Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

The Chair opened her announcements by congratulating all those involved in welcoming the Tour of Britain cycle race to Stockport on 14 September 2019.

 

It was then reported that St Barnabas Parish Church, Bredbury would be holding an event with Tintwistle Brass Band to raise funds for Children in Need on Saturday, 16 November 2019.

 

It was further reported that the Friends of Chadkirk would be holding a harvest supper and quiz night on Friday, 11 October 2019 between 7.30 pm and 10.00 pm and that tickets for the event were available from Staircase House, Stockport.

 

Finally, it was stated that the Friends of Chadkirk would also be holding a harvest festival service on Sunday, 13 October 2019 at 3.30 pm.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Robin Boardman (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Werneth Area Committee.

 

The following comments were made/ issues raised:-

 

·         It was reported that there were a number sunken or exposed ironworks on Lower Bents Lane that needed to be attended to.

·         It was commented that Leyfield Avenue, Romiley continued to be affected by the pooling of water along the carriageway that was not being effectively drained despite the recent work undertaken in the area by United Utilities.

·         A complaint had been received by councillors in relation to a number of blocked gullies along Barlow Fold Road, Romiley.

·         There were a number of blocked gullies along Central Drive, Romiley and part of the carriageway had been damaged during recent heavy rainfall.

·         It was reported that the waste bin on Stockport Road, Romiley near its junction with Hill Street was missing and required replacement.

 

RESOLVED – That Robin Boardman be thanked for his attendance.

To consider an application from The Salvation Army, Stockport Citadel for a grant of £1,050 (£100 from this Area Committee) from the Ward Flexibility Fund towards the cost of a community carol service event.

A representative of the Deputy Chief Executive submitted a report on behalf of The Salvation Army, Stockport Citadel for a grant from the Ward Flexibility Budget towards the cost of a community carol service event.

 

RESOLVED - That approval be given to an application for Ward Flexibility Funding from The Salvation Army, Stockport Citadel for a grant of £100 from the Ward Flexibility Budget towards the cost of a community carol service event.

The purpose of this report is to update members on the operation of the Speed Indicator Devices operated by Road Safety on behalf of the Cabinet Member and the Area Committees.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) providing an update on the operation of the Speed Indicator Devices operated by Road Safety on behalf of the Cabinet Member and the Area Committees.

 

The following comments were made/ issues raised:-

 

·         There had been intermittent issues with the retrieval of data from the Mobile Speed Indicator Devices and work was taking place to improve the reliability of this process with the manufacturer and to subsequently retrieve any outstanding data.

·         Additional batteries had been procured centrally to ensure that the devices were able to operate for an extended period of time.

·         Concern was expressed that the Area Committee had provided funding to ensure that the Speed Indicator Devices could be re-sited on at least 10 occasions per year, and this had not been achieved.  The Area Committee was assured that any sites that had been omitted previously would be revisited at no additional charge to the Area Committee’s budget.

·         It was stated that there was an obsolete fixed speed indicator sign on Bents Lane, Bredbury that needed to be removed as soon as practicable.

·         There had been a number of accidents on George Lane, Bredbury in the vicinity of St Mark’s Vicarage and it was requested that a Mobile Speed Indicator Device be mounted in that location to monitor vehicle speeds.

 

RESOLVED – That the report be noted.

The report details a proposal for the installation of Middleton bollards to protect the pedestrian crossing point on Higher Bents Lane.

 

The Area Committee is recommended to give approval to the installation of Middleton bollards to protect the pedestrian crossing point on Higher Bents Lane at a cost of £500 to be funded from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation).

The report details a proposal for introduction of a “No Waiting At Any Time”. Experimental Traffic Regulation Order on School Brow and Peak Bank, Bredbury.

 

The Area Committee is requested to recommend that the Cabinet Member for Sustainable Stockport gives approval to the following scheme at a cost of £860 to be funded from the Strategic budget:-

From a point 10 metres south east of the projected southern kerbline of Peak Bank, for a distance of 47 metres in a north westerly direction

 

Peak Bank (North Side)

From the intersection of the north eastern kerbline of School Brow for a distance of 15 metres in a north easterly direction

From the intersection of the north eastern kerbline of School Brow for a distance of 16.5 metres in a north easterly direction
