The Chair reported that the Chadkirk Well Dressing event held on Saturday, 28 July had been a huge success and had been attended by the Mayor.

 

It was then announced that the Romiley Methodist Railway Modellers would be holding a Model Railway Exhibition at Romiley Methodist Church on Saturday, 8 September 2018 with proceeds going to ‘Action for Children’.

 

It was further announced that the Romiley Young Farmers Show would be held on Sunday, 2 September 2018 at Gothic Farm, Cowlishaw Brow, Romiley.

 

Finally, it was reported that the Starting Point Community Learning Partnership would be organising an informal free lunch on Thursday, 16 August 2018 at the Windmill Café, Stockport to commemorate the 199th Anniversary of the Peterloo Massacre and to remember those who walked to Peterloo fields in hope of change.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to submit questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee.

 

Three questions were submitted as follows:-

 

·         Relating to whether the Council had received an application to release the Green Belt protection from the land occupied by Finland Park Farm and Mill Hill Farm and to build the proposed Bredbury Gateway Industrial Estate; would the Council welcome such an application; and would all residents of Woodley, Bredbury, Brinnington and Denton be informed about the receipt of such an application.

 

The Chair responded that he was not aware that any such development application had been received by the Council and that until such a time the Council would be unable to form a view on any future proposal for the use of the site.  It was further stated that the Council would follow its approved consultation process with regard to publicity around any development application, however this would not extend as widely as proposed by the questioner.  It was commented that all development applications were published on the Council’s website and would therefore be open to inspection by any interested party.

 

·         Relating to whether there had been any further developments with regard to the implementation of the recommendations from the Woodley Hyrdogeology Study.

 

The Chair replied that there had been no further developments to report since the last meeting of the Area Committee.

 

·         Relating to the commencement of resurfacing works on Werneth Road, Woodley.

 

The Chair replied that the works would be completed during 2018.

 

A further question was submitted that was ruled out of order as the Chair was of the view that it related to a quasi-judicial matter, questions relating to which were not permitted under the Public Question Time Code of Practice.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

It was commented that the public right of way adjacent to 44 Urwick Road, Romiley was not currently passable due to overgrown vegetation.

 

RESOLVED – That Robin Boardman be thanked for his attendance.

A representative of the Democratic Services Manager reported on the receipt of a petition received on behalf of the residents of Woodbank Avenue, Bredbury requesting the provision of speed humps.

 

RESOLVED – That the Corporate Director for Place Management & Regeneration be requested to make arrangements for the siting of the Area Committee’s Mobile Speed Indicator Device on Woodbank Avenue, Bredbury to determine the speed of vehicles using the road.

A representative of the Corporate Director for Place Management and Regeneration submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Werneth Area Committee.

 

It was commented that there had been no progress reported for a number of months with regard to the untidy land notice served at 10 Bunkers Hill, Romiley and further information was requested in relation to the action being taken to resolve this matter.

The report details a proposal to introduce No Waiting At Any Time traffic regulations orders on Birchvale Drive and Peaslake Close, Romiley following concerns being raised by local residents in relation to the safety of the junction.

 

The Area Committee is recommended to give approval to the legal advertising of the following Traffic Regulation Order and subject to the receipt of objections within 21 days of the advertisement date, the subsequent making of the orders at a cost of £1060 to be funded from the Area Committee’s Delegated Budget (Bredbury Green and Romiley ward allocation):-

The report details a proposal to supply and install two new ‘street name plates’ to clearly notify motorists that Station Road is a private road.

The report details a proposal to carry out large scale patching work to an unadopted highway at Station Road, Woodley.

 

The Area Committee is recommended to give approval to the undertaking of large scale patching work to the unadopted highway at Station Road, Woodley at a cost of £9,000 to be funded from the Area Committee’s Delegated Budget.

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order that the Area Committee could give consideration to a proposal to fund additional carriageway improvement works on Station Road, Woodley in advance of the proposed commencement date for the works).

 

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing a proposal to carry out large scale patching work to an unadopted highway at Station Road, Woodley.

 

The Area Committee noted that the Council would not ordinarily consider it appropriate to use the Area Committee’s Delegated Budget for works on unadopted highways.  However, the Area Committee was of the view that there were extenuating circumstances in this instance, namely that the carriageway on Station Road had been damaged by vehicles using the road as thoroughfare between Hyde Road and Werneth Road during recent highway works on Hyde Road.

 

The Area Committee also considered that in making a decision to commit funding to this scheme, it would need to be satisfied that the in the light of the circumstances presented in this case the use of the Area Committee’s budget was both appropriate and justified.  The Area Committee noted that in making a decision on this scheme, it would not be committing either the Area Committee or the Council to commit any future funding to either this site or any other unadopted highway in within the Borough.

 

RESOLVED – That approval be given to:-

 

(1) rescind the Area Committee’s decision of 4 June 2018 (ACEDW259) to give approval to the undertaking of minor repairs to the unadopted highway at Station Road, Woodley at a cost of £1,000 to be funded from the Area Committee’s Delegated Budget. (Bredbury & Woodley ward allocation); and

 

(2) the undertaking of large scale patching work to the unadopted highway at Station Road, Woodley at a cost of £9,000 to be funded from the Area Committee’s Delegated Budget.

10.

Delegated Ward Budget Request - Overdale Road Play Area pdf icon PDF 90 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details a proposal to undertake improvements to the play area at Overdale Road Play Area to include the installation of a 1.7m high junior slide and a basket swing.  The cost of the provision and installation of the equipment in addition to the provision of new safer surface is £11,000 of which £6,023.16 has already been secured by way of commuted sums.  The Area Committee is requested to make a contribution amounting to the remaining balance of £4,976.84 to allow the works to progress.

 

The Area Committee is recommended to give approval to the provision and installation of new play equipment at Overdale Road Play Area at a cost of £4,976.84 to be funded from the Area Committee’s Delegated Budget (Bredbury Green and Romiley ward allocation).

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress on decisions taken by the Area Committee since the last meeting and the current position on the Area Flexibility and the Delegated budget.

 

The following comments were made/ issues raised:-

 

·         The Chair commented that agreement had been secured to adopt an element of the highway at Annable Road to resolve the longstanding problem of parking and associated issues of vehicular access.

·         The Bredbury Green & Romiley ward highway spokespersons agreed to a proposal to provide a new street name plate at Dingle Hollow, Romiley.

·         It was commented that as a consequence of the improvements to the junction of Mill Lane and Hyde Road, Woodley the number of parking spaces at Woodley Civic Hall had been reduced.  Discussions were taking place with the Management Committee at the Civic Hall and Traffic Services to examine ways in which parking capacity at the Hall could be improved.
