Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Public Realm Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Alan Whitfield (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

RESOLVED – That Alan Whitfield be thanked for his attendance.

Open Forum - Stockport Shopmobility

To receive a presentation from Mr John Leatherbarrow, Co-ordinator for Shopmobility in Stockport, on the activity of the organisation.

 

Minutes:

Mr John Leatherbarrow, Co-ordinator for Shopmobility, addressed the Area Committee on the work of the organisation. He reported that Shopmobility provided scooters, wheelchairs and sighted guides to take people to wherever they wanted to go in and around Stockport. It cost £10 a year or £20 for life membership, and offered independence for over 1,500 people who used the service.

 

RESOLVED – That John Leatherbarrow be thanked for his presentation and the services provided for Shopmobility.

In respect of plan no. 55757 for landfill to the construction of a new church/community hall at the rear of the existing church on the site of the previously demolished church hall  at 52 Barrack Hill, Bredbury, Stockport

Minutes:

A representative of the Corporate Director for Place Management and Regeneration submitted a report of the Council Solicitor (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

 

RESOLVED – That the report be noted.

7.

Modification of Definitive Rights of Way Map and Statement for Stockport - Upgrading of footpath 31 Bredbury & Romiley pdf icon PDF 55 KB

To consider a joint report of the Council Solicitor and the Corporate Director for Place Management and Regeneration.

 

The report details a proposal for the making of a Diversion Order under Section 118 of the Highways Act 1980 to change the route of definitive footpath 31 Bredbury & Romiley where areas of the footpath no longer exist and the making of a Modification Order under Section 53(2) of the Wildlife and Countryside Act 1981 to upgrade part of footpath 31 created under the Diversion Order to a bridleway.

 

The Area Committee is recommended to

 

(1)       Make an Order under section 119 of the Highways Act 1980 to divert part of footpath 31 Bredbury & Romiley as shown on the Order map (Points (i) – (ii) – (iii) – (iv) – (v) – (vi)).

 

(2)       Make an Order to upgrade part of footpath 31 Bredbury and Romiley (Points (i) – (ii) – (iii) – (iv) – (v) – (vi)) to bridleway status under Section 53 (2) in consequence of an event specified in subsection(3)(c)(ii) of the Wildlife and Countryside Act 1981.

The Democratic Services Manager submitted a report (copies of which had been circulated) of the Service Director (Education) requesting the Area Committee to provide nominations for governor vacancies at Greave Primary School, and to recommend the reappointment of Cllrs Gordon and Lees to Arden Primary School and Cllr Lloyd to Harrytown Catholic High School.

To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

The Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility budget.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to update the Area Committee at its next meeting in relation to progression of the sewer works on Otterspool Road, Romiley and the cost of introducing a 20mph speed limit order in the Goyt Valley estate area.

To consider a report of the East Area Housing Manager (Stockport Homes Limited)

 

The report updates the Area Committee on  progress  in  delivery  of  Stockport  Homes Neighbourhood Action Plans and seeks comments on further issues that the Action Plans might embrace in 2014-15 and priorities for the 2015/16 Plans which will be formulated later this calendar year.
