Community Engagement

4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair commented that there had been a number of excellently run fund days and charity events over the course of the summer and on behalf of the Area Committee he thanked all the volunteers who had invested their time to make them such a success.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

4.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Janette Sadgrove (Public Realm Service) submitted a report (copies of which had been circulated) providing an update on issues relating to public realm and enforcement matters in the Heatons and Reddish area.

 

The following comments were made/issues raised:-

·         Highway Safety Inspectors were currently completing the yellow routes and annual and quarterly inspections remained ongoing.

·         There were a number of instances of waste being presented incorrectly and consequently advisory and warning notices have been issued to offenders.

·         Both the Heatons North and Reddish North wards have been hit with targeted offensive graffiti.

·         Gully cleansing on Annual Routes is currently being undertaken in the Heatons.

·         On-going noise complaints arising from extraction equipment at a commercial premise.

·         Flooding had been a problem at various locations throughout the wards following recent heavy rainfall. Councillors requested that a report be submitted to a future meeting analysing where the main problems occur and suggesting what if anything can be done to alleviate them.

·         Councillors requested that a report be submitted to a future meeting with options to remedy problems associated with flooding on Reddish Vale Road.

 

RESOLVED – That the report be noted and that the Corporate Director be requested to submit reports to future meetings of the Area Committee in respect to the wider problems of flooding in the area and a report specific to Reddish Vale Road.

Medium Term Financial Plan Update

 

The report outlines the key considerations arising for the Council’s Medium Term Financial Plan and encourages the Area Committee and members of the public to comment on the key principles outlined within it.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) outlining the key considerations for the Council’s Medium Term Financial Plan and providing the opportunity for Councillors and members of the public to comment. A more detailed report would be submitted to the November Area Committee meeting.

 

RESOLVED – That the report be noted.

A representative of the Democratic Services Manager submitted Area Flexibility Funding applications (copies of which had been circulated) as follows:-

 

a)    Reddish Youth Centre and Re:dish

 

Requesting funding towards the installation of a hand wash sink within the Youth Centre.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £500.00 to the Reddish Youth Centre and Re:dish towards the installation of a hand wash sink at the Youth Centre.

 

b)    Reddish Vale – Men in Sheds

 

Requesting funding to support a project to repair and maintain bicycles in an effort to help the community keep fit and protect the environment.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £600.00 to the Reddish Vale – Men in Sheds towards the project for the repair and maintenance of bicycles in an effort to help the community keep fit and protect the environment.

A representative of the Democratic Services Manager outlined the procedure approved by the Council for public speaking on planning applications.

RESOLVED – That planning permission be refused due to the fear of crime impacting on local residents, that the proposal does not constitute a community facility and would therefore result in the unacceptable loss of a dwelling and the detrimental impact on the amenity of local residents by virtue of noise and disturbance.

The report outlines an objection received to a proposed Traffic Regulation Order.

RESOLVED – That approval be given to the statutory legal advertisement of following scheme and, subject to no objections being received within 21 days of the advertisement date, the subsequent making of the Order for the following to be funded by the Housing Scheme Developer:-

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and on Area Flexibility Funding.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to attend the next meeting to report on an provide an update on road safety improvements on Mauldeth Road.

 

(3) That the Corporate Director for Place Management and Regeneration be requested to submit the additional information promised in respect to the data gathered for speeding vehicles in the Crescent Park area.

 

(4) That the Corporate Director for Place Management and Regeneration be requested to provide an update on the consultation being undertaken in respect to the possibility of banning dog’s from entering the Children’s Play area in Crescent Park.

12.
