With deep regret, Councillor Hazel Lees referred to the recent death of the Chair of the Area Committee, Councillor Mike Wilson.  Councillor Chris Gordon and Syd Lloyd spoke with regard to Councillor Wilson’s length and breadth of service with the Council and for and on behalf of the people of Stockport.

 

All those present stood in silence as a mark of respect to the memory of Councillor Wilson.

Election of Chair

Minutes:

RESOLVED – That Councillor Hazel Lees be elected Chair of the Area Committee for the period until the next Annual Council Meeting.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Public Realm

The Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         Remedial works had been completed on Sandringham Road, Bredbury.

·         The resurfacing of Barrack Hill, Romiley was due to commence on 9 February 2015.

·         A number of spoof ‘NHS for Sale’ posters had been removed from street furniture throughout the Werneth area.

 

RESOLVED - That Robin Boardman be thanked for their attendance.

Area Flexibility Funding - Chelwood Foodbank Plus pdf icon PDF 1 MB

To consider an application from Chelwood Foodbank Plus for funding of up to £1000 towards the cost of running a minibus.

Minutes:

A representative of the Democratic Services Manager reported on the receipt of an application received on behalf of Chelwood Foodbank Plus for funding from the Area Flexibility Budget of up to £1000 towards the cost of running a minibus.

 

RESOLVED – That the Democratic Services Manager be recommended to make a grant of £100 to Chelwood Foodbank Plus towards the cost of running a minibus.

The Area Committee is requested to recommend that the Planning & Highways Regulation Committee grant planning permission.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Werneth Area Committee area.

A representative of the Corporate Director for Place Management & Regeneration submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The Area Committee considered a report on 8 December 2014 for origin and destination surveys to be undertaken by Transport for Greater Manchester following representation made by residents of Carlton Avenue relating to the speed and volume of vehicles.

 

The Area Committee recommended that an additional survey be undertaken, and following consideration by the Executive Councillor (Communities & Sustainability) the Area Committee is being asked to give consideration to a revision to the suggested location and that funding for the survey be allocated from the Area Committee’s delegated budget.

 

The Area Committee is recommended to consider the Executive Councillor’s (Communities & Sustainability) request that the cost of the Origin & Destination surveys as shown on drawing attached to the report is funded at a cost of £1,450 with 50% of the cost being met from the Area Committee’s delegated budget (£725) and 50%f from the Executive Budget (£725).

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had ben circulated) outlining the background to concerns in relation to the speed and volume of vehicles using Carlton Avenue, Romiley in the morning and evening peak times.

 

It was reported that the Area Committee had considered a report on 8 December 2014 for origin and destination surveys to be undertaken by Transport for Greater Manchester and the Area Committee recommended that an additional survey be undertaken to those proposed within the report, and following consideration by the Executive Councillor (Communities & Sustainability) the Area Committee was asked to give consideration to a revision to the suggested location and that funding for the additional survey be allocated from the Area Committee’s delegated budget.

 

It was commented that in addition to the four surveys proposed at Carlton Avenue/Compstall Road, Carlton Avenue/Heyworth Avenue, Heyworth Avenue/Sandy Lane and Barnfield Avenue/Birchvale Drive a further survey be undertaken at Broad Hey/ Barlow Fold Road.

 

RESOLVED - That, subject to the inclusion of an additional survey at the junction of Broad Hey and Barlow Fold Road, Romiley, the Executive Councillor (Communities & Sustainability) be recommended to authorise Transport for Greater Manchester to undertake ‘origin and destination’ traffic surveys at the locations identified in the report with any associated costs being met jointly from the Area Committee’s Delegated Budget and the Executive Budget.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details a proposal to introduce 'No Waiting at Any Time' waiting restrictions as part of the condition for planning consent DC049696 of the redevelopment of the old Cherry Tree Public house site for new dwellings.

 

The Area Committee is recommended to give approval to that element of the following scheme that falls within its purview, and is requested to recommend that the Executive Councillor (Communities & Sustainability) gives approval to the remainder with any associated funding implications having been secured as part of the above planning agreement.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had ben circulated) detailing a proposal to introduce 'No Waiting at Any Time' waiting restrictions as part of the condition for planning consent DC049696 of the redevelopment of the old Cherry Tree Public house site for new dwellings.

 

It was commented that an element of restrictions as proposed appeared excessive in the light of the limited parking capacity at the junction of Gotherage Close, Kinder Grove and Cherry Tree Lane.  In particular, it was stated that those restrictions protecting the junction of Gotherage Close and the west side of Cherry Tree Lane, and from the east side of Cherry Tree Lane into the north side of Kinder Grove were unnecessary.

 

RESOLVED – That the Corporate Director for Place Management & Regeneration be recommended to undertake further consultation with the Bredbury Green & Romiley ward spokespersons in relation to the extent of the proposed restrictions prior to consideration by the Executive Councillor (Communities & Sustainability).

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Corporate and Support Services (copies of which had been circulated) detailing a proposal for the disposal of the former Leyfield Day Centre by way of sale at public auction.

 

It was commented that any use of the site would need to be sensitive to its location with particular regard to any increase in traffic generation around what was a densely populated residential area.

 

RESOLVED – That, subject to the consideration of the comments of the Area Committee, the Corporate Director for Corporate and Support Services be recommended to give approval to the disposal of the former Leyfield Day Centre by way of sale at public auction.
