To approve as a correct record and order that the Minutes of the meeting held on 15 June 2020 be signed.

The Minutes (copies of which had been circulated) of the meeting held on 15 June 2020 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests they had in any of the items on the agenda for the meeting.

No declarations of interest were made.

To receive any announcements from the Chair about local community events or issues.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting via the Council’s website at www.stockport.gov.uk/publicquestions.

One public question was submitted as follows: -

·         Relating to flytipping in the Mill Lane and Hollow Vale Drive area.

In response, the following draft response was provided to the Committee: -

“We are aware that there has been a significant increase in the instances of fly tipping since lockdown. Whilst partly down to the closure of the tips for a period we believe that there may be some local businesses and residents that have picked up on a fly tipping “hot spot” and are now using it to dispose of extra bags of household waste. Reddish Vale has suffered considerably during this period and we have no doubt that waste is being fly tipped there by both criminals and “opportunist” local businesses and residents.

Reddish Vale is a large area and to effectively cover the site with CCTV would require many cameras and a lot of money. We are however, looking to identify the most appropriate locations for CCTV cameras should funding be secured and are monitoring the areas around the vale on a regular basis. We do possess covert CCTV equipment and will consider deploying this if there is a particular hotspot identified. We will therefore, be introducing signage over the next few weeks at a number of locations in Reddish Vale advising the fly tippers of the presence of CCTV and warning and that they may be prosecuted.

There is no easy solution to this issue and even the presence of CCTV is unlikely to deter the most determined criminals. I can assure you that we do take this issue extremely seriously and will continue to investigate instances of fly tipping and take legal action against offenders as required.”

It was commented that the references to local residents and businesses in the response be deleted.

RESOLVED – That the draft response be amended as requested and provided to the questioner.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Heatons and Reddish Area Committee.

The report details an objection received to a proposed Traffic Regulation Order on Heaton Moor Road, Brownsville Road, Derby Road, Elms Road & Lynton Road, Heaton Moor.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) advising the Committee of an objection received to a proposed introduction of Prohibition of Waiting restrictions on part of Lynton Road, Heaton Moor.

RESOLVED – That in the light of the objections received to the proposed order, approval be given to the following proposed amendment/s to the Order as follows: -

Both sides from the North Westerly kerb line of Elms Road for a distance of 5 metres in a North Westerly direction.

To consider a report of the Corporate Director for Place Management & Regeneration.

The report relates to two traffic management issues on Greg Street in Reddish.

The  Area committee is recommended to: -

a)    give approval to the following Traffic Regulation Order at a cost of £800 (Inc. Legal & Advertising) funded from the delegated Ward Budget: -

Revoke No Waiting and No Loading at Any Time (Experimental):

Greg Street

West side from a point 27 metres South of the Southerly property line of No. 250 for a distance of 60 metres in a Southerly direction.

Introduce No Waiting and No Loading at Any Time (Experimental):

Greg Street

East side from the Southerly property line of No. 250 for a distance of 120 metres in a Southerly direction.

b)   Give approval to the FaRST Team to undertake a feasibility study into providing engineered carriageway markings on that part of Greg Street from the junction at Hibbert Street to Reddish Road at a cost of £750 funded from the delegated Ward Budget.

(1) Given approval to the legal advertisement of the following traffic regulation order and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the order at a cost of £800 to be funded from the Area Committee’s Delegated Budget (Reddish South ward allocation):-
