A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) providing an update on the operation of the Speed Indicator Devices operated by Road Safety on behalf of the Cabinet Member and the Area Committees.

 

The following comments were made/issues raised:-

 

·         Members queried whether the Central Stockport area had received value for money from the devices. Concern was expressed that the Area Committee had provided funding to ensure that the Speed Indicator Devices could be re-sited on at least ten occasions per year, and this had not been achieved. 

·         Two of the devices in the Edgeley and Cheadle Ward had malfunctioned. Members asked for a report on the number of devices that had not worked

·         Some of the devices had been showing speeds in kilometres not miles per hour which had been problematical.

 

RESOLVED – That a representative of the Corporate Director for Place Management and Regeneration be invited to attend the next meeting of the Area Committee to respond to Members’ concerns.

·         Members felt that a schedule of works to be undertaken should have been included in the report and that an Officer should have been present at the meeting to respond to Members’ questions.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to provide a schedule of works to be undertaken to the next meeting of the Area Committee.

A representative of the Deputy Chief Executive submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) updating the Area Committee on the operation of the Speed Indicator Devices. The Area Committee had previously purchased a device for use within its area.

 

Councillors expressed concern that previous requests for a Speed Indicator Device dedicated to the Offerton Ward had not been actioned. A representative of the Deputy Chief Executive reported that he had not been able to find a formal record of such a request being made.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management & Regeneration be requested to include the following sites in the programme for the deployment of the Stepping Hill Area Committee dedicated Speed Indicator Device:

 

Hazel Grove Ward

 

·         Chester Road, past the railway bridge approaching the station

·         Haddon Road and Highfield Road

·         Chatsworth Road in the vicinity of the junction with Knowsley Road

 

Offerton

 

·         Bean Leach Road

·         Shearwater Road in the vicinity of Braeside

·         Hillcrest Road

 

Stepping Hill Ward

 

·         Woodsmoor Lane toward the junction with Bramhall Lane

·         Arundel Avenue toward Jackson Lane

·         Bramhall Moor Lane in the vicinity of Pepper Road Industrial Estate

 

(3) That the Corporate Director for Place Management & Regeneration be requested to report back to Offerton Ward Councillors in relation to the costs for the semi-permanent installation of a Speed Indicator Device without the data collection functionality.

 

(4) That That the Corporate Director for Place Management & Regeneration be requested to investigate the 20mph speed indicator signage on Chester Road Bridge and to take appropriate action to ensure that it was functioning.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) providing an update on the operation of the Speed Indicator Devices operated by Road Safety on behalf of the Cabinet Member and the Area Committees.

 

The following comments were made/ issues raised:-

 

·         There had been intermittent issues with the retrieval of data from the Mobile Speed Indicator Devices and work was taking place to improve the reliability of this process with the manufacturer and to subsequently retrieve any outstanding data.

·         Additional batteries had been procured centrally to ensure that the devices were able to operate for an extended period of time.

·         Concern was expressed that the Area Committee had provided funding to ensure that the Speed Indicator Devices could be re-sited on at least 10 occasions per year, and this had not been achieved.  The Area Committee was assured that any sites that had been omitted previously would be revisited at no additional charge to the Area Committee’s budget.

·         It was stated that there was an obsolete fixed speed indicator sign on Bents Lane, Bredbury that needed to be removed as soon as practicable.

·         There had been a number of accidents on George Lane, Bredbury in the vicinity of St Mark’s Vicarage and it was requested that a Mobile Speed Indicator Device be mounted in that location to monitor vehicle speeds.
