The Chair announced that the next Romiley Food on Friday event would be held on 22 June 2018 between 6.30 pm and 9.30 pm.

 

It was further announced that the Romiley Park Fun Day was due to be held on 30 June 2018 between 11am and 3pm.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

Two public questions were submitted as follows:-

 

·         Relating to waste being left in the alleyway to the rear of Osborne Street and Yew Tree Drive, Bredbury.

 

In response it was stated that the Council was aware of the issue, however the land on which the waste had been left was not in the ownership of the Council and as such it was a private matter.  The Council’s enforcement team was in the process of contacting the landowners to ask them to remove the waste, and local residents had been written to advising them of their responsibilities with regard to waste.  It was requested that a report be submitted to the next meeting of the area committee detailing progress towards resolving this issue.

 

·         Relating to progress towards resolving the ongoing issues of water drainage on the University Estate, Woodley.

 

In response, it was stated that the Council had commissioned a study, the results of which were due to be submitted to the next meeting of the area committee.  Members of the area committee expressed their frustration that the report had originally been scheduled to come to the area committee in February and would now not be available until July.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         The Community Payback Team had removed bagged dog waste from land to the rear of Life Leisure Romiley.  In response, a member commented that the provision of a waste bin at this location would mitigate against this occurring in the future.

·         It was commented that residents on Briarley Gardens, Woodley had complained that the grass verges had not been cut as frequently as in previous years.  In response, it was stated that the mowing schedules had been disrupted due to staffing issues at the contractor used by the Council which had been compounded by the recent rapid grass growth.

·         Following recent work to reset loose flagstones in Woodley Precinct, it was stated that there remained a single loose flagstone which was a significant trip hazard.

·         It was requested that the double yellow lines on Kimberley Avenue, Romiley be relined as they had faded to such an extent that they were regularly being parked on.

·         It was requested that consideration be given to the action the Council could take to increase parking capacity at Woodley Civic Hall which had been reduced following the work to modify the junction of Mill Lane and Hyde Road, Woodley.

·         The road markings on the service road to the rear of Woodley Precinct had been worn away following the heavy use of the road as a diversion as a result of the works to widen the junction of Mill Lane and Hyde Road, Woodley and it was requested that this be relined.

·         It was suggested that the removal of the recycling site at Woodley Precinct had introduced a vacant space which could be used to provide additional parking capacity.

·         The work to resurface Peterhouse Gardens, Woodley was welcomed, however additional information was requested on when this work would be completed.

·         Damage to the raised bed at the junction of Compstall Road and Cherry Tree Lane, Romiley caused by the theft of coping stones had been reported to Stockport Homes and the police.

 

RESOLVED – That Robin Boardman be thanked for his attendance.

South East Manchester Multi Modal (SEMMM) Strategy Refresh - Consultation Draft pdf icon PDF 84 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

In November 2017, Cabinet reviewed and agreed Stockport’s transport priorities following the outcomes of the South East Manchester Mutli Modal Strategy (SEMMMS) Issues and Options consultation.

Work has been progressing since this agreement was reached, to translate these priorities into a draft SEMMM Strategy document ready for public consultation prior to its final adoption by both Stockport and Cheshire East Councils.

A public consultation on the draft Strategy commenced on Monday 21st May and is due to run for a 6 week period. Following the consultation, the draft Strategy will be reviewed and revised in light of the feedback received and a final version will be submitted for consideration by the Council later this year.

The Area Committee is recommended to comment on and note the report.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing a draft South East Manchester Multi Modal Strategy which set out the priorities for the SEMMMS area out to 2040 and presenting what delivery of the strategy in its entirety could mean for the SEMMMS area.  While the delivery of the package of schemes will be subject to further investigations to evaluate the technical feasibility and commercial viability of individual schemes, the draft Strategy presented the priorities for the SEMMMS area which should be explored further and progressed by both the Council, its partners, and wider stakeholders.

 

The following comments were made/ issues raised:-

 

·         The use of canal towpaths for cycling and walking should be encouraged.

·         The prominence of the A6 to M60 link road within the Strategy document was welcomed.

·         It was important that the transport infrastructure needed to support additional development in the area was put in place prior to the building of new homes.

·         Existing problems with capacity on the railways had been compounded in Stockport following the May timetable change which had reduced the number of services operating at a number of Stockport railway stations.  This was further exacerbated by the well-publicised issues with the implementation of the timetable that had resulted in a significant number of cancellations.

·         Further work needed to be undertaken to ensure that concessionary passes issued by Transport for Greater Manchester were able to operate the ticket barriers that had been put in place at a number of stations in the Greater Manchester area.

 

RESOLVED – That the report be noted.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Area Flexibility Funding.

 

The following comments were made/ issues raised:-

 

·         It was commented that the implementation of new traffic regulation orders previously approved by the Area Committee at George Lane, Bredbury had been held in abeyance pending the proposed closure of the sorting office.  However, members had been informed that the sorting office was now likely to remain open, and as such it was requested that the orders now be implemented.

·         It was requested that the information gathered from the mobile speed indicator equipment that had been installed on Werneth Road near Greave be circulated to members of the Area Committee.

·         Members requested further information on the rationale for charging the Area Committee’s Delegated Budget for the costs associated with rerunning the consultation for a residents permit parking scheme on Church Lane and Kimberley Avenue, Romiley.
