Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 9 November 2015 were approved as a correct record and signed by the Chair.

Declarations of Interest

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair thanked the volunteers involved in the recent Woodley Christmas Market, which had been supported by a financial contribution from the Area Committee’s Area Flexibility Budget.

 

The Chair further reported that members of the public had complained that the Iceland Supermarket in Woodley had started to impose a charge for the use of the car park at Woodley Precinct.  However Iceland had since confirmed that it was no longer pursuing the proposal.  It was further commented that the car park was the subject of a long-term lease from the Council the terms of which stipulated that a charge could not be imposed for the use of the facility.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(iii)

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

The Chair reported that the Public Realm Officer was unable to attend this meeting of the Area Committee, however it was stated that a summary of activities with the Public Realm service area had been circulated to members of the area committee separately.

 

The following comments were made/ issues raised:-

 

·         Concern was expressed that the analysis of the traffic survey undertaken on Carlton Avenue, Romiley had not yet been completed.

·         It was commented that the Highway Investment Programme for 2016/17 had recently been published and the Werneth area was not a significant beneficiary of proposed works during this year’s programme.

·         A resident reported that residents were having difficulty negotiating Woodlands Drive, Woodley on foot due to accumulations of leaves.  In response, it was stated that Woodlands Drive was an unadopted highway and that in the light of reductions in the Council’s overall budget, it may not be possible for the Council to undertake discretionary works to highways that were not within its control.

To receive petitions from members of the public and community groups.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

Area Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Werneth Area Committee area.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details proposals for the amendment of an existing ‘No Waiting At Any Time’ Traffic Regulation Order on Beech Lane, Romiley. 

 

The Traffic Services section received notification that following carriageway resurfacing, double yellow lines indicating ‘No waiting at any time’ had been applied to a greater length of the eastern edge of Beech Lane, than had been present pre-works.  Inspection of the relevant TRO revealed that the markings as applied post-works, were as per the Order.  However, residents had come to rely on this extra on-street parking facility and requested that the TRO be amended.

 

The Area Committee is recommended to give approval to the statutory legal advertising of the following Order, and subject to the receipt of no objections being received within 21 days from the advertisement date, the subsequent making of the Order at a cost of £525 to be funded from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation):-

 

Revoke No Waiting at Any Time

Beech Lane, Romiley, east side, from a point 42 metres south of the southerly kerb line of Stockport Road, for a distance of 50 metres.

 

Proposed No Waiting at Any Time

Beech Lane, Romiley, east side, from a point 42 metres south of the southerly kerb line of Stockport Road, for a distance of 44 metres.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing proposals for the amendment of an existing ‘No Waiting At Any Time’ Traffic Regulation Order on Beech Lane, Romiley to reflect the markings that had been present prior to resurfacing works on the carriageway rather than that which was proscribed in the extant traffic regulation order.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details a proposal for the introduction of ‘No Waiting at Any Time’ restrictions at the junction of Powicke Drive and Overdale Road, Romiley.  The  proposals have been developed following the receipt of reports that the junction was subject to congested parking on a daily basis which hindered visibility and safety for other road users.  In particular there was concern about vehicles parking on the blind bend (Overdale Road) creating a potentially dangerous situation for vehicles turning left from Powicke Drive into Overdale Road.

 

The Area Committee is recommended to give approval to the statutory legal advertising of the following Order, and subject to the receipt of no objections being received within 21 days from the advertisement date, the subsequent making of the Order at a cost of £550 to be funded from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation):-

The report details a proposal to dispose of the Bredbury Green Civic Hall by way of public auction.

Minutes:

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing a proposal to dispose of the Bredbury Green Civic Hall by way of public auction.

 

It was commented that in any future redevelopment of the hall, careful consideration would need to be given to the means of access due to constrained nature of the site.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.
