To approve as a correct record and sign the Minutes of the meeting held on 9 November 2015.

Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 9 November 2015 were approved as a correct record and signed by the Chair subject to (i) the additional text in relation to Minute 4 (v) ‘Open Forum – Mental Health Provision’.

 

Concerns were raised in relation to reductions in mental health funding both in respect to the Pennine Care NHS Foundation Trust and Stockport Council as well as reductions already carried out in the voluntary sector.

 

(ii) the inclusion of the text “including traffic calming measures” to minute 13 “Road Safety Improvements on Mauldeth Road.”

Declarations of Interest

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

3.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

 

The Corporate Director for Place Management and Regeneration in consultation with the Chair and Ward Spokesperson had authorised the legal advertising of the necessary No Entry and One Way Orders in order to fully implement the scheme for the Crossley Road/Sir Richard Fairey Road, proposed junction improvements.

A representative of the Democratic Services Manager reported that the Corporate Director for Place Management and Regeneration in consultation with the Chair and Ward Spokesperson had authorised the legal advertising of the necessary No Entry and One Way orders in order to fully implement the scheme for Crossley Road/Sir Richard Fairey Road proposed junction improvements

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Public Realm Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Janette Sadgrove (Public Realm Service) submitted a report (copies of which were circulated) providing an update on issues relating to public realm and enforcement matters in the Heatons and Reddish area.

 

The following comments were made/issues raised:

·         Concerns were expressed in relation to what appeared to be increased levels of fly tipping in North Reddish.

·         Problems persisted in relation to fly tipping on Brighton Road Industrial Estate.

·         Carriageway resurfacing works on Cambridge Road, Norfolk Avenue and Howard Avenue continued.

·         Footway repairs on Briarfield Road in South Reddish had commenced.

·         A litter bin would soon be installed on Tarvin Avenue

 

RESOLVED – That the report be noted and Janette Sadgrove be thanked for her attendance and presentation.

To receive petitions from members of the public and community groups.

A representative of the Democratic Services Manager submitted Area Flexibility Funding applications as follows:-

 

a)    Christ With All Saints Church – requesting funding to support the provision of free Christmas dinners on Christmas Day to the elderly, the lonely and those suffering financial hardship.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £100.00 (Reddish South Ward allocation) to Christ with All Saints Church for funding towards the provision of free Christmas Dinners on Christmas Day to the elderly, lonely and those suffering financial hardship.

 

b)    Reddish Villa Junior Football Club – requesting funding toward the purchase of equipment.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £1000.00 (to be divided between the four wards based on a postcode analysis of players) for funding towards the purchase of club equipment.

 

c)    Heaton Mersey Village Conservation Group – requesting funding towards help support the conservation of two local nature reserves – Heaton Mersey/Mersey Vale Nature Park and Heaton Mersey Park/Heaton Mersey Bowl.

 

RESOLVED – That consideration of this application be deferred to the ward councillors and that they inform the Democratic Services Manager if they wish to make a funding grant.

 

5.

To consider a report of the Corporate Director for Place Management & Regeneration.

To consider the development applications where members of the public have attended the meeting in order to speak or hear the Area Committee’s deliberations.

To consider consultations (if any) received by the Corporate Director for Place Management & Regeneration on any planning issues relevant to the area.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) summarising recent appeal decisions, listing current planning appeals and dates for local enquiries and informal hearings.

 

RESOLVED – That the report be noted.

7.

Monitoring Visit

The Planning & Highways Regulation Committee’s visiting team shall whenever practical, inspect one completed development each cycle and report to the Planning and Highways Regulation Committee on the quality of the decision and any matters which should be addressed.

 

The Area Committees are requested to select, on a rota basis, a recently completed development site for inspection as part of the Council’s approved practice of monitoring developments and reviewing current policies. 

           

The Area Committee is requested to select a site to be visited by the Visiting Team.

A representative of the Democratic Services Manager reported that the Planning & Highways Regulation Committee Visiting Team, wherever practical, each month visits once completed development to inspect the quality of the decision and to consider any relevant matters that they wish to address. With that in mind, the Area Committee were invited to nominate a site to be visited.

 

RESOLVED – That the Planning and Highways Visiting Team be recommended to visit the Passivhaus development scheme in the Heatons.

8.

The report requests the Area Committee to consider a proposal to approve No Waiting at Any Time restrictions on part of Nelstrop Road in Heaton Chapel.

A representative of the Democratic Services Manager submitted a report of the Chief Executive (copies of which had been circulated) outlining the findings from an investigation into No Waiting at Anytime restrictions on part of Nelstrop Road and the revocation of a redundant order for No Stopping on School Markings and support the placement of a bollard on the footway.

 

RESOLVED – That the following be approved at an approximate cost of £250 to be funded via the Highway Maintenance and Traffic Management delegated budget (Heatons North Ward allocation):-

 

Revoke no Stopping Monday to Friday 8am – 5pm on School Entrance Markings:

 

Nelstrop Road

West side from a point 17 metres south of the projected southerly kerb line of Nelstrop Crescent for a distance of 32.5 metres in a southerly direction and the placement of a bollard as shown in the plan attached to the report.

A representative of the Democratic Services Manager submitted a report of the Chief Executive (copies of which had been circulated) requesting the Area Committee to consider the implementation of a local initiative scheme outside 124 Broadstone Hall Road South.

 

RESOLVED – That the following be approved at an approximate cost of £500.00 to be funded via the Highway Maintenance and Traffic Management delegated budget (Reddish South ward allocation):-

 

To reshape the footpath – the footpath and block paving will be adjusted to the same level outside 124 Broadstone Hall Road South.

The report sets out for consideration an objection to a proposed traffic regulation order on Bankhall Road and Hillcrest Avenue, Heaton Moor.

A representative of the Democratic Services Manager submitted a report of the Chief Executive (copies of which had been circulated) requesting the Area Committee to consider an objection received to a proposed traffic regulation order at Bankhall Road and Hillcrest Avenue, Heaton Moor.

 

RESOLVED – That consideration of this report be deferred and the Corporate Director for Place Management and Regeneration be requested to submit a report to the next meeting with a proposal amending the double yellow lines to be reduced to a distance of 5 metres on Bankhall Road at its junction with Hillcrest Avenue.

RESOLVED – That the Corporate Director for Corporate and Support Services be requested to consult with local residents, including those residents of Brighton Avenue, on the proposed disposal of the land and submit the results to a future meeting of the Area Committee for consideration.
