To approve as a correct record and sign the Minutes of the meeting held on 7 November 2016.

The Minutes (copies of which had been circulated) of the meeting held on 7 November 2016 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests which they had in any of the items on the agenda for the meeting.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee subject to the exclusions set out in the code of practice.

Two public questions were submitted as follows:-

·         The provision of real-time information displays at Woodley Railway Station.

In response it was stated that Woodley Railway Station was one of only a few railway stations within Stockport that had not received new passenger information displays.  It was commented that Transport for Greater Manchester had initially targeted funding towards those stations with the highest levels of patronage.  However, the Chair undertook to approach the Council’s representatives on the Transport for Greater Manchester Committee to ask them to support and lobby for the introduction of real-time information displays.

·         The introduction of a 20mph speed restriction at the top of Sandy Lane, Romiley in the direction of Werneth Road.

In response it was stated that this request would be forwarded to Traffic Services for further investigation.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

The following comments were made/ issues raised:-

·         Carriageway repairs at the junction of Barrack Hill and Gorsey Bank, Romiley were due to commence early in the New Year.

·         Concerns had been raised in respect of noise nuisance from a licensed premises in Woodley which were currently being investigated.

·         It was reported that a dog waste bin on Graven Bank Road, Woodley had not been emptied for some time which had led to bagged dog waste being left around the locality.

·         There was a large pot hole in the carriageway of Poleacre Lane, Woodley and tree growth was causing a garden wall to lean into the road.

·         An investigation was taking place into traffic light sequencing along Stockport Road, Woodley following concerns being raised in relation to the flow of traffic in the direction of Stockport.

RESOLVED – That Robin Boardman be thanked for his attendance.

To receive petitions from members of the public and community groups.

A representative of the Democratic Services Manager reported on the receipt of one petition received on behalf of the residents of Auburn Avenue, Bredbury, signed by seven signatories, requesting the introduction of a Residents’ Permit Parking Scheme.

RESOLVED – That the petition be referred to the Corporate Director for Place Management & Regeneration for investigation.

Local residents are being invited to attend their local Area Committees and to learn more about the Greater Manchester Spatial Framework (GMSF) proposals.

The GMSF plan seeks to build 19,000 homes in the next two decades across Stockport, as well as bring new jobs and new infrastructure (such as transport links, utility networks, schools and health provision) required to achieve this.

Representatives of the Corporate Director for Place Management and Regeneration attended the meeting and made a presentation in respect of the consultation being undertaken by the Greater Manchester Combined Authority on the Greater Manchester Spatial Framework.

The following comments were made/ issues raised:-

·         Concern was expressed that a large number of the sites that would affect the Werneth area were located in the Tameside area and which did not form a significant part of the ongoing consultation taking place within the Stockport area.

·         It was commented that the consultation had not been well publicised.

·         It was asserted that the current Bredbury Park Industrial Estate was not used to capacity and the proposal to significantly extend the Estate was therefore unnecessary.

·         Not all of the affected landowners had been directly informed of the proposals.

·         The consultation period was insufficient to allow full engagement with the public and to enable them to formulate a considered response.

·         Each site will be the subject of a masterplan which would provide additional detail on the potential for development.

·         It would be difficult to increase the capacity of existing transportation infrastructure to facilitate a number of the proposed sites.

RESOLVED – That the report and presentation be noted.

Hazel Lees and Angie Clark, representing the Friends of Romiley Station, will attend the meeting to provide an update on the work of the group in the four years since the Friends were established in 2012.

The following comments were made/ issues raised:-

·         The Area Committee had previously made a start-up grant to the Group in 2012 which had helped to start work on improvements to the environment of the station.

·         The Friends Group had succeeded in persuading Network Rail to retain the former signal box at the station and it was hoped to reuse the facility as a community asset.

RESOLVED – That Hazel Lees and Angie Clark be thanked for their attendance.

To consider an application received on behalf of the Stockport Canal Boat Trust for funding of £1000 (with £95.24 being sought from this Area Committee) towards the cost of a new platform lift to give access for wheelchairs to the New Horizons canal boat which is specially designed for people with disabilities.

James Dunlop attended the meeting and submitted an application on behalf of the Stockport Canal Boat Trust/ New Horizons for Ward Flexibility Funding towards the cost of a new platform lift to give access for wheelchairs to the New Horizons canal boat which is specially designed for people with disabilities.

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £95.24 to the Stockport Canal Boat Trust/ New Horizons towards the cost of a new platform lift to give access for wheelchairs to the New Horizons canal boat which is specially designed for people with disabilities.

To consider an application received on behalf of Tran Stockport for funding of £1000 (with £75 being sought from this Area Committee) towards the of startup costs of the organisation.

A representative of the Democratic Services Manager submitted an application received on behalf of Trans Stockport for Ward Flexibility Funding towards the cost of the startup costs of the organisation.

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £75 to Trans Stockport towards the cost of the startup costs of the organisation.

To consider a report of the Service Director (Place Development).

The following development applications will be considered by the Area Committee:-

The Chief Executive is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

The laying out and construction of a proposed new bridleway/cycleway between Stockport Road West and Dark Lane, a new footbridge across the River Goyt and a new cycleway/ footway within Woodbank Park, including landscaping.

The Area Committee is requested to recommend that the Planning & Highways Regulation Committee grants planning permission.

In respect of plan no. 63049 for the laying out and construction of a proposed new bridleway/cycleway between Stockport Road West and Dark Lane, a new footbridge across the River Goyt and a new cycleway/ footway within Woodbank Park, including landscaping on land within and north of Woodbank Memorial Park, Turncroft Lane, Stockport,

a member of the public spoke against the application; and

the applicant spoke in support of the application.

A representative of the Corporate Director for Place Management & Regeneration submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

To consider a report of the Corporate Director for Place Management & Regeneration.

In October 2015, Traffic Services purchased 4 mobile speed signs (Speed Indication Devices or SIDs) to be used across the Borough to assess traffic speeds and remind drivers who are exceeding the speed limit to “slow down”.  Traffic Services received a request from the Bredbury Green and Romiley Ward Spokesperson to purchase and manage a SID to be used exclusively in that ward.  This Report highlights the costs of purchasing and managing the upkeep of this additional sign.

The Area Committee is recommended to give consideration to the costs associated with the acquisition (£2,922.30) and installation/maintenance (between £1,462.50 and £1,937.50 per annum) of a mobile speed sign for use within the Bredbury Green and Romiley Ward, to be funded from the Area Committee’s Delegated Budget (Bredbury Green and Romiley ward allocation) and to determine whether to proceed with the acquisition on the basis of those costs.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing a proposal for the purchase and management of a Speed Indication Device for use exclusively within the Werneth area.

RESOLVED – That approval be given to the purchase and subsequent installation and maintenance of a mobile speed sign for use within the Werneth Area at a one off cost of £2,922.30 and an anticipated recurring annual cost of between £1,462.50 (year one) and £1,937.50 (years two and three) to be funded from the Area Committee’s Delegated Budget (50% from each ward allocation) subject to further discussion relating to the costs associated with the maintenance and management of the sign.

To consider a report of the Corporate Director for Place Management & Regeneration.

The report details a proposal to introduce ‘No Waiting at Any Time’ (double yellow lines), to the west side of George Lane from the entrance to the sorting office, north past the access to the unadopted Millstone Close.  Some limited waiting to either side of the sorting office exit is also proposed to facilitate the collection of parcels by members of the public and, allow a changeover of vehicles, thus enabling staff to store their personal vehicles in the sorting office car park.  Additional road markings are also proposed, to draw attention to the presence of Hardman Avenue and the domestic access.

The proposals have been brought forward following concerns in relation to problems caused by long-term parking on George Lane, in the vicinity of the sorting office.

The Area Committee is requested to recommend that the Executive Councillor (Communities and Housing) gives approves the legal advertising of the following Traffic Regulation Order, and subject to no objections being received within 21 days from the advertisement date, the subsequent making of the order at a cost of £1,500 to be funded from the Strategic Budget:-

The Area Committee is recommended to give approval to the removal of the existing gates from their current position and the installation of new larger gates set back from the site boundary to allow a larger area for vehicles to manoeuvre without the loss of any residents parking, at a cost of £1,600 to be funded from the Area Committee’s Delegated Budget (Bredbury and Woodley ward allocation).

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) detailing a proposal to market with a view to re-letting a small brick built building with land either side at the foot of the railway station approach, Romiley.

It was commented that any future tenant of the building should be requested to accommodate the existing planters adjacent to the kiosk currently used as part of the ‘Incredible Edible Romiley’ project.

RESOLVED – That the Deputy Chief Executive be recommended to market with a view to re-letting the land and building at the foot of Railway Station Approach, Romiley on the terms outlined in the report.

The report details a proposal for the grant a 25 year lease in respect of the land and buildings at Welkin Road, Lower Bredbury to Spurley Hey Football Club.

The proposed site falls within the boundary of the Central Stockport Area Committee, but adjacent to the boundary of the Bredbury & Woodley ward.  The matter will therefore also be considered by the Central Stockport Area Committee on 15 December 2016.

The Area Committee is recommended to comment on and note the report.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) detailing a proposal to grant a 25 year lease in respect of the land and buildings at Welkin Road, Lower Bredbury to Spurley Hey Football Club.

RESOLVED - That the Deputy Chief Executive be recommended to grant a 25 year lease in respect of the land and buildings at Welkin Road, Lower Bredbury, Stockport to Spurley Hey Football Club on the terms identified in the report.

The report details a proposal to market with a view to re-letting a vacant shop at Woodley Precinct, Hyde Road, Woodley.  The premises were last used as a post office.
