4.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair reported that an extraordinary meeting of the Area Committee would be held on Tuesday 6 May 2014 at 6.00pm in the Town Hall to consider a planning application on Vale Road, Heaton Mersey.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Public Realm

The local Public Realm Officer will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

Jamie Luck (Public Realm Service) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by Heatons and Reddish Area Committee.

 

The following comments were made/issues raised:-

·         Investigations into a number of fly tipping cases in the Reddish area were progressing and court dates would be set in the near future.

·         A large number of notices had been served in relation to A-Boards and goods for sale on the highway.

·         Dark green route highway inspections had now been completed in the Heatons and Reddish area and inspections of blue routes had commenced.

·         Stockport Homes’ estate walkabouts on the Hesketh Street Estate and Ruskin Road Estate.

·         Sevenoaks Road was currently having flags removed and replaced with bitmac and a scheme was currently underway on Battersea Road.

·         Gulley cleansing on the annual routes had commenced in the Heatons.

 

RESOLVED – That Jamie Luck be thanked for his attendance and presentation.

National Energy Action and Electricity North West

 

Clare Redfern, Affordable Warmth Officer, Strategic Housing will attend the meeting and report on a project aimed at reducing the peak time load on the local electricity distribution network in the Heaton’s area.

RESOLVED – That Clare Redfern be thanked for her attendance and presentation.

Requesting funding towards the expansion of an on-site learning centre and to enhance the facilities on offer at the allotment.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £1000(Reddish North and South ward allocations) for funding towards the expansion of an on-site learning centre and to enhance the facilities on offer at the allotment.

 

b) Reddish Villa JFC

 

Requesting funding towards starting up a girls football team.

 

RESOLVED – That the consideration of the application be deferred and the applicant be invited to attend the next meeting to answer Councillors’ questions.

 

c) Reddish Business Forum

 

Requesting funding towards the promotion and organisation of the fourth Reddish Festival (ReddFest)

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of £2000 (Reddish North and South ward allocation) for funding towards the promotion and organisation of the fourth Reddish Festival (ReddFest)

Heaton Moor Produce Market - Continuation of expanded activity following the end of trial period pdf icon PDF 39 KB

To consider a report of the Corporate Director for Place Management and Regeneration.

 

In November 2013, the Heatons and Reddish Area Committee approved the expansion of the Heaton Moor Produce Market onto Shaw Road, and the subsequent road closure, on the first Sunday of every month 08:00 - 16:00 for a trial basis from February 2014 - May 2014.

This report presents evidence gathered to date highlighting the events success in stimulating the local economy and requests the granting of permission for the continuation of activity.

This item has been brought to Area Committee ahead of the trial conclusion due to the fact no meeting is scheduled May 2014.

 

The Area Committee is requested to consider and comment on approving the continuation of the Heaton Moor Produce Market in its expanded form on the first Sunday of every month for a further 12 months.  This requires the closure of Shaw Road between Heaton Moor Road and Derby Range 08:00 – 16:00 on each market day in order to allow the market to take place 09:30-15:00.

The Area Committee are requested to consider an event application from the Friends of the Vale to hold their annual Summer Fun Day at Reddish Vale Country Park on Sunday 20th July. The event will be held between 12 midday and 4pm and will consist of children’s disco, climbing wall, hog roast, cake stall, punch and judy show, art activities, face and nail painting and various information stalls.
