Community Heroes

The Chair will present certificates to recognise local people who have been nominated by members of the public for their contributions to the community.

The Chair announced that the Council had recently launched a rolling programme of ‘Community Hero’ civic awards to celebrate the achievements of those residents who ‘went the extra mile’ but often went unrecognised.

 

It was reported that there were five recipients of a ‘Community Hero’ award within the first tranche of awards from the Werneth area who would be duly recognised at the meeting:-

 

·         Liz Bexon had been nominated by Councillor Chris Gordon as a community hero in the ‘Education providers making a difference in a community’ category. 

 

·         Emma Porter had been nominated by Lisa Melbourne and Jean Melbourne as a community hero in the ‘Borough Hero’ category.

 

·         Roy and Pat Richardson had been nominated by Susan McCormack as a community hero in the ‘Sport and exercise contributing to health and wellbeing in a community’ category.

 

·         Daniel Dockray had been nominated by Mode Rehabilitation as a community hero in the ‘Volunteering to promote independence in a community’ category.

 

·         Susan Thompson had been nominated by Greg Broadhurst as a community hero in the ‘Borough Hero’ category.

 

The Chair presented an award in the form of a framed certificate signed by the Mayor to each winner along with along with a pass to attend Stockport’s museums and cultural attractions and an invitation to attend the opening of Redrock in Stockport as a token of appreciation.

The Chair announced that the Christmas Lights in Romiley District Centre would be switched on, on 18 November 2017.

4.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

One public question was submitted relating to the potential for the introductionn of a ‘Care Pedestrians Crossing’ sign on Werneth Road at its junction with Healdwood Road.

 

RESOLVED -  That, in accordance with the Code of Practice, the Democratic Services Manager be requested to respond to the questioner in writing.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         It was reported that there had been changes to the role of the Public Realm Inspector such that reactive highway maintenance issues were now being dealt with in the Highways Team.

·         The focus of the Public Realm Team would be to make improvements to the general appearance of Woodley Precinct and Romiley District Centre and the parade of shops at the Rocks, Bredbury.

·         At the last meeting of the Area Committee, a member of public raised concern in relation to the quality of the reinstatement of the footway in Romiley District Centre which had been completed with tarmac and the original flagstones removed.  It was commented that the contractor had since returned to the site and reinstated the original flagstones.

·         Concern was expressed in relation to the condition of a number of highways trees within Romiley District Centre.

·         It was commented that the cycle paths on Hyde Road, Woodley from the Borough boundary were insufficiently marked with the cycle motif indicating their status as cycleways.

 

RESOLVED – That Robin Boardman be thanked for his attendance.

To consider an application received on behalf of Romiley Rise & Shine Group for a grant of £200 from the Ward Flexibility Fund towards the cost of a Christmas Party.

A representative of the Democratic Services Manager submitted an application for Ward Flexibility Funding received on behalf of Romiley Rise and Shine Group for a grant of £200 toward the cost of a Christmas Party.

 

RESOLVED - That approval be given to the award of a grant of £200 from the Ward Flexibility Budget to Romiley Rise and Shine Group towards the cost of a Christmas Party.

4.(vii)

Open Forum - Greave Primary School Drainage

Tim Collins (Highways & Transportation, Stockport Council) and representatives of Jacobs Consultancy will attend the meeting to provide an update on works to address localised drainage issues in the area around Greave Primary School, Woodley.

Sue Stevenson (Head of Highways and Transportation, Stockport Council) and Tim Collins (Highways & Transportation, Stockport Council) attended the meeting and provided an update with regard to ongoing drainage issues on the ‘University Estate’ adjacent to Greave Primary School.

 

Representatives of Jacobs Consultancy who had been engaged by the Council to undertake a drainage report in relation to the area were also in attendance at the meeting.

 

The following issues were raised:-

 

·         Concern was expressed that 12 months had passed since the Area Committee has last considered a report with regard to the outcome of a drainage investigation at Greave Primary School and there seemed to have been no improvement to the issues being experienced by local residents.

·         In response it was stated that the defects in the highway drains and those under the responsibility of United Utilities had been attended to, however there had not yet been any works to address drainage issues on the school grounds pending the outcome of the investigation being undertaken by Jacobs.

·         Greave Primary School had undertaken to work with the local authority to address the issues raised following the investigation undertaken by Jacobs.

·         As part of the investigation, each property on the estate would receive a letter inviting them to submit their comments and experiences.

·         The Chair stated that although it was disappointing that progress on this issue had not been expedient as had been hoped, it was important that residents engaged with the process and provided their comments.

 

The following comments were then made as a contribution to the information gathering exercise as part of the wider drainage investigation:-

 

·         There was a concrete chamber on the boundary between properties on Oxford Drive and Greave Primary School with associated pipework running between the school and the estate that formed part of the wider drainage network for the area.

·         A number of residents had water pumps on their properties to mitigate the effects of flood water entering their premises.

·         It was commented that the issue had worsened over the last few years.

·         Residents’ gardens were waterlogged for much of the time.

·         There was a drain to the rear of a property on Oxford Drive adjacent to Healdwood Road that is broken and is regularly dug out by local residents to avoid further flooding problems.

·         One resident commented that their cellar extension was now subject of persistent flooding which needs to emptied at least hourly.

·         Surface water flowed along Oxford Drive and adjacent streets even during periods of dry weather.

 

RESOLVED – That local residents be thanked for their attendance and comments and for their patience with regard to the time it was taking to bring a satisfactory resolution to this matter.

7.

The Rights of Way Improvement Plan - report on draft document for consultation pdf icon PDF 93 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details the Rights of Way Improvement Plan (ROWIP) and invites the comments of the Scrutiny Committee on the draft plan. The Committee is particularly recommended to give their views on the seven conclusions reached in the plan, and the actions suggested.

 

For the purposes of the plan a Right of Way is all off road routes that the public are able to utilise legally. Examples include routes in parks, concessionary paths, public rights of way and access space.

 

The Scrutiny Committee is recommended to provide comments upon the draft Rights of Way Improvement Plan in Appendix 1.

The report details a proposal for the introduction of ‘No Waiting At Any Time’ Traffic Regulation Orders on Cherry Tree Lane and Compstall Road following concerns from residents regarding safety issues due to vehicles parking at the junction causing visibility issues for motorists entering and exiting Cherry Tree Lane onto Compstall Road.

 

The Area Committee is recommended to give approval to the legal advertising of the following Traffic Regulation Order and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the Orders at a cost of £700 to be funded from a developer contribution.

 

Proposed No Waiting at Any Time

 

Compstall Road (South) - From a point 24 metres of the western kerbline  of the intersection of Cherry Tree Lane, to a point of 32 metres east from the intersection of the southern kerb line of Cherry Tree Lane.

 

Cherry Tree Lane (Both Sides) - From the intersection of the southern kerbline of Compstall Road, for a distance of 22 metres in a south easterly direction.

The report details the results of a consultation exercise carried out with the residents of Padden Brook. Padden Brook Mews and Green Lane (part) and outlines proposals for the revocations of Traffic Regulations and the introduction of new Traffic Regulation Orders.

 

The Area Committee is requested to recommend that the Cabinet Member for Communities & Housing gives approval to the proposed revocations and new Traffic Regulation Orders as detailed in the report,

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing the results of a consultation exercise carried out with the residents of Padden Brook. Padden Brook Mews and Green Lane (part) and outlining proposals for the revocations of Traffic Regulations and the introduction of new Traffic Regulation Orders.

 

It was noted that the Area Committee had previously considered related proposals as part of a wider package of measures at its meeting on 7 August 2017 where it was agreed, following concerns from members and members of the public, to defer consideration of that element of the proposals relating to the design of the scheme between Green Lane and Padden Brook.

 

The Chair expressed her thanks to officers for working closely with members and the public to achieve an outcome which was now acceptable to local residents.

 

RESOLVED – That the Cabinet Member for Communities & Housing be recommended to give approval to the legal advertising of the following Traffic Regulation Order and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the Orders:-

 

Revocations of existing Traffic Regulation Orders

 

The Bredbury and Romiley (Footpaths at Bredbury and Romiley and Woodley) Order 1967, Reference No. 6, Romiley, from Padden Brook to Green Lane for a distance of 130 feet.

 

Proposed Moving Traffic Regulation Orders

 

The following areas of footway are to be converted into a cycle track under Section 65(1) of the Highways Act 1980 so to provide a shared use cycle/pedestrian facility:

 

(i)         The connecting footpath between Green Lane and Padden Brook for its entire length.

(ii)        Green Lane, northern footway, from a point 40 metres east of the projected easterly kerb line of Howard Close for a distance of 4 metres in an easterly direction.

(iii)       Padden Brook, southerly footway, from a point 2 metres west of the projected easterly kerb line of Padden Brook for a distance of 2 metres in a westerly direction.

(iv)       Padden Brook, westerly footway, from the projected northerly kerb line of Padden Brook, in a southerly direction, for a distance of 3 metres.

(v)        Padden Brook, northerly footway, from a point 1.5 metres east of the projected easterly kerb line of Padden Brook Mews for a distance of 26 metres in an easterly direction.

The report advises members on the outcome of the consultation on changing the names of the Werneth and Marple Area Committees to ‘Marple and High Lane Area Committee’ and the ‘Bredbury, Romiley and Woodley Area Committee’ respectively.

 

The Area Committee is recommended to consider and note the results of the consultation and consider whether to make any recommendation to the Council Meeting in relation to changing the name of the Area Committee.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) detailing the outcome of a consultation with regard to a proposal to change the names of the Werneth and Marple Area Committees to ‘Marple and High Lane Area Committee’ and the ‘Bredbury, Romiley and Woodley Area Committee’ respectively.

 

Members noted that the consultation with regard to the Werneth area indicated that 43% of respondents were broadly opposed to the change of name, while 37% of respondents were broadly in support.

 

RESOLVED - That the Cabinet be recommended to take no action to effect change to the current name of the Area Committee.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.
