junction with Station Road. These works were scheduled to take place on 11th and 12th August and would require the use of temporary traffic lights between 9am and 4pm only.

·         Contractors working on behalf of United Utilities had undertaken works to clean and survey a sewer on Lower Fold, Marple Bridge, at the junction with Town Street and Brabyns Brow. 

·         National Grid had undertaken works to ascertain services to Goyt Mill, Upper Hibbert Lane, Marple, between the junctions of Goyt Avenue and Sunwell Terrace.

·         Contractors working on behalf of United Utilities had undertaken a disconnection and replacement of an old supply on Longhurst Lane, Mellor, near the junction with Knowle Road. Councillors discussed the potential for traffic problems associated with these works.

 

RESOLVED – That the report be noted and an update be provided in respect to surface repair work on Moor End Road, Marple.

4.(iv)

Petitions

To receive petitions from members of the public and community groups.

Minutes:

One petition was submitted signed by 42 petitioners concerning a prospective housing development on Manor Road, Marple.

 

RESOLVED – That the petition be referred to the Corporate Director for Place Management and Regeneration and that it be considered as part of the public consultation should any planning application be submitted in the future.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

a)    Marple Business Forum

 

Requesting funding towards the Marple Food Festival scheduled to be held on Saturday 17 September 2016.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £500.00 to Marple Business Forum to support the Marple Food Festival which would take place on Saturday 17 September 2016.

 

b)    Marple Park Run

 

Requesting funding towards the purchase of a portable defibrillator.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £450.00 to Marple Park Run to contribute towards the purchase of a portable defibrillator.

The report requests the Area Committee to consider an objection received to a proposed Traffic Regulation Order at Hollins Green Road, Marple.

 

The Area Committee are requested to determine if they wish to proceed with the order as advertised.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to consider an objection to the proposed introduction of a Prohibition of Waiting and Limited Waiting Order on Hollins Green Road, Marple.

 

RESOLVED - That in light of the objection submitted, the Corporate Director for Place Management and Regeneration be requested to not implement the order as advertised and that a further consultation be undertaken as suggested in the report with the addition of the potential for residents permit parking to be included as part of the consultation.

The report outlines for consideration an event application form received from Marple Guides and Scouts to hold their annual Bonfire and Fireworks Display at Brabyns Park on Saturday 5th November 2016.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting and on decisions taken by the Area Committee and on Area Flexibility Funding.

 

Councillor Geoff Abell reported that concerns in respect to Elmfield Drive had now been resolved and that this could now be removed from the progress report.

 

RESOLVED – (1) That the report be noted.

 

(2) That in respect to the Review of Outcomes Tour, the development at Marple Wharf on Church Street Marple be included on the list of sites to be visited and that Councillors Malcolm Allan and Annette Finnie be nominated to participate in the review.
