Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair announced that construction work at Arden Primary School, Bredbury had almost been completed and that pupils were expected to move into the building from October half-term.

 

It was further announced that Werneth School had been included in the Government’s Priority Schools Building Programme which would mean that a completely new school building would be constructed and that this was due for completion in September 2016.

 

Finally, the Chair reported that the Friends of Romiley Station had received permission from Network Rail to take over the disused signal box at the station and that work was ongoing to tidy up the flower beds in the adjacent car park.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

One public question was submitted relating to speeding traffic on Sandy Lane, Romiley near its junction with Greave and Lane Ends and whether the Chair would be able to pursue this matter further.

 

RESOLVED – That, in accordance with the Code of Practice, the Democratic Services Manager be requested to respond to the questioner in writing within seven days.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         The Community Payback Team had cut back vegetation on Dye Lane, Romiley.

·         Sections of Highfield Avenue and Harrytown, Bredbury had been resurfaced.

·         The Council had received seven reports of flytipping within the Werneth area which were currently being investigated.

·         Concern was expressed in relation to speeding traffic on Compstall Road, Romiley near its junction with Springwood Lane which had resulted in a number of accidents.

·         It was reported that there was a depression in the eastbound carriageway of Stockport Road West, Bredbury near its junction with The Broadway.

 

RESOLVED – (1) That Robin Boardman be thanked for his attendance.

 

(2) That the Corporate Director for Place Management & Regeneration be requested to investigate whether there were any additional mitigation measures that could be implemented on Compstall Road, Romiley near its junction with Springwood Lane which would reduce the speed of vehicles and improve road safety and that a report be submitted to a future meeting of the Area Committee outlining any such proposals.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

Area Flexibility Funding - Romiley Allotments pdf icon PDF 1 MB

To consider an application received from Romiley Allotments for area flexibility funding of £866 towards the cost of providing a canopy for an existing wooden shed at the allotment.

Minutes:

David Percy attended the meeting and submitted an application on behalf of the Romiley Allotments for Area Flexibility Funding towards the cost of providing a canopy for an existing wooden shed at the allotment.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £866 to Romiley Allotments towards the cost of providing a canopy for an existing wooden shed at the allotment.

7.

Application to make Modification Order to upgrade Footpath 30 Bredbury & Romiley from Footpath to Bridleway pdf icon PDF 135 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details an application that has been received to modify the definitive map and statement for Stockport under section 53 of the Wildlife and Countryside Act 1981 by upgrading part of footpath 30 Bredbury & Romiley to a bridleway. 

 

The matter was deferred by the Werneth Area Committee on 8 December 2014 pending a re-evaluation of the evidence submitted as part of the original application and the process by which this material was assessed. as there was insufficient information to properly consider the issue.

 

It is recommended that:

 

(i)            The Committee resolve to make a modification order to upgrade footpath 30 Bredbury & Romiley to a bridleway.

(ii)          In the event that no objections are received to the order, or that any objections are withdrawn, the order be confirmed. In the event that objections are received, and sustained, the order be submitted to the Secretary of State for confirmation.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing an application that had been received to modify the definitive map and statement for Stockport under section 53 of the Wildlife and Countryside Act 1981 by upgrading part of footpath 30 Bredbury & Romiley to a bridleway.

 

RESOLVED – (1) That approval be given to the making and legal advertising of an Order under Section 53 of the Wildlife and Countryside Act 1981 to upgrade to a bridleway part of Footpath 30 Bredbury & Romiley between points A – B – C – D as shown on the map at Appendix 1 to the report.

 

(2) That subject to the receipt of no objections, or to the withdrawal of any such objections to the proposed Order, the Order be confirmed or else referred to the Secretary of State for confirmation.

The report details a number of objections that have been received in relation to a proposed Permit Parking Scheme for St Marks Street, Woodley.

A representative of the Democratic Services Manager submitted a joint report of the Deputy Chief Executive and Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing a number of objections that had been received in relation to a proposed Permit Parking Scheme traffic regulation order for St Marks Street, Woodley.

 

RESOLVED - That notwithstanding the objections, the Order be made as advertised.

9.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The Council is responsible for many kilometres of highway grass verges that are maintained on an ongoing basis in terms of mowing under the Street Cleansing and Grounds Maintenance contract.  However, the Council is receiving an increasing number of reports relating to damaged / rutted grass verges from vehicles parking half on and half off the verge or driving over the verge.

 

The report details the various options for the repair and prevention of damage to grass verges.
