The Chair thanked the local team of volunteers who had taken action to clean up Woodley Precinct.

 

The Chair further congratulated the Alvanley Family Practice which was based in Woodley Health Centre on their success in winning the Practice Nursing Team of the Year award and to Katherine Parker from the Practice who won the Practice Nurse Innovator of the Year at the inaugural Greater Manchester General Practice Nursing Awards.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

Three public questions were submitted as follows:-

 

(a)       Relating to the potential for the introduction of temporary traffic lights at the junction of Werneth Road and Stockport Road.

 

Councillor Christine Corris responded that a request had been made for temporary traffic lights when Pennine Road had been closed, and the response at that time was as the length of the works was for a relatively short period of time, it was not considered necessary.  It was understood that the works were scheduled to be completed within the next two weeks.

 

(b)       Relating to the consultant’s report into longstanding incidents of flooding on the University Estate, Woodley which had been scheduled to be complete by February and why it would now not be ready until April.

 

Councillor Christine Corris responded that following the receipt of information that the release of the consultant’s report would be delayed until April, she had made further enquiries of officers on the reason behind the delay but had not yet received a response.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to clarify the reason for the delay in consultant’s report into flooding on the University Estate, Woodley; that this be communicated to members of the Area Committee and to the University Estate Residents’ Association; and that efforts be made to expedite its release to councillors and the wider public.

 

(c)        Relating to whether it could be formally recorded that Peterhouse Gardens and Werneth Road were listed in the Highway Planned Maintenance Programme for 2018/19 for carriageway resurfacing in the light of Werneth being in the minutes of the meeting of the Area Committee in November 2016.

 

RESOLVED – That it be noted that Peterhouse Gardens and Werneth Road were included within the Highway Planned Maintenance Programme for 2018/19 that had been submitted for consideration by the Economy & Regeneration Scrutiny Committee on 1 March 2018 and for subsequent approval by the Cabinet Member for Economy and Regeneration.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

The Chair reported that the Public Realm Inspector had been unable to attend this meeting of the Area Committee and that a report providing a summary of activities with the Public Realm service area would be circulated to members of the area committee separately and published on the Council’s website as part of the agenda papers for this meeting.

To consider an application for Ward Flexibility Funding received on behalf of Romley LifeCentre for a grant of £1,448 towards the cost of a replacement heating unit.

Alison Gater attended the meeting and submitted an application on behalf of Romiley LifeCentre for ward flexibility funding towards the cost of a replacement heating unit.

 

A representative of the Democratic Services Manager stated that the applicant had requested a grant in excess of the £1,000 maximum that the guidelines on the use of the Ward Flexibility Fund state that the Area Committee would ordinarily consider appropriate.

 

RESOLVED – That, notwithstanding the guideline on the maximum award that would ordinarily be considered appropriate, in the light of the multiuse nature of the building towards which the grant would be allocated, approval be given to the award of a grant of £1,448 from the Ward Flexibility Budget to Early Essentials Stockport towards the cost of a replacement heating unit.

To consider an application for Ward Flexibility Funding received on behalf of Stockport Snowdrops for a grant of £250 towards the cost of materials for meetings.

Jennie Frost attended the meeting and submitted an application on behalf of Stockport Snowdrops for ward flexibility funding towards the cost of materials for meetings.

 

RESOLVED - That approval be given to the award of a grant of £250 from the Ward Flexibility Budget to Stockport Snowdrops towards the cost of materials for meetings.

Representatives of Starting Point attended the meeting and submitted an application on behalf of Starting Point for ward flexibility funding towards the cost of seeds, bulbs and planting materials for Woodley Precinct.

 

RESOLVED - That approval be given to the award of a grant of £250 from the Ward Flexibility Budget to Starting Point towards the cost of seeds, bulbs and planting materials for Woodley Precinct.

The Area Committee is requested to recommend that the Cabinet Member for Communities & Housing gives approval to the legal advertising of the package of traffic regulation orders contained within the report at a cost of £950 to be funded from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation).

The report details a proposal to undertake a design feasibility study to install a pedestrian refuge at near to the bus stop SG3758 following concerns from residents in relation to crossing Stockport Road near the junction of Green Lane and the lack of pedestrian crossings.

 

The Area Committee is recommended to note that the Cabinet Member for Communities & Housing has given approval to the allocation of £1,000 to fund the design feasibility study, and that the results of this study be reported back to the Area Committee upon completion.

It was reported that Cabinet Member for Communities & Housing had already given approval to funding the feasibility study at a cost of £1,000 from the Strategic Budget.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to consult the Bredbury Green & Romiley Highway Ward Spokespersons following the receipt of the outcomes of the feasibility study to discuss the potential solutions to the problems of crossing Stockport Road at this location.

The report details a proposal for the erection of posts on the roundabout and verge at the junction of Central Drive and Marsden Road, Romiley.

 

The Area Committee is recommended to give approval to the provision of five wooden posts including mowing strip and edging on the roundabout and verge to protect the grass on Central Drive at the junction of Marsden Road at an approximate cost £1,236.11 to be funded from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation).

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing a proposal for the erection of posts on the roundabout and verge at the junction of Central Drive and Marsden Road, Romiley.

 

Concern was expressed that the proposal would not satisfactorily resolve the issues being experienced at this location as issue was the size of the roundabout which was insufficient for the traffic using it.

 

RESOLVED – That consideration of this item be deferred to a future meeting of the Area Committee pending further investigations into alterative measures that could be implemented at this location from a traffic services perspective as a means of mitigating against the damage being caused to the verge and roundabout at Central Drive and Marsden Road, Romiley.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The Council’s overall strategic transport ambition is to increase the numbers of children walking or cycling to school, both to reduce congestion on roads, improve local air quality, and improve health outcomes. In order for this to be achieved, it is important that walking or cycling to school is, and is perceived to be, a safe option for children and their families.  Work has continued to progress the Council’s programme of activity to improve road safety around schools across the borough. The purpose of this report is to provide an update on the 2017/18 road safety around schools programme and the recommended list of schools for the 2018/19 financial year.

 

The Area Committee is invited to comment on the report.

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order that the Area Committee could give prompt consideration to the inclusion of local schools within the road safety programme for 2017/18 and 2018/19).

 

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) providing an update on the 2017/18 Road Safety Around Schools Programme and detailing the recommended list of schools for inclusion in the 2018/19 financial year.

 

The following comments were made/ issues raised:-

 

·         The proposed inclusion of St Christopher's Catholic Primary School in the 2018/19 programme was welcomed.

·         It was commented that the location of Arden Primary School had incorrectly been identified as Elmfield Drive within the report.

·         The additional enforcement of parking restrictions outside schools was welcomed.

·         It was commented that the enforcement of parking restrictions associated with the operation of schools was targeted within 300 metres of the school building.

·         With regard to Greave Primary School it was commented that parking issues were often experienced on Pennine Road near its junction with Clough Meadow which was some distance from the school.

·         The Council was seeking to procure a camera enforcement vehicle to enforce the zig-zag markings outside schools.

 

RESOLVED – That the report be noted.

13.

Road Safety around Schools - Romiley Primary School pdf icon PDF 88 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The issue of congestion around school gates causes problems such as inappropriate and illegal parking and difficulties in crossing the road safely.

To try and address these problems the Council is promoting an initiative “Road Safety around Schools”. It comprises the “Eagle Eye” road safety education and training workshops together with extra parking enforcement and engineering improvements.  Romiley Primary school is one of the schools identified for road safety measures.

 

The Area Committee is recommended to give approval to the following measures (to be funded from the Road Safety around Schools initiative 2017/18):-

 

·         Remark existing school keep clears and waiting restrictions.

·         Introduce 2 no. advanced warning signs with an advisory 20mph operated by flashing ‘wig- wag’ signs.

It was requested that a speed survey be undertaken before the measures were implemented and after to assess their impact.

 

RESOLVED – That the Cabinet Member for Communities & Housing be recommended to give approval to the remarking of the existing keep clears and waiting restrictions and the introduction of advanced warning signs with an advisory 20mph operated by flashing ‘wig wag’ signs as detailed on the plan appended to the report to be funded from the Road Safety Around Schools Initiative 2017/18.
