Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

 

Following consultation with the ward Councillors and the Chair, the Corporate Director for Place Management and Regeneration authorised a Local Initiative Scheme for the resurfacing of Cynthia Drive carriageway (deferred by the Area Committee at the September meeting.)

 

Minutes:

The Democratic Services Manager reported that the Corporate Director for Place Management and Regeneration in consultation with the Chair and ward Councillors had authorised a local initiative scheme for the resurfacing of Cynthia Drive carriageway which had been deferred by the Area Committee at the September meeting.

 

RESOLVED – That the report be noted.

 

4.

Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The chair expressed thanks on behalf of the Area Committee to all those involved in arranging Remembrance Day Services in the Marple Area Committee area. Furthermore, he reported that following the Extraordinary Meeting of the Area Committee in October, a report would be submitted to the December meeting of the Area Committee outlining options for enhancing community engagement at future meetings of the Area Committee.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting. You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to submit questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee subject to the exclusions set out in the code of practice.

 

One question was submitted concerning the potential for a ‘Locality Plan’ for Marple and how this would integrate with the ‘Neighbourhood Plan’ currently being formulated by a number of local community groups.

 

The Chair responded to the question at the meeting and explained that progress reports on the potential for a ‘Locality Plan’ would be reported to future meetings of the Area Committee.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Wayne Bardsley (Public Realm Service) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to highway and environmental quality issues within the area represented by Marple Area Committee.

 

The following comments were made/issues raised:-

·         Highway inspections continued in the Marple North Ward and would commence in Marple South in December.

·         Litter concerns on Windlehurst Road had been resolved but work remained ongoing in relation to the grass verges on Windlehurst Road and the hedges on Mill Brow.

·         Planned resurfacing works on Buxton Road at the junction with Yew Tree Avenue.

·         Resurfacing works on Station Road and Hollins Lane were now complete.

·         The removal of an abandoned vehicle and the resolution of fly tipping cases.

 

RESOLVED – That Wayne Bardsley be thanked for his attendance and presentation

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management (copies of which had been circulated) requesting the Area Committee to consider the implementation of a Local Initiative scheme on Marple Hall Drive, Marple.

 

RESOLVED – That the following be approved at an approximate cost of £15,500 to be funded via the Highway Maintenance and Traffic Management delegated budget(Marple North ward allocation):-

 

Marple Hall Drive, Marple from Stockport Road junction to Isherwood Drive – remove existing carriageway surface layer and replace with a new surface layer.

Application for Park Use - Marple Memorial Park and Brabyns Park pdf icon PDF 84 KB

To consider a report of the Corporate Director for Place Management and Regeneration.

 

The report outlines an event application received from Marple Carnival Charities Committee for the use of Marple Memorial Park and Brabyns Park between 16th and 19th June, with the main event and fairground attractions being held on 18th June 2016.

 

The Area Committee are requested to determine if they wish to approve the application.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) requesting the Area Committee to consider an event application received from Marple Carnival Charities Committee to hold their annual Carnival event at Marple Memorial Park and Brabyns Park which would take place on Saturday 18 June 2016. Permission is sought to use both parks between 16th and 19th June 2016 to enable event set up and event drop.

 

RESOLVED – That the application from Marple Carnival Charities Committee to hold their annual Carnival event at Marple Memorial Park and Brabyns Park which will take place on Saturday 18 June 2016 (full permission to fun from 16-19 June 2016 to enable event set up and event drop) be approved.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and on Area Flexibility Funding.

 

RESOLVED – (1) That the report be noted.

 

(2) That, as a matter of urgency, the Corporate Director for Place Management and Regeneration be requested to submit an update to the next Area Committee in respect to the petition submitted relating to concerns about speeding traffic on Gibb Lane.
