The Executive Councillor (Public Realm) has approved the programme for the £1M allocated by the Council Meeting for permanent repair of actionable defects on residential roads for 2012/13.
Following the BITE Highways Review the Executive agreed to adopt a risk management approach to the inspection and repair system. Under the new system all routes have been visited and actionable repairs undertaken in accordance with the agreed policy.
Maintaining performance on ‘residential’ routes (non-priority) has been hampered by the impact of the recent two extreme winter periods. The additional funding provided by the Department for Transport to support the carriageway maintenance programme was insufficient to address all the damage caused.
Any defects found in accordance with the policy are made safe but this is a temporary repair. A permanent repair would in most cases be a more cost-effective long term solution but the cost of repairing these stretches far exceeds the available funding. The additional resource allocated by the Council Meeting was to assist with the permanent repair of actionable defects on residential roads.
Note: The programme of roads included in this programme is not contained in this decision record but can be viewed at 4.1 of the associated report.
