The Minutes (copies of which had been circulated) of the meeting held on 14 December 2015 were approved as a correct record and signed by the Chair.

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair reported that the Reverend Sue Shrine had been appointed as the new vicar of St Barnabas Church, Bredbury.  The Area Committee welcomed Reverend Shrine to the area.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

Four public questions were submitted.

 

·         Relating to whether the Area Committee would consider funding mobile speed monitors to inform drivers of their speed and gather evidence from speeding hotspots to combat speeding traffic in the area.

 

In response it was stated that the Chief Executive would be requested to investigate the cost of speed monitors, identify speeding hotspot and that a report be submitted to a future meeting of the Area Committee.

 

·         Relating to whether the Area Committee would consider having markings painted on the junction of School Brow, George Lane, Barrack Hill and Berrycroft Road to make it clearer where turning vehicles should wait.

 

In response it was stated that the Chief Executive would be requested to confirm the cost of the remarking of the junction markings at School Brow, George Lane, Barrack Hill and Berrycroft Road and that the Democratic Services Manager in consultation with the Chair of this Area Committee be authorised to give approval to these works being funded from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation).

 

·         Relating to a proposal to name a linked series of bridle/ cycleways extending from Hilltop Drive in Marple along the Goyt Valley, through to Dark Lane in Lower Bredbury as the ‘Alan Newton Way.

 

It was stated that this question would be considered in conjunction with Agenda Item 8 – ‘Proposed Alan Newton Way’ (see Minute 9 below).

 

·         Relating to whether the recently installed fence on the perimeter of the play area on Riversdale View, Woodley could be moved back to prevent vehicles from colliding with it.

 

In response it was stated that the Chief Executive would be requested to consider relocating the fence further back to prevent vehicles from colliding with it and that a report be submitted to a future meeting of the Area Committee.

4.(iii)

Public Realm

The Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         Resurfacing work had commenced on Compstall Road;

·         The bus stop on Higher Bents Lane was due to be cleared with the vegetation being cut back;

·         Works to the retaining wall on Cherry Tree Lane had been completed;

·         An offender had been cautioned by an enforcement officer for fly tipping on Corrie Way, Bredbury;

·         There had been reports of traffic going the wrong way on Barlow Fold and a traffic monitor could be used to monitor the extent of the issue;

·         A bench on the War Memorial on George Lane has been damaged by a vehicle accident and needed replacing.

 

RESOLVED – That Robin Boardman be thanked for his attendance.

5.

Beech Lane, Romiley - Verge Improvements pdf icon PDF 90 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details a proposal to repair verges, lay Bodpave and provide bollards between Stockport Road and the Liberal Club on Beech Lane, Romiley.

 

The Area Committee is recommended to give approval to the following scheme at a cost of £3,220 to be funded from the Area Committee’s Delegated Budget (Bredbury Green and Romiley Ward allocation):-

 

Area 1-  Exit from car park

Excavate grass verge area and provide and lay new topsoil to both sides of the exit and install 2 new bollards to prevent parking.

 

Area 2- Entrance to Car park near tree

Take out grass at end of verge and bitmac.

 

Area 3- Approach to car park

Soil and seed verge and lay Bodpave to protect.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details a proposal for the naming of a linked series of bridle/ cycleways extending from Hilltop Drive in Marple, along the Goyt Valley, through to Dark Lane in Lower Bredbury as the Alan Newton Way.

 

The Area Committee is recommended to

 

(1) Note the report.

 

(2) Give approval to the naming of the new route as the Alan Newton Way.

 

(3) Support the proposal by giving consideration to the use of some of its Local Initiative Funding towards the total anticipated costs of £10,000.

A representative of the Chief Executive submitted a report (copies of which had been circulated) detailing a proposal for the naming of a linked series of bridle/ cycleways extending from Hilltop Drive in Marple, along the Goyt Valley, through to Dark Lane in Lower Bredbury as the Alan Newton Way.

 

The Chair reported that a public question had been submitted in relation to this in relation to whether the proposal represented value for money given that the right of way was a bridleway and it was proposed to name it after a cyclist.

 

In response a representative of the Chief Executive stated that the right of way was on the “Connect2” cycle route and that the improvements had been funded through cycle schemes.

 

RESOLVED – (1) That the report be noted.

(2) That approval be given to the naming of the new route as Alan Newton Way.

 

(3) That the Chief Executive be requested to submit a further report detailing a breakdown of the projected costs of the proposed provision of signage and information boards.
