The Minutes (copies of which had been circulated) of the meeting held  on 10 June 2019 were approved as a correct record and signed by the Chair subject to the amendment of Minute 6(iv) – ‘Petitions’ to the replacement of “speed humps” with “speed hump” on the second line of the first paragraph.

It was reported that the Chadkirk Well Dressing event would be held between 12 noon and 4.00 pm on Saturday, 27 July 2019 with the dressing of the well taking place in the days immediately prior from 23 to 26 July.

 

It was further reported that a ‘Peterloo Picnic’ would be held in the gardens of Chadkirk Chapel at 3.00 pm on Saturday, 27 July 2019.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

Four public questions were submitted as follows:-

 

·         Relating to the practice by school buses of allowing their engines to idle around local schools during school drop-off and pick-up times.

 

In response it was stated that this was a problem across the whole of the Borough and was caused not just by buses, but also by parents dropping off and collecting their children from school.  It was stated that while work was taking place at a Greater Manchester level to address issues of air quality, there was more that could be done at a local level through the introduction of anti-idling zones.

 

RESOLVED – That the question be referred to Transport for Greater Manchester for a response.

 

·         Relating to missing 20mph roundels on the University Estate, Woodley.

 

It was responded that ward councillors would take up the issue with Traffic Services Officers with a view to seeking the replacement of any missing signage.

 

·         Relating to recent correspondence from the Council with regard to its approach and recommendations to residents with regard to pest control on Cambridge Drive, Woodley.

 

It was responded that residents had been asked not to put out any food for wildlife on their lawns as this encouraged vermin in the locality and also reduced the effectiveness of the bait used by environmental health to control pest numbers.

 

·         Relating to the whether members were aware of any further progress with regard to the proposed development of a nursery adjacent to Greave Primary School.

 

In response it was stated that ward councillors would contact the area Planning Officer to advise whether there had been any further developments with regard to the progression of an application for the use of this site.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         There were sunken ironworks in the carriageway of Stockport Road West near its junction with Welkin Road, Bredbury that needed to be repaired.

·         There was a pot hole in the carriageway of Werneth Low Road near the Borough boundary with Tameside.

·         It was requested that a copy of route of the Tour of Britain cycling race be circulated to members of the Area Committee.

 

RESOLVED – That Robin Boardman be thanked for his attendance.

To consider an application for a grant of Ward Flexibility Funding from Mode Rehabilitation towards the cost of a ‘Big Bright Future’ project.

A representative of Mode Rehabilitation attended the meeting and submitted an application for ward flexibility funding towards the cost of a ‘Big Bright Future’ project.

 

RESOLVED - That approval be given to an application for Ward Flexibility Funding from Mode Rehabilitation for a grant of £1,000 towards the cost of a ‘Big Bright Future’ project.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Werneth Area Committee area.

A representative of Deputy Chief Executive submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

 

It was commented that with regard to the Stop Notice and Enforcement Notice served on Land at Mill Lane, Romiley relating to the importation, sorting, storage and disposal of soil, building rubble and other materials, the landowner had sought to comply with the notice by levelling the waste material stored at the site rather than removing it as required.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Deputy Chief Executive be requested to inform the Planning Enforcement Officer of the landowner’s failure to comply with the Enforcement Notice served on Land at Mill Lane, Romiley.

Review of Outcomes Tour 2018 pdf icon PDF 109 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report outlines the findings of the review of outcomes tour undertaken on Friday, 5 October 2018 and requests that the Area Committee gives consideration to the arrangements for the 2019 tour.

 

The Area Committee is recommended to :-

 

(1)  Comment on and note the findings of the 2018 Annual Review of Outcomes Tour.

 

(2) Nominate a completed development site to be included on the list of sites to be inspected on the 2019 Annual Review Tour; and

 

(3) Nominate Members to attend the Annual Review Tour on Friday, 4 October 2019.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing the findings of the Review of Outcomes tour undertaken on Friday, 5 October 2018 and requesting that the Area Committee gives consideration to the arrangements for the 2019 tour.

 

It was commented that there had been a significant delay in submitting the analysis of the 2018 Tour to area committees, and that this should be brought forward in future years.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Bredbury Curve residential development be nominated for inclusion on the list of sites to be included on the 2019 Annual Review Tour:-

 

(3) That Councillors Chris Gordon and Mark Roberts be nominated to attend the Tour.

The report details a proposal to carry out a Preventative Treatment on the footway of Merton Avenue, Bredbury.

 

The Area Committee is recommended to give approval to the carrying out of a Preventative Treatment on the footway of Merton Avenue at a cost of approximately £1,000 to be funded from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation).

The Metropolitan Borough Council of Stockport (Vernon Road, Bredbury) (Prohibition of Waiting) Order 2019 pdf icon PDF 77 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details six objections received against a proposed ‘No Waiting At Any Time’ traffic regulation order on Vernon Road, Bredbury.

 

The Area Committee is recommended to consider the objections and determine how to proceed with the proposed scheme.

RESOLVED – That in the light of the objections received to the proposal, the Order not be made as advertised.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Area Flexibility Funding.

 

The following comments were made/ issues raised:-

 

·         It was commented that a mobile Speed Indicator Device had been installed on Carlton Avenue, Romiley on December 2018, however the results of this were still outstanding.  It was further noted that the Area Committee had made repeated requests for the data obtained from the mobile Speed Indicator Devices located throughout the Werneth area which had not been forthcoming.

·         The Area Committee had considered a number of objections to a proposed Prohibition of Waiting Order on Oldmoor Road, Bredbury at its last meeting and at that stage agreed to defer consideration of the item.  It was confirmed that ward councillors and officers had subsequently met the discuss the proposal, and it was proposed that the matter would be reviewed after a three month period to determine if any further intervention was required at this location.
