To approve as a correct record and sign the Minutes of the meeting held on 12 December 2016.

Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 12 December 2016 were approved as a correct record and signed by the Chair subject to the deletion of Councillor Chris Gordon from the list of attendees at the meeting.

Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair announced that on 4 March 2017 a litter pick had been organised at Field Street, Bredbury as part of the ‘Great British Spring Clean’ initiative organised by Keep Britain Tidy.

 

It was further announced that also on 4 March the Mayor would be holding a charity morning coffee/ afternoon tea event at St Barnabas Church, Bredbury with all proceeds going to the Mayors Charity.

4.(ii)

Neighbourhood Policing

Minutes:

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 to allow the Area Committee to consider representations from Greater Manchester Police and contributions from the public in relation to incidents of anti-social behaviour).

 

PC Gareth Latham and PCSO John Cracknell (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the Werneth area.

 

The following issues were raised/ comments made:-

 

·         There had been significant problems of anti-social behaviour in the Bredbury area which had included damage to bus stops and fencing panels, objects being thrown at vehicles and reported problems at Woodley Precinct.

·         Policing resources were being prioritised to tackle this problem.

·         It was important that the police used social media as a tool to inform and warn residents about ongoing issues.  It was acknowledged that staffing and training issues had meant that this had not been as prompt as it could have been in the Werneth area.

·         It was requested that attention be given to parking outside and in the vicinity of Greave Primary School at school drop off and collection times as inconsiderate parking had intensified.

·         Residents complained that youths were using ballast from the railway line adjacent to Wyecroft Close, Woodley as missiles to break the windows at the former mill building adjacent to the entrance to the Close.

 

 

RESOLVED – That PC Latham and PCSO Cracknell be thanked for their attendance.

4.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

One public question was submitted relating to the phasing of works at Greave Primary School and whether the works to ameliorate drainage from the site would commence prior to the building works.

 

RESOLVED – That the Democratic Services Manager be requested to respond to the questioner in writing.

4.(iv)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         Further detail on the traffic management measures that would be needed in respect of carriageway resurfacing works on Stockport Road West, Bredbury was requested.

·         It was reported that the grass verges on Leyfield Avenue, Romiley had been damaged by vehicles.  While the verges had been reseeded, further work was needed to identify solutions to this problem which may include bollards or the provision of a mowing strip.

 

RESOLVED – That Robin Boardman be thanked for his attendance.

Welcomb Close, Bredbury - Footway Re-surface pdf icon PDF 89 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details a proposal for the partial resurfacing of the footway on Welcomb Close, Bredbury.

 

The Area Committee is recommended to give approval to the partial resurfacing of the footway on Welcomb Close, Bredbury at a cost of £400 to be funded from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation).

RESOLVED - That approval be given to the partial resurfacing of the footway on Welcomb Close, Bredbury at a cost of £400 to be funded from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation).

To consider an application received on behalf of the ‘Royal Oak Armed Forces Day’ for ward flexibility funding towards the cost of a PA system and advertising the event.

Minutes:

A representative of the Democratic Services Manager submitted an application for ward flexibility funding received on behalf of ‘The Royal Oak Armed Forces’ for funding towards the cost of a PA system and advertising the event.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £90 to the ‘The Royal Oak Armed Forces’ for funding towards the cost of a PA system and advertising the event.

To consider an application received on behalf of the ‘Forward Together’ for ward flexibility funding towards the cost of a PA system and advertising the event.

Minutes:

A representative of the Democratic Services Manager submitted an application for ward flexibility funding received on behalf of ‘Forward Together’ for funding towards the cost various materials, trips and support sessions for the organisation.

 

RESOLVED – That the Democratic Services Manager be recommended to decline to make a grant to ‘Forward Together’ on the grounds that the applicant had not sufficiently demonstrated how the application would benefit residents of the Werneth area.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Werneth Area Committee area.

RESOLVED – That the report be noted.

8.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details a proposal to add a Restricted Byway along Vernon Road to the Definitive Map and Statement.

 

The Area Committee is recommended:-

 

(1) To give approval to the making of a modification order to add that part of Vernon Road marked A-B on the map at Appendix 1 to the report to the Definitive Map and Statement for Stockport as a Restricted Byway and in the event that no objections are received to the order, or that any objections are withdrawn, the order be confirmed.

 

(2) That in the event that objections are received, and sustained, the order be submitted to the Secretary of State for confirmation.

RESOLVED – That approval be given to:-

The report details proposals to improve the levels of safety and reduce the potential risk for road traffic incidents on Ashton Road and Crookilley Way.

 

The Area Committee is recommended to give approval to the statutory legal advertising of the moving traffic regulation orders schedule within Appendix A to the report; and subject to no objections being received within 21 days, the subsequent making of the Order.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility and the Delegated budget.

 

Members expressed concern in relation to progress towards implementing a number of the traffic schemes previously approved by the Area Committee.
