Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 6 June 2016 were approved as a correct record and signed by the Chair subject to the correction of a typographical error under Minute 6(vii) to the deletion of the text “pf” and its replacement with “of”.

Councillor Christine Corris left the meeting during the consideration of this item and took no part in the discussion or vote.

Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair announced that an open day would be held at Woodley Allotments between 12 noon and 3.00 pm on 24 July 2016.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

One public question was submitted relating to the cutting back of vegetation on Healdwood Road, Woodley.

 

The Chair responded that this matter had already been referred to Solutions SK.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         There had been a high volume of enquiries in relation to drainage following the recent heavy rainfall throughout June and July.

·         An investigation was ongoing in relation to the cause of water ponding on the carriageway at the junction of Church Lane and Stockport Road, Romiley.

·         Stockport Homes were arranging for the quarterly cleansing of the footpath over the railway bridge in Woodley.

·         A collapse in the footway outside 116 Compstall Road, Romiley had been repaired.

·         The resurfacing of George Lane, Bredbury had been completed up to the extent of previous resurfacing works on the highway.  Clarity was requested on the date when those resurfacing works had last been carried out.

·         Concern was expressed in relation to vegetation overhanging the footway from St Chads Church, Romiley and whether this could be cut back.

 

RESOLVED – That Robin Boardman be thanked for his attendance.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

RESOLVED – That consideration of this application be deferred to the next meeting of the Area Committee pending the attendance of the applicant.

To consider the development applications where members of the public have attended the meeting in order to speak or hear the Area Committee’s deliberations.

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

Annual Review of Outcomes Tour 2016 pdf icon PDF 54 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report outlines the proposed arrangements for the Annual Review of Outcomes Tour and requests the Area Committee to submit their recommendations for a completed development site within their area to be included on the list of sites to be inspected by the Tour delegates. In addition the Area Committee is asked to provide nominations for delegates to attend.

 

The Area Committee is recommended to:-

 

(1) Nominate a completed development site to be included on the list of sites to be inspected on the Annual Review Tour.

 

(2) Nominate Members to attend the Annual Review Tour on Friday, 7 October 2016.

Minutes:

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing a proposal to hold the Annual Review of Outcomes Tour on 7 October 2016 and requesting the Area Committee to submit a recommendation for a completed development site within the Werneth area to be included on the list of sites to be inspected by the Tour delegates.  In addition the Area Committee was also asked to provide nominations for delegates to attend.

 

RESOLVED – (1) That the Annual Review of Outcomes Tour be requested to inspect the residential development at the former Bredbury Day Nursery, Highfield Park Road, Bredbury.

 

(2) That Councillor Chris Gordon be nominated to attend the Tour.

This report details a request for the grant of a licence to use a plot of land for grazing ponies on an area comprising approximately 1.1 acres and lying to the south of Stockport Road West and north of Tarvin Drive, Bredbury.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive detailing a request for the grant of a licence to use a plot of land for grazing ponies on an area comprising approximately 1.1 acres and lying to the south of Stockport Road West and north of Tarvin Drive, Bredbury.

 

RESOLVED – That the Deputy Chief Executive be recommended to offer an annual grazing licence to the applicant on the terms outlined in the report.

To consider a report of the Corporate Director for Place Management and Regeneration

 

The report details proposals to transfer Cheadle Hulme and Werneth Recreation Centres to Cheadle Hulme High School and Werneth High Schools respectively in line with the provisions of the final Business Case for the Investing in Stockport: Leisure Facilities project which was agreed by the Executive in February 2015.

 

The Area Committee is recommended to comment on and note the report, prior to its consideration by the Executive at its meeting on 19 July 2016.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) detailing proposals to transfer Cheadle Hulme and Werneth Recreation Centres to Cheadle Hulme High School and Werneth High Schools respectively in line with the provisions of the final Business Case for the Investing in Stockport: Leisure Facilities project which was agreed by the Executive in February 2015.

 

RESOLVED – That the Executive be recommended to give approval to the appropriation of the Werneth Recreation Centre from the Reform & Governance portfolio to the Education portfolio and the transfer of the responsibility for the operation of Werneth Recreation Centre from Life Leisure to Werneth School.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility and the Delegated budget.

 

It was commented that notwithstanding the response of the Corporate Director for Place Management & Regeneration, it was members’ view that additional directional signage was needed in respect of Greave Tennis Club.
